Analysis on the present situation and countermeasures of informatization construction of geological data management in Xizang Autonomous Region

This paper expounds the present situation and existing problems in the informatization construction of geological data management in Xizang Autonomous Region, and based on the author's years of informatization work experience and long-term research, probes into the countermeasures and measures for solving practical problems.

Informatization is the general trend of economic and social development in the world today. Information technology with network technology and multimedia technology as the core has become a creative tool to expand human capabilities. The level of informatization has become an important symbol to measure a country's modernization and comprehensive national strength, a strategic commanding height for the future development of a country or region, and of course an important symbol to measure the management level and work efficiency of geological data. The requirement of information society for geological data management and the influence of information technology on geological data management have prompted the traditional working mode to undergo a thorough change. Changing the management mode of geological data is an effective way to realize the modernization of geological data management, improve social services and share information resources.

Since the 11th Five-Year Plan, the autonomous region has also accelerated the digitalization of its collections with the great attention paid by the state and Xizang Autonomous Region geological data. At present, there are more than 3,000 geological data files in the autonomous region, including more than 300 electronic files 1.800 files to be digitized, and 673 files have been digitized, which is planned to be completed in 20 14 years. At the same time, the socialized service of geological data achievements has been successfully realized, with * * * receiving 1606 person-times, 16026 and 147765438 pieces, and the informatization construction of geological data has made great progress.

The basic network of the new office building has been completed, laying a foundation for the software, hardware and network environment of the geological data cluster information service system of Xizang Autonomous Region Land and Resources Archives. The electronic reading room of geological data has been built, and the receiving, consulting, warehousing and utilization services of geological data have been initially realized. Now, relying on the Internet, a national unified geological data cluster service platform has been initially formed on the Xizang Autonomous Region land and resources portal website, providing multi-level data services such as geological data catalog query, open geological data graphic data sharing service, application basic service and product data service. Relying on the local area network (LAN) of the Department of Land and Resources of the autonomous region, an intranet electronic reading service system was established to provide services such as query, borrowing, browsing and copying for the geological data in the collection. However, there are still some problems in the development and utilization of geological data information resources, the level of social service of geological data information resources is not high enough, and the means of development and utilization of geological data information are still relatively backward. The social enjoyment of geological information resources has not really been realized. The utilization of geological data mainly depends on manual retrieval. Digital geological data information has not yet played a decisive role in social utilization.

Although after years of efforts, great progress has been made in the informatization construction of geological data in the autonomous region, which has played a positive and important role in the management of geological data in the whole region. Informatization construction not only improves the quality and efficiency of work, promotes the standardization and innovation of management, but also enhances the business ability. However, there is still a big gap with the requirements and the pace of development of the times put forward by the state, such as "establishing and improving the geological data information sharing and socialized service system, accelerating the use of modern information technology, and building geological data centers and information service systems". Therefore, the informatization construction of geological data management in the autonomous region is not optimistic, and the existing problems cannot be avoided. Therefore, it is of great significance to analyze the present situation of geological data management informatization in autonomous region for strengthening the future geological data management informatization construction.

1. 1 Insufficient understanding of informatization.

Insufficient understanding and attention to the informatization construction of geological data management makes the construction and application of geological data system limited by hardware. Many people think that the informatization of geological data is simply to input relevant information with a computer, and saving it in the computer is informatization. Some people even think that as long as we ensure that the data files are not lost and there are no accidents, we will fulfill our responsibilities, and it is none of our business whether others can use them then.

Many leaders and workers have a superficial understanding of information construction and think that information construction has little to do with themselves. Many people have resistance, and feel that information construction has disrupted the previous work mode and added a lot of extra workload to themselves. In the process of work, as long as I encounter a little problem about informatization, I often feel that informatization is not good. If I increase the workload, I will also increase my trouble. There are too many systems to learn and too many things to remember. Moreover, most employees in the autonomous region are older, and the new thing of informatization is more difficult for them to use. I feel that I still have to learn this thing when I am old. There's really nothing to find.

1.2 the strength of the informatization construction team is not strong.

Due to the difficult conditions in Tibet, it is often difficult to recruit excellent information technology talents from the mainland. Many employees engaged in the information industry are transferred from other majors, and non-professional employees account for a large proportion in the information construction team. Most of the employees engaged in information work are due to the fact that the unit wants to have business contacts with the superior unit, but there are no professional information personnel, so the unit can only arrange those employees who are younger or interested in computers to work part-time, so they have to find another job and engage in information work. There are also some units that think that their business work is much more important than information work, and information work is only to cope with the work of superiors. These reasons have caused the situation that the overall quality and strength of the informatization construction team of land and resources in the autonomous region are not high, which has seriously restricted the development of informatization construction and application.

1.3 Insufficient management of geological data files.

For a long time, due to the lack of understanding of geological data management, a considerable number of people, including some leading cadres, have some misunderstandings about geological data management, thinking that as long as they are not lost or leaked, they can handle file retrieval. Due to the unknown data use time, some department leaders do not attach importance to the geological data management department and neglect the geological data management work, which leads to the current management means can not meet the current management needs. It is manifested in the shortage of personnel and funds.

