In order to standardize the market behavior of highway construction enterprises and accurately evaluate the credit of highway construction enterprises, these rules are formulated in accordance with the Highway Law of People's Republic of China (PRC), Regulations on Quality Management of Construction Projects, Measures for the Administration of Highway Construction Market and Measures for the Supervision and Administration of Highway Construction.
Article 2 [Definition of Nouns]? The term "credit evaluation of highway construction enterprises" as mentioned in these Detailed Rules refers to the evaluation of the employment behavior of enterprises with highway construction qualifications in the highway construction market by the transportation authorities at or above the provincial level or their entrusted institutions in accordance with relevant laws, regulations, standards and contract documents.
Article 3 [Evaluation Principles]? The credit evaluation of highway construction enterprises follows the principles of fairness, justice and openness, and the evaluation results are signed, recognized, publicized and announced.
Article 4 [Management responsibilities]? The management of credit evaluation shall be unified and graded.
