"Making preparations" and "making reserves" have become important symbols of these high-tech local wars. War practice shows that the importance of economic mobilization preparation has not declined, but has further risen to a strategic height. Therefore, we must earnestly prepare for the usual economic mobilization, especially the research and development of high-tech weapons and equipment and the strategic reserve of important military supplies, truly incorporate the mobilization construction of scientific and technological information, transportation, civil air defense, medical and health care into the overall national economic and social development plan and the overall national military security strategy, and strive to make overall arrangements and coordinated development. At the same time, it is necessary to further do a good job in the preparation of the annual economic mobilization plan, the formulation and dynamic management of the plan, and the economic mobilization drills, continue to improve the national economic mobilization system and mechanism, continuously improve the ability to ensure the transition from peacetime to wartime and the connection between supply and demand, truly implement all preparations for military struggle in the new period, and ensure that we plan ahead.
Second, in line with the demand characteristics of "digital battlefield", "digital mobilization" will gradually enter the historical stage under the impetus of national economic informationization.
In this Iraq war, the weapons and equipment of the United States and Britain have achieved or basically achieved a historic leap of digitalization and informationization in production, use and maintenance. Therefore, some scholars believe that this war has actually evolved into a digital war, and the battlefield has also evolved into a digital battlefield. Due to the comprehensive adoption of digitalization and information technology, the network systems of battlefield command, control, communication, computer, intelligence and electronic countermeasures are integrated, various information resources can be shared, and operational information can be exchanged in real time, thus greatly improving operational efficiency. Although the new systems of command, control, communication, computer, intelligence, reconnaissance and surveillance supporting the digital battlefield are still in the exploratory and experimental stage, in this war against Iraq, economic mobilization has shown an important trend towards digital mobilization. In this war, the battlefield demand presents an important feature of digital transformation. The extensive use of advanced sensor technology and intelligent computer technology has greatly improved the digitization level of mobilization and transformation, and the improvement of the digitization and informatization level of national economy in the United States and Britain has raised the digitization and informatization level of mobilization and supply to a new height. Therefore, digital mobility has actually entered the historical stage. We must fully estimate the profound influence of the new military revolution in the world and the rapid improvement of the informatization level of the national economy on the economic mobilization construction in the new period, and strive to improve the digitalization and informatization level of China's economic mobilization in the spirit of keeping pace with the times and pioneering and innovating, so as to catch up with the advanced trend of the development of digital mobilization in the world.
Thirdly, conforming to the development trend of "precision logistics", "precision mobilization" will become an important trend of economic mobilization in the future.
At present, logistics personnel account for about 45% of the total strength of the US military, and only 3 out of every 10 soldiers are responsible for fighting. Therefore, the US military put forward the strategic idea of gradually providing "all-asset visual system" and "in-transit visual system" to all material supply links of strategy, campaign and tactics, and took the road of "precise logistics". In this war against Iraq, a regiment of the Third Infantry Division of the US Army was only equipped with fuel that could travel for about 400 kilometers before carrying out combat missions on the Iraq-Kuwait border. When advancing to the south of Nasiriyah, the US military logistics base in Kuwait accurately determined the geographical position of the regiment, and according to the fuel consumption of the regiment, it quickly and directly instructed military helicopters to drop soft fuel to the location of the unit, so that these tanks could continue to perform combat tasks. The purpose of implementing "precise mobilization" is to increase the scientific and technological content of economic mobilization, reduce the randomness and blindness of economic mobilization, and transform the potential of economic mobilization into war and national defense strength to the maximum, fastest and most efficiently, so as to realize the modernization of national economic mobilization. Therefore, it can be said that "accurate mobilization" is a scientific, reasonable, informational and modern economic mobilization.
Fourth, in line with the rapid improvement of the overall combat capability of the army, "coordinated mobilization" will become an important feature of future economic mobilization.
In this war against Iraq, the United States and Britain mobilized the elite forces of almost all services and arms to carry out joint operations integrating land, sea, air, sky, electricity and special forces. Although the US military has mobilized only 12 of all 32 combat brigades, and the deployment scale of its troops is only about half of that of Desert Storm, these participating troops are connected into an organic whole by advanced command and control networks, achieving overall deployment and coordinated operations, reaching a new height in the integration of attack and defense, greatly improving the operational proportion of special forces and reaching a high level in coordination with other combat troops, thus greatly improving the strength of the army. Only by effectively organizing and implementing the coordinated mobilization of the national economy and truly integrating the economic mobilization construction in the fields of industry, agriculture, commerce, transportation, posts and telecommunications, medical and health care, science and technology, finance, urban infrastructure construction, etc., can we promote higher-level cooperation, central and local, military and government, human and material resources, and departments. According to this objective demand, we especially need to strengthen the overall planning and comprehensive coordination of economic mobilization construction, quickly improve the coordination and mobilization ability of the national economy, and make the national economic system and its corresponding activities adapt to and support the continuous improvement of the overall combat capability of the army to meet the needs of winning the future information war.
