Progress and next work of promoting industrialization of geological data information service cluster in Inner Mongolia Autonomous Region

Clustering of geological data information service is a strategic measure of geological data management and service in China, and it is also an important content of mining management reform in China. This paper discusses the progress made by the Geological Archives of the Institute of Land and Resources Information of Inner Mongolia Autonomous Region in the clustering industrialization of geological information services. Geological information service has a considerable foundation, and it is completely feasible to promote the cluster industrialization of geological information service.

Geological data information is the important basic information of economic and social development, the intellectual wealth finally formed by geological work industry activities, and the precious resources of the country. Geological data are widely used in economic construction and social development, not only for national decision-making, urban planning, optimal allocation of resources, engineering construction, disaster prevention, geological prospecting and so on. But more importantly, it can reduce the waste of social wealth caused by blind repeated investment through geological data services. Therefore, it is of great significance to promote the cluster industrialization of geological data information service, which is an important measure for geological work to better adapt to economic and social development and improve the service level of land and resources management. According to the spirit of the document Notice of the Ministry of Land and Resources on Printing and Distributing the Work Plan for Promoting the Clustering Industrialization of Geological Information Services (Guo Tu Zi Fa [2065438+00]1KLOC-0/3), the clustering industrialization of geological information services in our region has taken a new step and achieved certain results.

1 industrialization foundation of geological data information service cluster

1. 1 rich material collection

By March 3, 2065438, there were more than 200,000 copies of paper geological data 12974 and digital electronic files 10582 in the Geological Archives of Inner Mongolia Institute of Land and Resources Information. It involves nine majors, such as regional geological survey, mineral exploration, hydraulic environment, geophysical and geochemical remote sensing and earthquake, mainly including1110,000,1/500,000,1/200,000 and1/50,000 regional geological and geophysical surveys, as well as minerals. Since 2005, the submission of electronic documents of geological data has tended to be normal. At present, more than 2000 electronic geological data have been received, all of which contain vectorized maps for future use.

The second is to clean up the physical geological data. According to the relevant requirements of the Ministry of Land and Resources, Inner Mongolia Institute of Land and Resources Information has set up a project team for physical geological data. According to the requirements of the Notice on Clearing the Physical Geological Data in the Area (No.887 [2008] of the State Administration of Land and Resources), a thorough investigation of the physical geological data in the area was completed. According to preliminary statistics, as of April 5, 20 10, there were 42 geological prospecting units 142, 5 physical geological databases1,65 * * warehouses, with a total area of 536 10 square meter and 65,438 core managers. At present, the number of well-preserved cores in our area is 2038143m, cuttings 12873 bags, smooth slices 176 13 pieces, 43700 specimens and 488444 bags of sub-samples. 1030 subsamples were stored in the open air, and 120724 subsamples were buried.

1.3 update and maintenance of geological data catalog database

Since 2002, our region has started the construction of geological data catalogue database; At the end of 2003, the regional geological archives catalogue retrieval system was established, and the online query service of relevant information was realized. At present, there are 12974 records in the geological data catalog database of our region, and the website of the Geological Archives of Inner Mongolia Autonomous Region has nearly 100 visitors per day.

1.4 Construction of geological data sharing service platform and network service system in the whole region.

The first is to establish a geological data information disclosure service website. Taking the portal website of the Department of Land and Resources of the Autonomous Region as the leader and linking the website of the Geological Archives of Inner Mongolia Autonomous Region (:82/), the work of providing geological information catalogue inquiry, business guidance, policies and regulations, download services and so on has been realized.

The second is the construction and maintenance of geological data local area network service system (electronic lending system). In 2009, our region developed and put into use the "Geological Data Management and Service Information System". At this point, the electronic reading system of geological archives in our region has officially started to operate, realizing the management of electronic documents of geological data in the local area network, and providing services such as directory inquiry, full-text reading, printing and collection of geological data for licensed borrowers (upon application). At present, the digital geological data of pictures and characters have all been uploaded to the geological archives for storage and opened to the public in the electronic reading room.

Geological data management and service information system is a comprehensive information system based on catalog database, graphic database and classified database, which integrates geological data collection, geological data management, classified data management, geological data borrowing and statistical analysis, and mainly includes seven sub-functional modules, including collection management, data management, lending service, lending processing, data output and system management, which can meet the needs of future geological data center construction.

1.5 construction of monitoring platform for geological data collection

At present, the geological data management and service information system developed and utilized by the geological archives in our region has actually included the relevant contents of the geological data collection and supervision platform. Through the geological data catalog database, mining right management database and the information of geological exploration projects (data) funded by the state and local governments, the supervision information of geological data collection is established, and the geological data that should be collected are screened out, and the geological data information that is not collected on time is timely fed back to the land and resources department for collection. At present, the construction of a unified national geological data collection and supervision platform has been started.

2. Progress in industrialization of geological data information service cluster and its next major objectives.

2. 1 Work progress

(1) Formulate the Implementation Plan for Promoting the Cluster Industrialization of Geological Information Services in Inner Mongolia Autonomous Region, make detailed arrangements for all the work, and incorporate it into the geological and mineral topics of the Twelfth Five-Year Plan for the National Economic and Social Development of Inner Mongolia Autonomous Region and the second round of the overall planning of mineral resources in the whole region.

(2) Carry out clustering of geological data information services in important metallogenic belts and provide services to the outside world. Firstly, work was carried out in Baiyun Obo mining area, lead-zinc comprehensive exploration area in Dongwuqi area of Inner Mongolia, and gold comprehensive exploration area in Hadamengou area of Inner Mongolia. After exploring the experience, it will be extended to the whole region. By the end of 20 15, an important metallogenic belt and an important coal-forming basin geological data information service cluster will be formed in the whole region.