1.4 It is very difficult to collect geological data.

For a long time, although some management systems of geological data management have been gradually established, the management system is still not perfect in some work links, and there is a problem that management is out of control due to the lack of supporting effective means and measures. For example, the remittance information management system exists in name only and has no deterrent effect, which leads to the completion of a project, and the remittance unit delays in remittance, and some even do not remit.

Most staff members have not received professional geological data knowledge training, which leads to low level of informatization and slow updating of geological data database, which leads to poor information transmission and low appreciation of geological data. In addition, the lack of talents leads to a lack of in-depth understanding of advanced technology outside, so that their own methods and equipment can not keep up with the pace of social progress.

2 Countermeasures and measures

In order to fundamentally change the problems existing in the informatization construction of geological data management in the autonomous region, necessary countermeasures and measures must be taken. 2. 1 Raise awareness

The traditional geological data management mode takes the preservation of the original information records of geological data as the main content, aiming at strengthening the information awareness of geological data management of all personnel, conducting more comprehensive and accurate research on the archived information when necessary, mastering the laws of geological mineralization, preventing special geological phenomena such as geological disasters, and benefiting the people and serving the society. This mode is not only very important but also very feasible in the era of manual management. However, with the maturity and wide application of automatic management tools, the management mode has begun to change from warehouse management mode to resource management mode, and the requirements and specific implementation of information management have penetrated into all aspects of management activities. The modern emerging concept of geological data management is to realize the digital processing of geological data, the automatic management functions of information transmission, information retention and information utilization based on the network, improve the efficiency of information utilization, and fully realize the supporting role of data information in social activities.

2.2 improve the information literacy of geological data management personnel

Attention should be paid to strengthening the construction of informatization team of geological data management. First of all, we should make full use of the digital working and learning environment to improve the work efficiency and learning ability of employees. Strengthen the professional study of information technology for managers, and cultivate the knowledge update of computers in the information society (such as software, hardware, network, database, etc.). ). These theories and software updates emerge one after another, unlike the knowledge of other disciplines, with little variability. However, information technology is different. First of all, its classification is numerous and involves a wide range. Secondly, the equipment, system and software are updated too quickly; Third, we need to deal with some sudden software and hardware situations; Finally, it takes some time to learn and master. The employees engaged in data management are occupied by many other firms most of the time, so it is rare to have time to settle down and study, further study and engage in research. Therefore, they can receive modern information technology training, so that they can accept new information technology expertise and explore new data management models. Training should be combined with the actual situation of the unit to find a suitable starting point. Training methods can be varied, such as "going out", that is, arranging employees to go out for further study and participate in various trainings, experience exchanges and academic seminars, or "please come in", that is, inviting mainland experts to Tibet for inspection, exchange and special lectures.

In addition, we should pay attention to the education and training of young geological data managers, care about their work and life, and give full play to their enthusiasm and creativity. Encourage geological data staff to improve their professional level through various learning methods, and encourage geological data managers to actively explore new management models to make geological data management more scientific and practical and provide favorable resources for the ever-developing society.

2.3 Strengthen the management of geological data.

To strengthen management, we must first attach importance to leadership and change the ideological understanding of managers. Leaders in charge should implement it step by step, emancipate their minds, change their concepts, take informatization as an important starting point for changing management functions and innovating management methods, take informatization implementation, safeguard measures, construction and system application as indicators for cadre assessment, and adjust the institutional setup, post setup and functional division that are not suitable for informatization management mode.

Secondly, we should increase capital investment. The equipment for information construction is invested heavily and updated quickly. Measures such as government funding, social sponsorship and unit self-financing can be taken to increase the investment and maintenance of software and hardware in informatization construction, so that the geological data management in the autonomous region can provide more convenient, accurate and efficient socialized services through informatization construction and ensure the good development of informatization construction.

2.4 Improve the geological data management system

Formulate rules and regulations that conform to the characteristics of the unit and the actual geological data management, and meet the needs of geological data management of the unit. Moreover, the system must be operable, and the establishment of the system should aim at convenience, practicality, simplicity and operability, so as to better play the guiding and normative role of the system.

2.5 Use information management tools to effectively strengthen the informatization construction of geological data.

Informatization is a major trend of social development today, which puts forward new requirements for geological data management, that is, using the new achievements of contemporary science and technology and new management methods as much as possible to improve the efficiency and level of geological data management, so as to realize the information management of geological data as soon as possible. Geological data management departments should conform to the needs of the development of the information age, take the information construction of geological data as an opportunity, actively apply modern information technology to explore and practice the modernization of geological data management, and apply digital technical means and network tools to improve the ability and level of developing geological data information resources. Seriously analyze the influence of informatization construction on the traditional geological data management mode, and fully understand the breakthrough and change of informatization construction on the theory and method of geological data work; It is necessary to actively promote the reform of geological data management with the informatization construction of geological data. In a word, there is still a big gap between the informatization level of geological data management in the autonomous region and the requirements of mainland cities and national pavilions. According to the characteristics of this unit, we should strengthen the improvement of weak points, make full use of the late-developing advantages of today's information technology, and catch up. Only by constantly cultivating the professional ability, application ability and innovation ability of geological data managers, guiding them to gradually apply the information technology knowledge they have learned in their daily work, and transforming these knowledge and ability into their own skills, and applying what they have learned, can the informatization of geological data management in the autonomous region reach a new level.
