On March 26th, the website of Chengdu Urban and Rural Construction Committee issued the Notice on Printing and Distributing the Implementation Opinions on Further Accelerating the Development of Finished Housing in Chengdu: Implementation Rules (Provisional). For the problem of finished housing that housing enterprises and property buyers care about, this notice gives many clear implementation rules.

In order to further standardize the management of finished housing construction, accelerate the development of finished housing in our city, promote building energy conservation and emission reduction, and promote the transformation and upgrading of the construction industry and real estate industry, according to the Implementation Opinions of the General Office of Chengdu Municipal People's Government on Further Accelerating the Development of Finished Housing in Our City (No.36 of Cheng Ban Fa [2017]), our Committee has drawn up the Implementation Opinions on Further Accelerating the Development of Finished Housing in Our City: now the implementation rules (provisional) are issued to you.

"Opinions on Further Accelerating the Development of Finished Residential Buildings in Our City" (Provisional) Implementation Rules

First, since the date of implementation of these rules, new residential projects shall be managed according to the requirements of this notice.

Second, the decoration design of finished residential buildings should be in accordance with the Code for Design of Interior Decoration of Residential Buildings (JGJ367-20 15) and the Technical Standard for Decoration Engineering of Finished Residential Buildings in Sichuan Province (DBJ 51015-2013).

Three, the finished residential project to the unit project (building number) as the unit of measurement. When the construction unit submits the construction drawing design documents for review, it must specify the unit project (building number), area, proportion and other relevant information that needs to be transformed in the general design description. Drawing review institutions should include decoration design in the scope of review, and review the construction drawing design documents of civil engineering and decoration engineering simultaneously. The drawing approval institution shall review the relevant technical indicators such as unit project (building number), area and decoration ratio.

Four, the finished residential project contracting should adopt the construction general contracting method. In the general contract bidding, the tenderer shall explicitly allow the winning bidder of the general contract to carry out construction or professional subcontracting of the decoration project in the bidding documents. If the cost of the decoration project cannot be determined temporarily due to design and other reasons, it shall be evaluated by the tenderer and included in the tender control price of the general construction contract in the form of temporary tender evaluation. Subcontractors of finished residential decoration projects should have corresponding qualifications, and subcontracting contracts should go through filing procedures in accordance with relevant regulations.

Five, finished residential projects in principle, the implementation of a one-time construction. The contents of the construction permit include civil works and house decoration works, and the construction permit indicates the building, unit and construction area of the completed house.

Six, the general contracting unit to implement professional subcontracting, before the completion of residential decoration construction, decoration unit technical director should prepare a special construction plan for decoration engineering, submitted to the general contracting unit technical director for review, and approved by the project chief supervision engineer and the construction unit project director. The general construction contractor shall, according to the requirements of the construction contract and design documents, formulate the intermediate handover acceptance plan and report it to the construction and supervision unit for approval. After the acceptance of the main division (sub-division), the construction unit shall organize the construction general contracting, decoration subcontracting, design, supervision and other units to conduct acceptance according to the handover acceptance plan and relevant regulations, and form relevant written acceptance records.

Seven, finished residential decoration engineering construction implementation model first. After the model houses (floors and plates) are qualified, they can fully enter the decoration construction. After the completion of the model house, the construction unit shall organize the supervision, design, general contracting and relevant personnel of the decoration subcontractors to carry out acceptance, and the general decoration construction can be carried out only after it meets the requirements. During the acceptance between samples, the responsible personnel of all parties shall check whether the site meets the requirements of the design documents and relevant specifications approved by the construction drawing review. The acceptance work shall form a written acceptance opinion, and the acceptance record shall be included in the completion acceptance data. Quality supervision institutions should supervise and check the acceptance of sample rooms (buildings and sections).

Eight, finished residential decoration engineering materials, components should comply with the design requirements and the provisions of the current national standards, and have the corresponding quality assurance information. The main materials that affect the indoor environmental quality, such as wood-based panels and decorative wood-based panels, paints, natural stones, etc., should be sampled and tested for formaldehyde content, radioactivity, fire prevention and other specifications. After the decoration of the finished residential project is completed, the construction unit shall entrust a professional testing unit with corresponding qualifications and CMA certificate to conduct air quality testing in accordance with the Code for Indoor Environmental Pollution Control of Civil Building Projects (GB50325). The air quality test report is an essential element of the project completion acceptance.

Nine, the quality of finished products of residential projects should meet the requirements of Unified Standard for Construction Quality Acceptance of Building Projects (GB50300), Acceptance Standard for Residential Decoration, Technical Standard for Finished Products of Residential Decoration in Sichuan Province and relevant professional acceptance specifications. Before the completion acceptance, household acceptance should be carried out according to the requirements of Chengdu Household Acceptance Guide. If the completion quality of residential decoration project fails to pass the household acceptance, the construction unit shall not organize the completion acceptance. Quality supervision institutions conduct spot checks on household acceptance, and find that the contents of household acceptance records are untrue, there are problems that affect the main use functions or there are serious visual quality problems, they can terminate the acceptance and order it to change, and reorganize the completion acceptance after meeting the requirements.

