Investigation report on aging work

In order to better safeguard the legitimate rights and interests of the elderly and promote the development of the cause of aging, in mid-August, a research team led by * *, deputy director of the Standing Committee of the Municipal People's Congress and director of the Internal Affairs Committee, conducted a special investigation on the aging work in the city. The research team visited the Municipal Service Center for the Aged and related community pension institutions in zhoucun district, listened to the work reports of the Municipal Office for the Aged and the * * District Government respectively, and held a forum attended by NPC deputies and heads of member units of the Committee on Ageing. The investigation is hereby notified as follows:

I. Basic information

Our city entered the ranks of aging cities on 1987. By the end of 20 12, there were 738,000 elderly people over 60 years old in the city, accounting for 17.4 1% of the city's total population, which was higher than the national and provincial levels. In recent years, Party committees, governments at all levels and all relevant sectors of society have adhered to the principle of "Party and government leading, social participation and care for the whole people", and have taken a series of measures to develop the cause of aging and safeguard the rights and interests of the elderly around the working objectives of "providing for the elderly, providing medical care, providing education, learning, doing something and enjoying the elderly", and achieved remarkable results.

(1) attaches great importance to and effectively coordinates the work.

In recent years, the municipal party committee and the municipal government have listened to the report on aging work at least twice a year to study and solve the aging problem. Since 2006, the main leaders of the Municipal Party Committee and the Municipal Government have sent congratulatory letters to the city's work conference on aging for six consecutive years, and published letters of condolences in the mainstream media of our city on the day of the Old People's Day every year. In recent years, the secretary gave special instructions to the three research reports of "centenarians", "apartments for the elderly" and "aging problems" put forward by the Municipal Office for Ageing. Relevant leading comrades in all districts, counties and high-tech zones also regularly listen to reports on aging work, participate in relevant meetings and activities, lead teams to visit and sympathize with the elderly on major festivals, incorporate aging work into the important work agenda of the party Committee and government, and study and deploy aging work together with other work. Some districts and counties have also included key projects of aging work in practical work for the people. All levels adhere to the idea of "great aging", establish and improve the promotion mechanism of aging work with government leadership, organization and coordination of aging departments, cooperation of relevant units and extensive participation of social forces, strengthen the awareness of aging and respect for the elderly in the whole society, and form a good situation to promote the development of the cause of aging.

(2) Strengthen publicity to create a good environment for the implementation of the law on the elderly.

Over the years, the city has always regarded the publicity of laws and regulations on aging as the basic work to strengthen the work on aging, and included the laws and regulations on aging in the city's legal popularization planning and publicity theme. In recent years, our city has successively printed more than 600,000 copies of the Law on the Elderly, and distributed them to the elderly free of charge, so that the Law on the Elderly can enter every elderly family. At the same time, 120 propagandist of laws, regulations and policies on aging was hired in the society to publicize laws, regulations and policies on aging anytime and anywhere, and achieved good results. Through holding fixed publicity columns such as columns, special topics and special editions for the elderly in the news media, establishing websites for the elderly, sending information about respecting the elderly and setting up outdoor billboards, we have vigorously carried out publicity activities for the elderly, creating a strong atmosphere of respecting the elderly in the whole society. All districts, counties and units also attach great importance to the propaganda work on aging, strengthen the construction of positions, increase the intensity of work, expand the publicity momentum, and various publicity activities are vigorously carried out and fruitful.

(three) adhere to the people-oriented, and constantly enhance the ability of old-age security.

First, comprehensively establish and gradually improve the old-age security system. In recent years, on the basis of the original basic old-age insurance for urban workers, our city has successively implemented the basic old-age insurance for urban residents and the rural old-age insurance. The old-age insurance system covers everyone and ensures a basic sense of security. At present, the monthly pension level of enterprise retirees in the city has increased from 86.7 yuan per capita in 1988 to 1636 yuan now. The coverage rate of new rural old-age insurance in the city reached 100%, and the number of farmers participating in the insurance reached12.73 million, with a total pension of 377 million yuan for 490,000 people. The second is to fully implement the medical insurance system. All the urban elderly in the city are included in social medical insurance, and all the rural elderly participate in the new rural cooperative medical system. In 2007, based on the status quo of old industrial cities, our city raised 500 million yuan in various ways to solve the basic medical insurance problem of 30,000 retirees from state-owned enterprises in the city. Third, the city's poverty-stricken elderly assistance system has been established. All the poor elderly in the city are included in the minimum living guarantee. Since 2005, * * * has raised more than RMB120,000 to help the poor elderly 10000, effectively improving the quality of life of the elderly. At present, there are two ways to provide for the "five guarantees" elderly in urban and rural areas: centralized support and decentralized support. The annual per capita security standard reached 2,200 yuan and 1.400 yuan respectively, and the centralized support rate was 86.3%, ranking first in the province. All the 347 urban "three noes" elderly in the city are included in the financial support according to the standard of 600-700 yuan per month.

