15 years in the system
I have been in the system 15 years and resigned from the position of the core director of the mainstream department of a popular Ministry. I am in charge of two offices, aged from 29 to 32. I have worked as a diplomat in the British Embassy in China, and I have rich experience at home and abroad.
The working characteristics of the Central Committee can be simply summarized as three: excellent groups, broad vision and strict standards.
Excellent group: Almost all the colleagues around you graduated from colleges above 985, and most of them are the presidents and monitor of the students' union. There are dozens of graduates from Peking University and Tsinghua, and many alumni from world famous schools such as Harvard and Cambridge.
The most exaggerated thing is that there were six simultaneous interpreters in my department at that time (a large number, probably more than those in second-tier cities across the country). Great pressure from my colleagues forced me to continue learning English. Finally, as an engineering student, I even realized my dream of studying for an MBA in a famous British school.
Broad vision: the central ministries and commissions have a wide range of work contacts and a large amount of information, both international and domestic, as well as macro and micro. When I was working in an embassy abroad, I saw many opportunities for leaders, and I was lucky enough to take photos with several national leaders.
Strict standards: civil servants in ministries and commissions are the "national team" among civil servants, with high working standards and high work intensity, and overtime is common. Important work reports, after repeated revisions, checks and inspections, sometimes even affect the timeliness of reports, and can only be reported after new developments, additions, changes and rechecks. After a long period of strict training, quite a few people have mastered a good official document.
If you want to succeed in the cause of the central ministries and commissions, you must master some rules and skills: one trick is fresh, eat all over the world; Identify the key personnel for promotion; Excellent business, worldly wisdom and peace of mind.
One move is fresh, eat all over the sky: the ministries and commissions are full of talents, why should they promote you? You must have a competitive advantage. Leaders often use their talents. Once you have a prominent advantage, you generally don't have to worry. There are various strengths, which can be good official documents, good English and meticulous work, but the strengths must be extraordinary. In your strong field, the leader can think of you for the first time, and the opportunity comes. Don't worry if you don't have strengths. No one's strengths are born. You can choose the right one and work hard consciously. Your advantage can give you wings for promotion. Of the six simultaneous interpreters mentioned above, except for three who have resigned successively, the other three have developed well: at present, there are 1 deputy ministers and two deputy directors.
Identify the key people for promotion: Who decides to be promoted? This is the truth that I realized very late. There are two key figures to be promoted, one is to promote the leader at the next higher level and the other is to promote the leader at the next lower level. The leader at the next higher level has the right to make major suggestions, and the leaders at the next two levels have the right to make the final decision. For example, from the main department to the deputy director, the director is the leader at the next higher level, and the deputy director is the leader at the next two levels. The director has the right to make major suggestions, and the deputy director in charge has the right to make the final decision. Promotion to other ranks, and so on. The leader of the third level? Of course, more power. But you are too far from him (her) to take care of you. If you go to him (her), sometimes it will backfire. Once you have identified the key people for promotion, you should communicate with them more. Communication is not flattery, but an opportunity for leaders to understand your talents and ideas. The leader is very busy and has many things to do. You should communicate actively and diligently. Leaders are more knowledgeable, and they may think your suggestion is naive, but it doesn't matter. You left a good impression on the active and diligent leaders.
Excellent business, worldly wisdom and peace of mind: working in ministries and commissions, excellent business is the trump card, which cannot be overemphasized. But not too commercial. Business and human feelings, must walk on two legs, not neglect. Don't be surprised and jealous to see that knowledgeable people are promoted faster than you. Business is like IQ, and human feelings are like EQ. IQ is higher than EQ, and people often suffer from cleverness. Emotional intelligence is higher than IQ, and it will go steadily and far. After the business is also excellent and the world is sophisticated, the mentality should be peaceful. You can't be too eager to get promoted, because the power of seniority is far greater than what kind of person you are. We should focus on developing our skills and creating or waiting for opportunities.

