3. Only authorized psychological counselors can access information, and no one has the right to access the files of psychological archives except psychological counselors and file managers.

4. When providing information about visitors to the outside world (such as the press), it is the responsibility to keep the names of visitors confidential and ensure that the information content does not infringe or hurt visitors. Psychological counselors shall not make false statements or reports when accepting inquiries prescribed by laws of health, justice and public security organs.

5. In psychological counseling, once visitors are found to be harmful to themselves and others, crisis intervention procedures must be started to prevent accidents. If you consult other psychological counselors, you should limit the exposure of confidential information to a minimum.

Confidentiality exception

1, psychological counselors should clearly realize that the application of confidentiality principle has its limitations, and remember to tell visitors the legal restrictions of confidentiality at the beginning of the first interview.

2. The information disclosure authorization of visitors has been obtained, and the psychological counselor should use the authorization in strict accordance with the agreed scope.

3. If the consultant is required by law to disclose, the professional norms cannot conflict with the legal provisions. If a visitor commits a major crime, such as murder, murder plan, suicide plan, abuse of the elderly and children, the psychological counselor must report the case to the public security or procuratorial organs, which is the legal obligation of every citizen, and the psychological counselor is no exception.

4. Counselors may disclose information (in violation of confidentiality) under the following circumstances:

(1) You have obtained the permission of the visitor (or his legal representative);

(2) The visitor is suicidal, and you judge that the visitor has a clear risk of suicide;

(3) Visitors tend to kill people or threaten to participate in behaviors that are obviously likely to hurt others;

(4) When the visitor suffers from a fatal infectious disease that may endanger others;

(5) The visitor is a child, and you have evidence to assume that he has been sexually assaulted, sexually abused and physically abused or neglected;

(6) You have evidence to assume that the visitor sexually assaulted, sexually abused or physically abused the minor;

(7) You have evidence to assume that there have been incidents of elder abuse;

(8) The court orders you to provide information about visitors;

(9) When disclosure is required by law.

5. When encountering the above situations (2), (3), (4), (5), (6) and (7), the psychological counselor has the responsibility to warn the legal guardian of the other party; In cases (8) and (9), the counselor has the obligation to abide by the law, but requires the court and relevant personnel to produce legal written requirements.

6. If the visitor has the criminal facts such as murder, the visitor should surrender to the judicial organ first, and then seek psychological assistance, or don't expose such facts to the psychological counselor in psychological counseling, otherwise it will put the psychological counselor in a dilemma.

If the visitor has a tendency to commit suicide or murder, the visitor can seek psychological help first or nip in the bud. In order to save visitors, consultants have the right to report to the relevant departments.
