Article 4 The health and family planning administrative department of the people's government at or above the county level is in charge of mental health work within its administrative area, responsible for implementing the medical rehabilitation and security policies for patients with mental disorders, regularly communicating information with relevant departments, coordinating relevant departments to strengthen the construction of mental health medical service institutions, and strengthening the publicity of relevant laws, regulations, policies and related knowledge.
The public security department shall grasp the information of patients with mental disorders within its jurisdiction and deal with the illegal acts of patients with mental disorders according to law; For patients with severe mental disorders who provoke troubles, compulsory medical treatment shall be implemented in accordance with the provisions of relevant laws and regulations.
The civil affairs department shall, in accordance with the provisions, provide social assistance to the poor, vagrants and beggars, and patients with mental disorders without guardians, and do a good job in sending patients with mental disorders back to their original places for proper resettlement after being cured.
The judicial administrative department shall study and formulate policies for the delivery, treatment and supervision of criminals with mental disorders, and cooperate with mental health institutions to do a good job in the treatment of criminals released on bail and the treatment and supervision of criminals in custody.
Other departments of the people's governments at or above the county level shall be responsible for the related mental health work within the scope of their respective duties.
The press and publication, radio and television, Internet and other media should publicize the knowledge of mental health and prevention and treatment of mental disorders, and create a public opinion environment in which the whole society respects, understands and cares for patients with mental disorders. Fifth people's governments at all levels should improve the mental health service system, establish and improve mental health medical institutions, and equip them with corresponding mental health practitioners. Sixth mental health service institutions include:
Disease prevention and control institutions;
(2) psychological counseling institutions;
(3) Mental health medical institutions;
(four) township hospitals, urban community health service institutions, community rehabilitation and care services and other institutions. Seventh mental health services include:

Article 8 Disease prevention and control institutions shall organize and coordinate relevant institutions and personnel to carry out screening, registration and follow-up of patients with severe mental disorders, monitor the epidemiological situation of mental diseases in the region, cooperate with mental health promotion and psychological crisis intervention activities, and provide relevant technical support for other mental health service institutions.
Mental health medical institutions carry out the diagnosis and treatment of mental diseases and mental disorders.
Psychological counseling institutions provide psychological counseling services.
Township hospitals and community health service institutions provide technical guidance services for the prevention, patient management and rehabilitation of mental disorders.
Community rehabilitation institutions carry out rehabilitation training for patients with mental disorders, focusing on self-care ability and social adaptability.
Community nursing institutions provide long-term care and attention for patients with mental disorders who cannot take care of themselves. Article 9 The health and family planning administrative department of the people's government at or above the county level shall establish a regional mental health information platform to provide technical support for relevant administrative departments and social organizations to carry out related work. Relevant departments and social organizations shall respect the privacy of patients with mental disorders and shall not disclose their relevant information. Tenth psychological counseling institutions should be registered according to law, and carry out the following mental health counseling services according to the scope of practice:
(1) assessment of general mental state and function;
(2) Counseling and intervention of abnormal psychological development;
(3) Counseling and intervention on cognitive, emotional or behavioral problems;
(4) Counseling and intervention for social maladjustment.
Psychological counseling institutions shall not engage in psychotherapy or the diagnosis and treatment of mental disorders. Eleventh psychological counselors engaged in psychological counseling services should obtain the national vocational qualification certificate. Twelfth health and family planning administrative departments shall provide training and professional guidance to psychological counseling institutions, and health and family planning supervision institutions shall supervise and evaluate psychological counseling institutions. Measures for supervision and assessment shall be formulated separately by the provincial health and family planning administrative department in conjunction with relevant departments. Thirteenth psychological counseling institutions and their employees to provide psychological counseling services, should comply with the following provisions:
(a) to inform the psychological counseling visitors of the nature of psychological counseling services and related rights and obligations;
(two) found that psychological counseling visitors have a tendency to hurt themselves or endanger the safety of others, it should promptly notify their guardians or other close relatives, and suggest that they go to mental health medical institutions for treatment;
(three) respect the privacy of psychological counseling visitors, and shall not disclose their relevant information.