Should we leave the system?
Working within the system (especially the central ministries and commissions) has a large platform and many advantages: stable income, respect, excellent group, broad vision and regular life.
Without the system, there is no turning back. Friends who want to come out must think twice before you do.
The situation of leaving the system includes: pursuing the ideal of life, realizing high income or freedom, being frustrated in promotion, being at odds with leaders, and unbearable work pressure. Whether we should leave the system or not is a completely personal matter. However, if you don't think clearly, leave carefully; If you don't know enough about the outside world, leave carefully; Avoid danger and leave cautiously; If the family strongly opposes it, leave carefully. Once you decide to leave, you should make preparations in advance and choose the time to leave.

Preparation and timing
Preparation: The process of work is the best preparation. The work of ministries and commissions is often demanding and time is tight. If you can pay attention to everything, the work within the system will especially exercise your ability. In order to improve competitiveness, we can also make some special preparations. For example, studying for an on-the-job MBA or PhD. My special preparation is red powder spirit. A little earlier: after work, I found that the work within the system was not suitable for me. At this time, I want to leave my job early, and the longest time is no more than 3 years. I was young when I left, and it was too late to choose again.
Later: the system is very complicated, the working hours are too short, the rank is too low, and there is no entry at all, and the essence cannot be learned. You haven't infiltrated the system for 10 years, otherwise it will be difficult to understand, and you can resign later. I have worked in the central ministries and commissions for more than 15 years, and I have a deep understanding of the system and have been fully trained within it. The skills of managing the whole department, analyzing and solving problems, writing official documents, teaching in English, negotiating in English, and dealing with foreigners have all been gradually accumulated in this 15 year, and it is by no means an overnight achievement.
Hurry up: different ranks have different exercise platforms. In the central ministries and commissions, the deputy director can be in charge of a business independently, and the director is in charge of both business and people. The director belongs to a higher level leader and has a different vision. The ideal time to resign is within one year after promotion. Because I just got promoted, the next rank is still far away.
Slow down: you have been at your own level for two or three years, and there are still vacant positions and opportunities for promotion. At this time you can slow down and wait patiently. If you are promoted, you can exercise on a higher platform. Resignation is good for the time being.

I left the Ministry and stayed outside the system for more than three years. I have experienced a lot and learned a lot. The experience is:
Don't be credulous
People who come out of the system are particularly prone to make the mistake of "credulity". As mentioned above, the system is characterized by excellent groups. Everyone has a good background, graduated from a prestigious school, pays attention to credibility and can trust each other. But outside the system, there are rivers and lakes. Self - protection
Outside the system is the Jianghu. Jianghu is dangerous, so you must learn to protect yourself. Both damages were caused by unfavorable protection clauses in signed legal agreements. Due to the rush to sign the bill, the payment terms of the agreement are flawed, which leads to the use of the other party and the inability to collect the money in full. Without the promise of signing an agreement, the world outside the system is meaningless. After signing the agreement, it is often not honored or honored on time. This is the normal state outside the system. Therefore, the signing of the agreement must be careful. Important agreements must be reviewed by lawyers. For projects that have not received the payment, even if the agreement is signed, they are still on the road, so they should be prepared to "put out the fire" at any time.
Result orientation
Outside the system, it is completely result-oriented, and the boss only looks at the results, not the process. If you can't achieve the result, please leave at once, which is pragmatic and cruel. This is in sharp contrast with the system. In the system, sometimes the process is more important than the result. You report to the leader that you have done your best, because any difficulty has no result. Leaders generally don't chase you, and generally have no power to dismiss you.
Flexible maneuver
Be flexible outside the system and adjust the strategy and tactics at any time according to the actual market situation. Through trial and error, you should know who your customers are and which market segment you should occupy. In business practice, when problems are found, we should reflect and adjust in time and constantly improve products and services. Inside and outside the system
It is a current phenomenon to distinguish between inside and outside the system.
When Zheng Fei, Liu Chuanzhi, Wang Jianlin and Lu Zhiqiang left the system to start a business, it was the loss of cadres for the system; For the outside of the system, it is the inflow of talents.
With the deepening of market economy, resources will be optimized in the whole society, and the revolving door inside and outside the system will eventually open.
