Monitoring center refers to the computer software and equipment used by the competent administrative department of ecological environment to automatically monitor key pollution sources through communication transmission lines. Article 4 The municipal administrative department of ecological environment is the administrative department in charge of automatic monitoring and management of pollution sources, responsible for formulating the work plan and relevant management regulations of the automatic monitoring system of key pollution sources in this Municipality, establishing a unified automatic monitoring network of pollution sources in the whole city, and supervising and guiding the construction and operation of the automatic monitoring system of pollution sources.
The relevant administrative departments and the county (city) and District People's governments shall, in accordance with their respective duties, do a good job in the relevant work of automatic monitoring and management of pollution sources according to law. Article 5 The funds for the construction, operation and maintenance of the monitoring center and the funds for comparison, monitoring and measurement certification of automatic monitoring facilities shall be included in the fiscal year budget.
The funds for the construction, operation and maintenance of automatic monitoring facilities shall be raised by the sewage units themselves, and the municipal administrative department of ecological environment and the county (city) and district people's governments may give appropriate subsidies. Article 6 After the automatic monitoring system has passed the acceptance and normal operation of the municipal administrative department of ecological environment, its data shall be used as the basis for the administrative department of ecological environment to implement environmental supervision such as sewage declaration and verification, sewage permit issuance, total amount control, environmental statistics, sewage charge collection, on-site environmental law enforcement, etc., and shall be disclosed to the public in accordance with relevant regulations. Article 7 All units and individuals have the obligation to protect the automatic monitoring system, and have the right to report the abnormal use of the automatic monitoring system, such as idling, dismantling, destroying or changing the parameters and data of the automatic monitoring system without authorization. Eighth sewage units in any of the following circumstances, it shall build and install automatic monitoring facilities:
(a) Using a single boiler with a capacity greater than fourteen megawatts (twenty tons/hour);
(two) the use of industrial furnaces or solid waste incinerators with a capacity of more than fourteen megawatts (twenty tons/hour) equivalent to a single boiler;
(three) the daily discharge of water is more than 100 tons or the daily discharge of chemical oxygen demand is more than 30 kilograms;
(four) located in water source protection areas or other environmentally sensitive areas, the daily sewage discharge is more than fifty tons;
(five) daily discharge of more than fifty tons of wastewater containing Class I pollutants;
(six) noise and other pollution sources that affect the public interest need to be supervised in accordance with the provisions of environmental protection laws and regulations. Article 9 New construction, renovation, expansion projects and technical transformation projects shall build and install automatic monitoring facilities for pollution sources in accordance with the requirements of the approved environmental impact assessment documents, and shall be designed, constructed and put into use at the same time as the main project as part of pollution prevention and control facilities. Tenth sewage units included in the automatic monitoring plan of pollution sources shall build and install automatic monitoring facilities in accordance with the time limit prescribed by the municipal administrative department of ecological environment, and cooperate with the automatic monitoring system. Eleventh the construction and installation of automatic monitoring system of pollution sources shall comply with the following provisions:
(1) The relevant instruments in automatic monitoring facilities shall be products that have passed the suitability test of environmental monitoring instrument testing institutions designated by the competent administrative department of ecological environment of the State Council, and the analytical methods and standard samples adopted by the relevant instruments conform to the relevant provisions of the state;
(2) The data collection and transmission conform to the technical specifications of the national standards for data transmission and interface of online automatic monitoring (monitoring) system for pollution sources, and the automatic monitoring facilities and monitoring centers can be stably networked;
(3) According to the national technical specifications for environmental monitoring, environmental monitoring instruments should be qualified for comparison monitoring;
(4) The sewage outlets and sampling ports equipped with automatic monitoring facilities meet the requirements of environmental protection standards;
(5) The basic conditions such as power supply, lightning protection, temperature and humidity should meet the requirements of stable operation. Twelfth sewage units in the construction and installation of automatic monitoring facilities, the installation technology should be reported to the municipal administrative department of ecological environment for the record. Thirteenth automatic monitoring facilities for pollution sources shall be officially put into operation after passing the acceptance by the municipal administrative department of ecological environment.
After the installation and commissioning of automatic monitoring facilities for pollution sources are completed, the pollutant discharge unit shall connect the facilities with the monitoring center of the municipal administrative department of ecological environment, and put them into trial operation for 30 days. After the expiration of the trial operation, the pollutant discharge unit shall promptly apply to the municipal administrative department of ecological environment for acceptance.
The acceptance of automatic monitoring facilities for new construction, reconstruction, expansion projects and technical transformation projects shall be carried out at the same time as the completion acceptance of pollution prevention facilities. Fourteenth sewage units to apply for acceptance of automatic monitoring facilities, shall provide the following information:
(a) automatic monitoring facilities acceptance application report, acceptance application form, project summary and comparative test report;
(two) the automatic monitoring summary print data of the facility for 30 days of trial operation, and the technical data such as debugging, calibration and testing of the automatic monitoring facility;
(3) Management system for the operation of automatic monitoring facilities;
(four) other relevant materials that meet the technical requirements and acceptance requirements;
(5) If a specialized operation unit is entrusted to operate and manage, an operation service contract must be provided.
