Measures of Shandong Province on Issuing Family Planning Service Manual

(Trial)

Article 1 These Measures are formulated in accordance with the Regulations of Shandong Province on Population and Family Planning in order to standardize the distribution and use procedures of the Family Planning Service Manual (hereinafter referred to as the Manual) and improve the level of family planning services.

Article 2 These Measures shall apply to citizens whose household registration is within the administrative region of this province. Foreign residents giving birth in this province, involving compatriots from Hongkong, Macao and Taiwan Province provinces, returned overseas Chinese and overseas students, shall be handled in accordance with the relevant provisions of the state.

Article 3 The Handbook is an important basis for the family planning administrative department to grasp the pregnancy information of women of childbearing age in time, for couples of childbearing age to apply for the Honor Certificate of the Only Child Parents and enjoy preferential services related to family planning.

Article 4 Before giving birth, a legally registered married couple shall register with the township (town) people's government or subdistrict office where one party's household registration is located in time, issue the Handbook on the same day, and send the Handbook to the township (town) people's government or subdistrict office where the other party's household registration is located. Where the place of birth is not the domicile of both husband and wife, the township people's government or sub-district office where the woman's domicile is located shall reissue the Manual within 7 days after the marriage certificate is reissued, and send the Manual to the contact distribution letter where the man's domicile is located. If the marriage certificate is not reissued within the time limit, the handbook will no longer be issued, and the birth will be declared according to the illegal birth. Article 5 Medical and health care institutions, family planning technical service institutions and their staff shall check the handbook of pregnant women when providing prenatal examination and delivery services. If there is no manual, it shall inform the family planning administrative department at the county level where the institution is located within 3 days.

Article 6 The public security department shall check and keep the Reference Sheet for Newborns' Settlement when handling the formalities for their settlement. If there is no "Family Planning Service Manual", it shall inform the local township (town) people's government or sub-district office within 3 days.

Article 7 Couples of childbearing age who hold the Manual shall, within 30 days from the date of giving birth, declare the birth by the village (residence) or unit where the issuer is located.

Article 8 The floating population holding the handbook shall be jointly managed by the outflow place and the inflow place, with the current residence as the main management. The manual is valid in the whole province, and the birth situation is counted according to the place of distribution. The funds for family planning technical services shall be implemented according to the Regulations on the Administration of Family Planning Technical Services, the Detailed Rules for the Implementation of the Regulations on the Administration of Family Planning Technical Services of the State Family Planning Commission and the Measures for the Administration of Family Planning of Floating Population. The implementation of the one-child parents' incentive policy shall be implemented in accordance with the Measures for the Administration of Family Planning of Floating Population and the Regulations of Shandong Province on Population and Family Planning.

Article 9 When distributing the manual, the distributing unit shall fill in the relevant contents in the manual, affix the seal of the distributing unit and fill in the "Distribution Registration Form". Family planning administrative departments at the county level shall report the total number of handbooks issued this year (from April of last year to March of that year) to the Municipal Family Planning Commission in early June of each year, and the Municipal Family Planning Commission shall report them to the Provincial Family Planning Commission in mid-June after summarizing them.

Tenth family planning administrative departments at all levels shall conduct irregular supervision and inspection on the issuance and use of the Manual.

Eleventh "Manual" printed by the provincial family planning commission. The manual number is consistent with the number in the information management of women of childbearing age. All rural residents should add a capital "C" as the identification code before the code of women of childbearing age.

Twelfth specific issues in the implementation of these measures shall be interpreted by the Provincial Family Planning Commission.