(four) to strengthen the protection of rights and interests, and constantly improve the level of old-age services.

First, strengthen the enforcement of laws and regulations for the elderly. The liaison office of the Municipal Law on Aging was established, and more than 400 law enforcement coordination inspectors were hired in the city, forming a relatively sound coordination and supervision network for law enforcement on aging. A large-scale legal consultation meeting for the elderly is held once a year, and legal service units and legal service personnel are organized to provide legal services for the elderly on the spot, and complaints from the elderly are accepted centrally. Open a hotline to protect the rights of the elderly and increase the mediation of complaints from the elderly. The complaint resolution rate of the elderly has reached over 99%. The second is to increase investment and set up a special pension fund. On 20 10 and 10 in 0 yuan, the municipal government held a special meeting and decided to set up a special fund for the development of the cause of the aged in the whole city from 20 1 1, with the financial input of each elderly person1,which will be used exclusively for the development of the cause of the aged. The third is to explore the government's purchase of aged care services. Since 2008, it has invested more than 1 10,000 yuan every year to provide aged care services for 837 needy empty nesters in the city. The fourth is to carry out community voluntary pension service activities in depth. Organize nearly 10,000 volunteers to deliver meals, cook, clean and accompany medical care for empty nesters. At present, the city has established more than 400 community service teams for the elderly, and volunteers have formed more than 20,000 pairs with elderly people in need in the community. Fifth, adhere to multiple measures to improve the level of old-age services. During the "Eleventh Five-Year Plan" period, the funds invested in social pension services at all levels totaled more than 300 million yuan (including national and provincial funds1.1.200 million yuan). Since 2008, it has invested 4.84 million yuan to support 62 grassroots pension institutions. Sixth, strengthen the infrastructure construction for the elderly and build a service platform for the elderly. Has invested more than 30 million yuan to build the * * city elderly activity center and the city elderly university teaching complex; Invested 65.438+0.57 billion yuan to complete the reconstruction and expansion of 88 nursing homes; Funding1100000 yuan to build100 "starlight nursing homes". The city elderly welfare service center with a total investment of more than 70 million yuan has been put into use. At present, the city has built 202 facilities for the elderly, with a total of 2 1789 beds, more than 400 community home care service stations and community day care stations, and more than 3,300 cultural and sports venues for the elderly.

Second, the existing difficulties and problems

Generally speaking, the cause of aging in our city can not meet the requirements of the rapid development of population aging in many aspects, and it faces many difficulties and problems.

(A) the understanding of the importance of aging work needs to be further improved. Some districts, counties and units have insufficient overall planning and comprehensive coordination for the development of the cause of the elderly, and the implementation of individual preferential terms in the Provisions on Preferential Treatment for the Elderly in Shandong Province is not in place. The development level of the undertakings for the aged lags behind other social undertakings and local economic and social development. Some people have a weak awareness of respecting the elderly and abiding by the law, lack due respect and care for the elderly, and infringe on the rights and interests of the elderly.

(b) uneven development of work. The gap between urban and rural areas, between counties and between departments is still very large, and there are problems such as urban-rural imbalance in social old-age security. At present, there are still some employees who are not included in the basic old-age insurance for employees.

(3) The contradiction between supply and demand of social pension services is prominent. The number of "empty nest" elderly people in cities is increasing rapidly, public pension institutions are becoming increasingly saturated, and there are still many immature factors in private pension institutions, so the supply of pension services is in short supply. The elderly in rural areas lack both necessary old-age security and basic old-age services.

(D) The development of the old-age service system is slow. In urban construction, it is still common to pay insufficient attention to the construction of old-age service land, old-age institutions and service facilities; Private pension institutions have insufficient service facilities, slow development and lack of rural pension services; The professional team of aged care service needs to be stabilized and the service level needs to be further improved.

Third, some suggestions.

Population aging is a major problem facing the economic and social development of our city, and all levels must attach great importance to it and actively respond.

