The talent introduction target is one of the following personnel:
1. Full-time doctoral student.
2. Full-time undergraduate and above graduates in key construction disciplines of first-class universities or first-class disciplines (see Annex 2 for details).
3. Graduates of six free normal universities directly under the Ministry of Education with bachelor's degree or above (with free training agreement).
4. Full-time undergraduate and above graduates of clinical medicine and medical technology in and outside the region (undergraduate graduates must have the qualification certificate of practicing doctors).
5. Graduates with master's degree or above studying abroad from the top 500 universities of QS World University in 2023 (see Annex 3 for details).
Third, the introduction conditions
(a) the introduction of personnel should meet the following conditions
1. Abide by the Constitution and laws.
2. Have good conduct.
3. Have the physical conditions to perform their duties normally.
4. Have the ability to work and other qualifications that meet the requirements of the post.
5. Persons with master's degree or below should be under 35 years old (1born after June 30, 985); Doctoral students, age relaxed to 45 years old (born after June 30th,1975); The date of birth is based on the identity card; Unless otherwise specified, the talent demand catalogue shall prevail.
6. In 2023, the time for fresh graduates to obtain academic degree certificates and teacher qualification certificates was 65438+February 3, 20231,and the time for other positions to obtain qualification certificates was June 30, 2023. International students are required to provide foreign academic degree certificates issued by the study abroad service center of the Ministry of Education.
7. Applicants for this talent introduction must have a full-time undergraduate degree and meet the above-mentioned introduction scope and job introduction conditions before they can participate in the application.
(two) the following personnel shall not participate in the introduction of talents
1. Soldiers.
2. On-the-job staff of government agencies and institutions in Wulanchabu, including those officially employed (employed) by government agencies and institutions.

7. Candidates are not allowed to apply for positions in avoidance relationship after being hired.
8. Other circumstances in which laws and regulations stipulate that it is not allowed to introduce and employ staff members of public institutions.
Fourth, introduce the procedure.
This talent introduction procedure is carried out item by item according to online registration, qualification examination, inspection, physical examination, open employment and other procedures.
(1) Online Registration
1. Online registration is adopted for talent introduction, and applicants can directly log on to the website of Wulanchabu Personnel Testing Center () for online registration.
2. Online registration time: May 22, 2023 from 9:00 to May 28 17:30.
3. Each applicant can only fill in one position. At the time of registration, applicants must sign the Letter of Commitment on Examination Integrity on the Internet as required, fill in the Application Form for Introducing High-level Talents in Institutions in Wulanchabu City in 2023 (hereinafter referred to as the Application Form), follow the Operation Flow Diagram of Online Registration of Personnel Examination Information in Wulanchabu City published by Wulanchabu Personnel Examination Information Network, and download and use the "Registration Photo Processing Tool" to check my recent 2-inch bareheaded digital photos.
4. During the registration period, applicants can check the number of applicants for each introduction position in real time.
5. The applicant must fill in whether to obey the adjustment.
6. After repeated verification, the applicant saves each piece of information (if prompted, please reduce the number of words according to the system requirements, otherwise it will not be saved), and then click the "Submit for Review" button in the "Submit for Review" column to authorize. Once submitted, it cannot be changed. If you don't click "submit for review", you will not be able to enter the online review process, which is regarded as the applicant's waiver of this introduction qualification.
7. There is no registration fee for this talent introduction registration. After submitting the registration information, applicants must print the registration form in duplicate for online qualification examination and inspection (special reminder: online qualification examination must use the registration form printed by online registration system, so applicants must print it in advance and keep it properly, and will not print it after the deadline).
8. After submitting the registration information, applicants must submit the following materials: registration form, ID card, graduation certificate, degree certificate (if fresh graduates have not obtained graduation certificate or degree certificate, they must submit the seal of the college and the official seal of the academic affairs office of the school, degree certificate), the electronic registration filing form or academic certification report within the validity period, the qualification certificate required by the post conditions, and the certificate that the unit agrees to apply for the exam (staff of institutions outside Wulanchabu) to scan and form electronic materials.

