Fifth cities and counties (districts) can set up a comprehensive coordination agency for city appearance management to organize, guide, coordinate, supervise and assess the city appearance management within their respective jurisdictions. Sixth city and county people's government administrative departments in charge of urban management within their respective administrative areas; The administrative department of urban management of the District People's Government shall be responsible for the management of the city appearance within the area designated by the Municipal People's Government.
The management institutions of development zones and scenic spots shall undertake the specific work of city appearance management in the areas designated by the people's governments of cities and counties (districts). Street offices and town people's governments shall do a good job in city appearance management within their respective responsibilities.
Urban and rural planning, housing and construction, land and resources, housing management, environmental protection, public security, transportation, civil affairs, industry and commerce, health and family planning, water conservancy, meteorology and other competent departments, in accordance with the division of responsibilities to do a good job in urban management. Seventh city and county (District) people's governments and relevant departments should carry out urban civilization education, strengthen the construction of social integrity, and enhance citizens' awareness of self-discipline. Article 8 All units and individuals have the right to enjoy a good city appearance environment and the obligation to maintain the city appearance, and have the right to persuade or report the acts that damage the city appearance environment and the illegal law enforcement acts of the city appearance administrative law enforcement personnel. Chapter II Urban Appearance Standards Article 9 The Municipal People's Government shall, within six months after the promulgation of these Regulations, formulate urban appearance standards for urban built-up areas, town built-up areas where county people's governments are located, and other areas where urbanization management is implemented, according to the national urban appearance standards, and report them to the Standing Committee of the Municipal People's Congress for the record.
Buildings (structures), roads, landscaping, public places, waters, residential areas and various facilities in the city shall meet the standards of urban appearance. Its owner, manager or user shall maintain it regularly and keep it intact, neat, beautiful and safe. Tenth primary and secondary roads frontage buildings outside the window, roof and corridor shall not be stacked, hanging items, affecting the city.
Newly built or rebuilt buildings shall reserve space for outdoor air conditioners, exhaust fans (pipes) and sunshade (sheds) according to the standards of urban appearance. The cooling water of outdoor air conditioner should be introduced into indoor or sewer, and shall not be discharged at will.
Temporary buildings and structures shall be approved by the competent department of urban and rural planning, and shall be dismantled by themselves within the approved use period. Eleventh buildings on both sides of the primary and secondary roads, the owners or managers choose landscape, semi-transparent fence or hedge, flower beds (pools), lawns, etc. as the boundary with the road. The existing airtight fence should be gradually transformed, and the exposed ground that is not suitable for greening should be paved with street bricks.
Block system will be popularized in new residential quarters. In principle, closed residential quarters will no longer be built, and completed residential quarters and unit courtyards will be gradually opened. Article 12 No unit or individual may dig urban roads without authorization or set obstacles or ramps in urban roads, and may not damage or move kerbs, sidewalk slabs, manhole covers and other facilities.
No unit or individual is allowed to pile materials on urban roads and public places without authorization; If it is really necessary to pile up temporarily, it shall obtain the consent of the administrative department of urban management and clear it within the prescribed time limit.
Construction within the scope of urban roads shall be approved by the administrative department of urban management and carried out within the designated time and area. The construction site shall set up safety warning signs and safety protection facilities, and publicize the construction time and approval documents in a conspicuous position; Construction activities should avoid disturbing residents' lives and affecting road traffic and city appearance; After the construction is completed, the site shall be leveled in time and the pavement and facilities shall be restored. Thirteenth street operators are not allowed to engage in business activities or put items outside doors, windows and walls.
No unit or individual is allowed to occupy urban roads, bridges, pedestrian bridges, underground passages and other public places to set up stalls, promote and sell.
The administrative department in charge of urban management shall, on the premise of not affecting urban traffic and environmental sanitation, determine the road sections and time periods where stalls can be set up in accordance with the principle of facilitating the masses; Or designate temporary areas and set up temporary booths to guide operators to engage in business activities at designated booths. Operators shall abide by the management regulations on operation time and place, equip with sanitary facilities and keep the site clean. Fourteenth city and county people's governments should encourage social capital to participate through planning guidance and policy support, make full use of urban above-ground and underground space resources, and accelerate the construction of public parking facilities.
The construction of public parking facilities should simultaneously build intelligent facilities, charging facilities and parking management information systems.
Free public parking lots invested by the government shall not charge parking fees; Government-invested public parking lots are subject to government pricing, and differentiated charges are implemented according to location, time and facilities.
For public parking facilities fully invested by social capital and jointly built by the government and social capital, the charging standards shall be determined according to market rules, social affordability and other factors.