Ten, finished residential "residential quality guarantee" in the warranty scope and warranty period shall not be less than the minimum warranty period stipulated in the "Regulations on the quality management of construction projects". Development enterprises take the initiative to insure the potential defects in the quality of residential finished products, and the Municipal Construction Committee will give them a good credit record with strong quality management ability in the credit system of development enterprises, and the credit will add 5 points.

Eleven, development enterprises should be in the period of commercial housing sales, in a prominent position in the sales place publicity information about the construction of finished residential. The information content should include: building, apartment type, decoration design, building construction and decoration unit, menu decoration related information and renderings, brands, models and alternative brands of main decoration materials, components and equipment, quality and environmental protection certificate, project quality warranty scope and warranty period, real estate development of enterprises in the Municipal Construction Committee, etc.

Credit rating and credit score in enterprise credit information system. If the development enterprise fails to publicize the residential completion information as required, the Municipal Construction Committee will give a bad credit record.

Twelve, development enterprises should be in the project site, in strict accordance with the requirements of construction drawings and design documents, for each kind of decoration scheme, respectively, to make a model room for physical display, as a reference standard for sales display and housing delivery. The entity display model house should truly reflect the decoration standard and construction quality of the delivered finished house. The retention time of the model house for physical display shall not be less than 1 year from the delivery date of the first set of commercial housing.

Thirteen, during the implementation of the policy of restricting the purchase of commercial housing in our city, after the development enterprise has completed the construction of a model house for displaying finished residential entities, and the brand and model of the decoration materials, components and equipment used are completely determined, it shall entrust the engineering cost consulting service agency to verify the price of the finished residential decoration project from the alternative library, and submit the engineering cost consulting report to the construction administrative department, and the construction administrative department shall issue a receipt. The development enterprise shall bear legal responsibility for the approved price of finished residential decoration, and all social, economic and legal responsibilities caused by the false approval of the price of finished residential decoration shall be borne by the development enterprise.

The construction administrative department shall conduct random supervision and spot checks on whether the approved behavior of the decoration price of finished residential buildings of development enterprises and cost consulting service institutions is standardized. The Municipal Construction Committee is responsible for the supervision and spot check of the price verification of residential decoration products in the central city (Chengdu High-tech Zone, Chengdu Tianfu New District, Jinjiang District, Qingyang District, jinniu district, Wuhou District, chenghua district, Longquanyi District, qingbaijiang district, Xindu District, Wenjiang District, Shuangliu District and Pidu District), and the construction administrative departments of suburban cities and counties are responsible for the supervision and spot check of the price verification of residential decoration products within their respective administrative areas.

The Municipal Construction Committee will give a major bad credit record to the development enterprises whose price behavior of finished house decoration is not standardized, and deduct 6 points of credit, which will be included in the key supervision and copied to the Municipal Housing Authority.

The engineering cost consulting service institution shall objectively and fairly carry out the price consulting service of finished residential decoration products, and bear the responsibility for the development enterprise in accordance with the entrustment contract. The Municipal Construction Committee shall blacklist the cost consulting institutions with irregular behavior in the examination and approval of the decoration price of finished houses and give them bad credit records.

14. The development enterprise can provide the interior decoration menu that buyers can freely combine. After the buyers choose and determine the decoration content, the decoration project of the finished house will be implemented to fully meet the individual needs of buyers for the finished house.

If the development enterprise adopts the way that the purchaser freely combines the decoration contents of the menu to implement the construction of the finished residential building, it shall carry out the construction drawing design of part of the interior decoration project, review the construction drawing design documents according to the regulations, apply to the construction administrative department for the construction permit of the decoration project, and complete the construction of the finished residential building according to the minimum standard of menu decoration 1 before the project is completed and accepted. Otherwise, the five parties shall not organize the completion acceptance, and the construction administrative department shall not record the completion acceptance of the project. All social, economic and legal responsibilities arising therefrom shall be borne by the development enterprises themselves.

During the implementation of the policy of restricting the purchase of commercial housing in our city, the development enterprise shall entrust the cost consulting service institution to carry out price verification on the decoration project in accordance with the provisions of Article 13 of these Measures, and send the cost consulting report to the construction administrative department for supervision and spot check.

Fifteen, the development of enterprises beyond the requirements of the construction conditions of the proportion of the construction of finished housing, or no requirements for the construction of finished housing and take the initiative to develop and build finished housing in line with these measures, the Municipal Construction Committee according to the "Chengdu real estate development enterprises credit information management approach" Article 2.4 of the credit bonus standard to give credit bonus points. No credit will be given to the finished residential projects implemented by development enterprises according to the requirements of construction conditions.

If the development enterprise fails to complete the construction of finished residential buildings according to the requirements of construction conditions, it will be given a major bad credit record, and the credit score will be deducted by 6 points, which will be included in the key supervision.

Sixteen, the district (city) county construction administrative departments in accordance with the annual construction plan of finished housing, finished housing construction requirements into the land transfer construction conditions, and strengthen the process supervision and acceptance checks, do a good job in engineering quality and safety supervision and management, to ensure the smooth progress of finished housing construction in our city.

These rules shall come into force as of the date of promulgation and shall be valid for 2 years. The scope of application of the policy is cities and counties.
