Weihe River has a long history. The Weihe River below Qimen, formerly known as Baigou, is the old course of the Yellow River. In the ninth year of Jian 'an (2004), Cao Cao stopped water from flowing into Baigou and developed shipping, which basically formed the situation of Weihe River today. It became Yongji Canal in Sui and Tang Dynasties and Yu He River in Song Dynasty. Its business purpose is to develop waterway transportation, which has played an important role in the economic development of northern China.
Historically, the Weihe River has been slow in flood discharge, its dikes have burst and floods have occurred frequently. After the founding of People's Republic of China (PRC), the Weihe River has been treated and dredged many times. Among them, after the expansion of 1978 ~ 1983 Weihe River main stream, the flood discharge below Weihe River mouth in flood season now reaches 2000 ~ 2500 cubic meters, and the drainage flow reaches 700 ~ 1000 cubic meters, which is more than double that in the early days of liberation.
In the 1980s, due to the rapid development of industrial and agricultural water demand and the continuous decline of groundwater level, Baiquan in Huixian, as the main water source of Weihe River, stopped spewing for hundreds of millions of years, and Weihe River lost its blood to support its foundation. With the spring breeze of reform and opening up, small and medium-sized township enterprises in the upper reaches have been launched one after another, and a large amount of untreated wastewater has been ruthlessly discharged into the Weihe River, and the water quality of the Weihe River has gradually deteriorated! The beauty of the past disappeared overnight. With the "black water" flowing day and night, the Weihe River has gradually become a "smelly river". When summer comes, the smell is even more unforgettable, and the river has become a "paradise" for mosquitoes and other pests. When pedestrians walk to the river or bridge, they often run with their noses covered. They are afraid that the "unforgettable" smell will add bad memories to their olfactory nerves, and that swarms of mosquitoes in the river will regard themselves as "delicious food". Weihe river is already the pain of Xinxiang at this time.
In the 1990s, due to the large amount of sediment entrained in the smelly water flowing down from the upstream, the river bottom was continuously silted up and raised, and pieces of black beaches were deposited in the river, and disgusting garbage was often piled up on the beaches. Those plastic bags, watermelon peels, human feces, crawling maggots, and black water like "soy sauce" keep people away from Weihe River. With the continuous improvement of the river course, the bottom of many sections of the Weihe River has been higher than that of many low-lying areas in the city. If we don't rectify it, it's very likely that sewage will cross the city as soon as there is a flood! Is it painful? Are you scared? Is it confused? Or can't people's livelihood be maintained without rectification? The municipal government has made a decision, which makes people happy and exciting. The city began a "people's war" to rectify the Weihe River. At the beginning of the "war", the people of the whole city can be described as men, women and children, everyone paid and everyone contributed, and joined the "war" with the spirit of Weihe River sewage. Spectacular scenes and participants' high enthusiasm make people seem to see the beautiful scenery of the Weihe River in the future, with clear water gurgling and fish and shrimp jumping.
With the deepening of governance, the earth dikes on both sides of the Weihe River have been made of stones for many years, and villa-style garbage barriers have been built at the entrance and exit of Xinxiang River, which has greatly changed the landscape. When people were about to celebrate, they found that the black river was still black and the pungent smell was still the same. I don't know whether people are desperate or helpless about Weihe River. People began to avoid and alienate the river blindly. Children can only learn about the river by their parents' memories, while old people talk about it helplessly. Weihe River, the mother river nurtured by Xinxiang people from generation to generation, has thus become an incurable river, hurting Xinxiang people and suffering young and old!
With the movement of the stars, there will always be a new atmosphere in the new century. With the arrival of the new century, the banks of the Weihe River are also changing their faces. There are winding paths on both sides, and graceful weeping willows are planted. The upstream sewage flows to the downstream outlet of the river through the diversion culvert next to the river, and the pungent smell in the urban section of Weihe River is less! But the river still seems to have a bad habit, still shining the same black! In 2003, a pool of clear water was finally injected into the urban section of Weihe River. Although there is only a little water, people's joy can't be concealed. The silence of sparrows can be changed on the river bank. From time to time, you can see couples taking a leisurely walk and old people who concentrate on fishing. Although the black dirty water flows through the dark river under their feet, people are willing to cheat their hearts for this change. However, the Weihe River does not show the young and old in Xinxiang. In July, with the increase of rainfall, the underground river could not discharge a large amount of sewage, and the turbid water rolled over the low sewage sluice and flowed into the urban reach, killing all the fish and shrimp in the water. In 2004, the story that happened last year was repeated. Although some people fish in summer, they are told that this kind of fish is poisonous and inedible. In 2005, it was still like this. The river was always black, and none of the lotus vegetables thrown into Hanoi by the bus company sprouted! Helpless, sad! Helpless! Last week, I heard that Hanoi changed the pool water, and the water quality was very clear. On Friday, I saw many people playing in the river, and my heart was full of joy. At that time, I wanted to jump around like Hanoi and enjoy my parents' happiness, but I was busy at work and hurried by. There were two heavy rains on Saturday and Sunday, and I am afraid that the Weihe River will repeat the mistakes of the previous two years. On the way to work on Monday, I deliberately bypassed the Weihe River and looked into the river. I felt greatly lost in my heart, and the smelly water churned down.
Most of the sighs are pity for Weihe River, more than 20 years of pollution history and 20 years of governance history. Why is the Weihe River pollution treated for a long time, and the "black" is still there? My analysis has the following points:
First, the efforts to control pollution sources are not enough.
Polluting enterprises are also tax paying enterprises. Closing polluting enterprises is tantamount to cutting off the "money and grain" of some grass-roots governments. How many polluting enterprises and grass-roots leaders have formed that only recognize benefits and do not talk about environmental protection?
Second, the EPA exists in name only.
The state has already promulgated the Environmental Protection Law and other relevant laws, but the Environmental Protection Bureau has not followed the principle of "violators must be prosecuted" and "law enforcement must be strict" for many years, resulting in the same inspection and the same inspection.
Third, the Weihe Management Office "covers its ears and steals bells"
In the case of serious pollution in the upper reaches of the river, instead of making great efforts to control pollution, we are busy repairing culverts to divert sewage. Although it has created a "relatively" good environment in the urban area, it is obviously imitating the fool who stole the clock.
The above three items fully reveal the main reasons for the cross-flow of black water in the Weihe River. I hope Xinxiang city leaders will care about public opinion and return the people a clean, beautiful, ecological and natural Weihe River as soon as possible.