Applicants must send the materials to the designated mailbox before May 28th 17:30, and will not be accepted after May 28th 17:30, which will be regarded as automatic waiver of registration qualification.
9. The applicant shall be responsible for the authenticity, accuracy and completeness of the information provided online. If the circumstances of concealing false information or concealing important information are serious, the qualification of recommendation shall be cancelled and recorded in my credit file.
(2) Qualification examination
1. Qualification examination and online registration are carried out simultaneously.
2. Qualification examination time: May 23, 2023 from 9:00 to May 29, 2023 17: 30.
3. Qualification examination method: the qualification examination is organized and implemented by the office of the Municipal Leading Group for Talent Work. According to the materials sent by the online registration candidates to the designated mailbox, the audit opinions are put forward. For those who do not meet the introduction conditions and fail the qualification examination, briefly explain the reasons. (This talent introduction qualification examination is conducted online, without on-site qualification examination. Please pay attention to the audit of online registration system at any time during the registration period. )
4. The list of qualified personnel is published on the website of Wulanchabu Personnel Testing Center.
5. The majors for introducing jobs shall be subject to the catalogues of postgraduate and undergraduate majors promulgated by the Ministry of Education 1997 and 20 12, and the later updated catalogues of degree awarding and professional disciplines; The examination of the professional conditions for the introduction of posts shall be based on the majors marked on the graduation certificates of ordinary colleges and universities (it is not allowed to apply for the second degree major).
(3) Investigation
1. The human resources and social security bureaus at all levels, together with the importing departments, are specifically responsible for the inspection of talents in their respective regions and departments.
2. Check the time. The specific inspection time will be notified separately on the website of Wulanchabu Personnel Testing Center. Qualified personnel must participate in the inspection within the specified time, and those who fail to participate in the inspection within the specified time will be disqualified.
3. Materials required for investigation. Applicants must submit the following materials to participate in the inspection: the original and photocopy of the registration form, ID card, graduation certificate, degree certificate, electronic registration form or academic certification report within the validity period, qualification certificate required by post conditions, and certificate that the unit agrees to apply (one copy).
4. Investigation methods. Mainly by reviewing the materials submitted by the imported personnel, according to the work tasks and actual needs of the imported positions, interviews or professional skills inspections can be conducted, focusing on the political ideology, moral quality, law-abiding and ability performance of the proposed imported personnel.
5. Identify qualified personnel. If the number of qualified personnel in the qualification examination of the same post exceeds the number of job introduction plans, the human resources and social departments at all levels shall organize the implementation of the inspection together with the introduction units, and determine the list of qualified personnel from high to low according to the number of job introduction plans and the inspection results. If the number of qualified personnel in the qualification examination of the same post is equal to or less than the number of people in the post introduction plan, the introduction department shall determine the qualified personnel according to the actual inspection results.
6. The leading group for talent work in counties and cities and the competent department directly under the municipal government should form an inspection report within one week after the inspection, and report it to the Human Resources Development Department of the Municipal Human Resources and Social Security Bureau.
(4) Physical examination
Physical examination personnel shall conduct physical examination in the designated hospital, and the physical examination shall be organized and implemented by the competent import department. Physical examination items and standards refer to the General Standard for Civil Servants' Physical Examination (Trial) and other relevant national regulations on civil servants' physical examination. If the imported personnel fail to pass the physical examination, or resort to deceit or conceal an important medical history in the physical examination, the qualification of the imported personnel shall be cancelled.
(5) Employment publicity
1. According to the results of the inspection and physical examination of the personnel to be introduced, the municipal leading group for talent work will determine the list of the personnel to be employed and publicize it on the website of Wulanchabu Personnel Testing Center for 7 days.
2. If there is no objection at the expiration of the publicity period, the importing unit shall sign an employment contract with the importing personnel in accordance with the relevant provisions of the state and the autonomous region. The employment contract stipulates that the service period is 5 years. During the service period, the imported personnel shall not participate in the recruitment of organs and institutions inside and outside the district, and shall not be transferred from Wulanchabu without the consent of the municipal leading group for talent work. During the service period, the resigned person shall bear the liability for breach of contract in the introduction of talents.
3. If the imported personnel fail to obtain the required documents such as graduation certificate and degree certificate within the specified time, their employment qualification will be cancelled.

(1) The qualification examination of imported personnel runs through the whole process of talent introduction. In any stage of talent introduction, if it is found that the imported personnel do not meet the introduction conditions or practice fraud, the employment qualification will be cancelled and recorded in my credit file.
(II) Graduates of six free normal universities directly under the Ministry of Education with bachelor's degree or above majoring in normal education who are employed to teach in primary and secondary schools within the scope of Wulanchabu City shall enjoy the relevant preferential policies in the Measures for the Implementation of the Plan for Introducing Excellent Talents into the Education System of Wulanchabu City (Wujiaozi [2015]14).
There are six free normal universities directly under the Ministry of Education: Beijing Normal University, Northeast Normal University, Shaanxi Normal University, East China Normal University, Central China Normal University and Southwest University.