(1) Understand and plan the aging work from a strategic perspective.

It is estimated that by 2020, the elderly population in the city will reach 1.0 1.4 million, accounting for about 22.5% of the city's total population; By 2045, the proportion of the elderly population in the city will reach about 1/3 of the total population of the city. With the increasingly severe situation of population aging in our city, various contradictions and problems will gradually emerge. Actively responding to the aging population and protecting the rights and interests of the elderly according to law are related to the overall economic and social development. It is necessary to establish the consciousness of "active aging" and understand and plan the aging work from a strategic perspective. It is necessary to study and formulate strategies to deal with the aging of the population from the aspects of social security, employment situation, industrial structure, medical and health care, and transformation of economic development mode, formulate and implement a long-term development plan for the cause of aging from 10 to 30 years, and incorporate the development of the cause of aging into the overall layout of building a strong economic and cultural city. It is necessary to further strengthen the publicity and education of laws and regulations on aging, carry forward the traditional virtues of the Chinese nation in respecting, supporting and helping the elderly, and safeguard the legitimate rights and interests of the elderly.

(2) Vigorously strengthen social old-age security.

Adhere to broad coverage, basic security, multi-level and sustainability, and build a social security system covering urban and rural residents as soon as possible, so that basic security can benefit all the elderly. Strengthen supervision and inspection to improve the participation rate of basic old-age insurance. Coordinate urban and rural development, study the reasonable connection between rural and urban old-age security models, increase investment in rural social old-age security, and effectively solve the problems of "difficult to see a doctor" and "low level of living security" for rural elderly. Finance at all levels should increase the distribution of subsistence allowances, especially for urban "three noes" and rural "five guarantees" elderly. Encourage governments at all levels to establish and improve the subsidy system for the elderly over 80 years old, and advocate that the age standard can be appropriately relaxed where conditions permit.

(3) Vigorously promote the construction of the old-age service system.

There is a lot of room for the development of the aged care service industry in our city, which contains considerable jobs. It is necessary to adhere to government guidance, policy support, social participation and market promotion, and accelerate the development of an old-age service system based on home, community and institutions. First, vigorously develop home-based care services. Focus on promoting community home care services, relying on and utilizing various community service resources, establishing home care service institutions, facilities and outlets, and gradually achieving full coverage of urban and rural home care services, so that the elderly can enjoy professional care, nursing, health care and other services without leaving the community or leaving home. Advocate various forms of community voluntary activities and mutual assistance services for the elderly. Strengthen the construction of rural nursing homes to provide comprehensive services for the local elderly. The second is to develop and standardize institutional pension services. Increase financial input, strengthen the construction of public welfare pension service facilities, and encourage and guide social capital to participate in the establishment of pension service institutions. Strengthen the scientific demonstration of institutional pension investment, make a good layout, strengthen management, and improve the efficiency of fund use. Handle the relationship between government functions and socialization, and gradually form a management system and operation mechanism of macro-management of the government, participation of social forces and independent operation of old-age service institutions. The third is to increase policy support. We will improve and implement preferential policies for the development of the aged care service industry in terms of land use, taxation, finance, finance, water and electricity, and administrative fees. Eliminate institutional and institutional obstacles. Encourage and guide enterprises, charitable organizations and other social forces to participate in the aged care service industry through government purchase of services and subsidies. The fourth is to strengthen the construction of the old-age service team. Take effective measures to guide vocational schools and college graduates, urban and rural labor force to transfer employment to the aged care service industry. Strengthen the training of professional nurses, vigorously carry out vocational training for aged care services, and strive to improve the quality and professional level of employees.

(4) increase investment and improve the system and mechanism of aging work. Governments at all levels should regard the cause of aging as a key area of public service and an important livelihood project, increase financial support and co-ordinate the development funds for the cause of aging. According to the level of economic and social development and the size of the elderly population, we will gradually increase financial investment in the cause of aging, broaden financing channels, and encourage and attract social capital to invest in the cause of aging. The aging work involves many departments, so it is necessary to further improve the comprehensive and coordinated aging work system led by the Party Committee and government and the Committee on Aging, and form a scientific and efficient working mechanism. Improve the working system of the Committee on Aging and give full play to its functions. It is necessary to further strengthen the construction of the aging work team, strengthen the construction of all kinds of aging associations at all levels, especially grassroots aging associations, and encourage and support the aging associations to play a better role.
