Article 3 The local people's governments at or above the county level shall strengthen the leadership over the energy-saving work of public institutions, promote and promote the development of energy-saving work of public institutions, and include the funds required for the supervision and management of energy-saving work of public institutions into the fiscal budget at the corresponding level. Fourth provincial people's government agencies (hereinafter referred to as the provincial government agencies) under the guidance of the provincial people's government departments in charge of energy conservation, responsible for promoting, guiding, coordinating and supervising the energy conservation work of public institutions in the province.
The energy conservation departments of local people's governments at or above the county level shall be responsible for the energy conservation supervision and management of public institutions at the same level under the guidance of the energy conservation departments at the same level, and guide the energy conservation work of public institutions at lower levels.
The competent departments of education, science and technology, culture, health and sports of the local people's governments at or above the county level shall, under the guidance of the institutions that manage the affairs of the organs at the same level, carry out the energy-saving work of public institutions at the same level. Article 5 The person in charge of a public institution shall be fully responsible for the energy-saving work of his own unit.
The energy-saving work of public institutions shall implement the target responsibility system and assessment system, and the completion of energy-saving targets shall be taken as the content of the assessment of the person in charge of public institutions. Article 6 Encourage the development of energy-saving technologies in public institutions, popularize and apply new energy-saving materials, new products and new technologies, and give full play to the role of scientific research institutions, trade associations and academic groups in energy-saving work in public institutions. Seventh local people's governments at or above the county level shall commend and reward the units and individuals that have made remarkable achievements in the energy-saving work of public institutions and reported the serious waste of energy in public institutions. Chapter II Energy Planning Article 8 The provincial organ affairs management institution shall, jointly with the relevant provincial departments, formulate energy-saving plans for public institutions in the province according to the energy-saving plans of the provincial people's government, and implement them after being submitted to the provincial people's government for approval. Article 9 The organ affairs management institution shall, jointly with the relevant departments at the same level, formulate the energy-saving plan of public institutions at the same level according to the energy-saving plan of public institutions in the whole province and local conditions, and decompose the energy-saving targets and indicators determined in the plan into public institutions at the same level on an annual basis.
The energy-saving planning of county-level public institutions shall include the energy-saving contents of townships (towns) and street public institutions under their jurisdiction. Tenth public institutions shall, according to the energy-saving plan, combine the characteristics of their own energy consumption and the energy consumption of the previous year, formulate the annual energy-saving work implementation plan, and organize the implementation.
Public institutions shall timely submit the implementation plan of energy conservation work to the administrative organs for the record. Chapter III Manageability Article 11 The provincial organ affairs management institution shall, jointly with the provincial statistics department, establish and improve the statistical reporting system of energy consumption of public institutions, and make statistics on the energy consumption of public institutions in the province on a regular basis. Article 12 The agency affairs management institution shall, jointly with the energy conservation authorities at the same level, establish an information platform for energy conservation supervision and management of public institutions, so as to realize the information and standardized management of energy conservation of public institutions. Article 13 The organ affairs management institution shall, jointly with relevant departments, formulate the energy consumption quota of public institutions according to the energy consumption demand and characteristics of public institutions at the corresponding level. The financial department shall, according to the energy consumption quota of public institutions, formulate energy consumption expenditure standards.
Departments in charge of education, science and technology, culture, health, sports and other systems shall, under the institutional guidance of the administrative organs at the same level, formulate the energy consumption quota of public institutions in this system according to the energy consumption demand and characteristics of this system.
Energy consumption quota should be adjusted in time. Fourteenth government agencies shall, in conjunction with relevant departments, integrate and optimize the allocation of office buildings, office facilities and other resources to improve utilization efficiency and reduce energy consumption. Fifteenth public institutions construction projects should be energy-saving assessment and review. If it fails to pass the energy-saving assessment and review, the department responsible for examining and approving fixed assets investment projects shall not approve or approve the construction. Sixteenth government affairs management agencies shall, jointly with relevant departments, formulate energy-saving renovation plans for existing buildings of public institutions and organize their implementation. The energy-saving renovation of existing buildings in public institutions should be included in the management of government-invested projects, and the project approval procedures should be performed in accordance with relevant regulations. Seventeenth public institutions belong to the building, it should be in accordance with the relevant provisions of the provincial housing and urban and rural construction departments to apply for energy efficiency evaluation logo. The agency affairs management institution shall announce the results of energy efficiency evaluation and labeling of the buildings owned by public institutions to the public. Eighteenth provincial people's government departments responsible for the supervision and administration of government procurement shall, jointly with relevant departments, improve the government procurement list of energy-saving products and equipment, and give priority to the procurement of products and equipment that have obtained the certification certificate of energy-saving products.