(3) Taking the government, enterprises, institutions and the public as service objects, scientifically dividing categories and levels, customizing differentiated service products, and striving to build the largest and most comprehensive geological data information service base in the whole region. During my work, I developed information products according to the mineral resources status, resource status, development trend, planning and development of major metallogenic belts in Inner Mongolia.

2.2 the next two goals

(1) Complete the formulation and approval of the Implementation Plan for Promoting the Clustering Industrialization of Geological Information Services in Inner Mongolia Autonomous Region (2012—2015);

(2) Complete the cleaning of original and physical geological data in the whole region, and establish the original catalogue database, physical geological data catalogue database and basic drilling information inventory database in the whole region;

(3) Digitization of important geological data, complete digital scanning of images and characters, complete vectorization of geological data in three comprehensive exploration areas, provide data support for clustered products, complete decryption data processing of classified public welfare geological data, and initially establish a non-classified geological data database;

(4) Initially complete the software and hardware construction of the geological data sharing service platform and network service system in the whole region;

(5) Complete three geological data information service cluster products, namely, Baiyunebo mining area, lead-zinc comprehensive exploration area in Dongwuqi area of Inner Mongolia and gold comprehensive exploration area in Hadamengou area of Inner Mongolia, and provide services to the outside world.

3 major project deployment

According to the spirit and requirements of the Work Plan for Promoting the Cluster Industrialization of Geological Information Services issued by the Ministry of Land and Resources (Guo Tu Zi Fa [2010]13No.), combined with the next stage of work in our region, the following nine tasks need to be carried out to further promote the implementation of the cluster industrialization of geological information services in our region.

3. 1 Construction and supervision project of geological data exchange supervision platform

According to the spirit and requirements of document [20 10]32, we will build a supervision platform for interconnection and information sharing between the national geological archives and the administrative departments of geological data of autonomous regions, leagues and counties, monitor the setting of geological work projects, the progress of project work and the submission of project data in real time, ensure delivery, and lay the foundation for clustering and industrialization of geological information services.

3.2 Geological data cleaning project

According to the spirit and requirements of document [2010]13, the clustering industrialization of geological data information service should cover the physical, original and fruitful geological data formed by the state and society. Therefore, a comprehensive understanding and collection of existing geological data is the premise of geological data information clustering. Therefore, we should first set up a geological data cleaning project, consolidate the foundation of clustering industrialization of geological data information service according to the principle of "paying for everything", and investigate, clean up and clean up the achievements of geological data in Inner Mongolia funded by the state and society, so as to lay the foundation for the achievements of clustering industrialization of geological data information service.

3.3 Important Achievements of Geological Data Digitization Project

Digitization of geological data is the basis of information clustering of geological data. According to different utilization requirements, scanning digitization and vectorization are carried out. Scanning digitization is the foundation. Some geological data serving the administrative supervision and government management of land and resources and geological data applied to geological data centers should be vectorized on the basis of scanning digitization to meet the requirements of "one map" of land and resources and the construction of its core database in the whole region.

3.4 Geological data base information base construction project

According to the metadata catalog database, graphic geological data database and thematic database (all kinds of databases classified by specialty), the construction will be carried out. In the construction of database, we should follow the technical standards and norms of relevant geological data file management and the informatization standards of geology and mineral industry. Some geological data serving the administrative supervision and government management of land and resources should meet the requirements of "one map" of land and resources in the whole region and the construction of its core database, and be included in the unified management of "one map".

3.5 Drilling database construction project in the whole region

Comprehensively collect the geological data of completed boreholes in the whole region, select them according to the principles of importance, controllability and representativeness, compile records according to unified standards, and establish a borehole database to provide basic data for establishing the three-dimensional geological structure of the whole region.

3.6 Database construction project of geological work degree in the whole region

Comprehensive collection of different periods, different majors, different work accuracy (scale), geological work project scope, implementation units, achievements, etc. According to the unified standard, collect all information items and establish a regional geological work degree database to provide basic information for understanding the geological work degree and development history of a certain area.

3.7 Construction Project of Geological Data Center in Inner Mongolia Autonomous Region

Based on the basic geographic information, the geological data of the whole region are integrated, and the spatial geological data database management system is constructed by using GIS technology, network technology and database technology. The system includes two parts: database management system and political network geological data service system. The system should be composed of four systems: data center management system, geological data query system, geological data online publishing management system and mineral resources reserve management system, which provides data support for different levels and different objects to access and use geological data.

3.8 Geological Data Network Service System Construction Project

Geological data sharing service platform is a distributed sharing service system, including metadata catalog service, open data service and application-based product service. Data catalogs and public data rely on the Internet to form a networked unified external service system led by the portal website of the Ministry of Land and Resources. Non-public geological data rely on the national and autonomous regional geological data centers to carry out services. To this end, we will build different types of network service systems according to the needs of the public, chartered borrowers and government management.

The geological data sharing service platform relies on the Internet to provide services to the outside world, and links the electronic data management system of geological data of the Institute of Land and Resources Information of Inner Mongolia Autonomous Region with the portal website of the Department of Land and Resources of the Autonomous Region as the leading factor. At present, the website of geological archives has been established, which has realized the work of querying geological data catalogue and providing various services to the outside world. The next step is to process the geological data and realize the full-text consultation of the public welfare basic geological data.

3.9 Development of geological data information cluster service product project

According to the spirit of document 19991February 15 10. The [2010]13 issued by the Ministry of Land and Resources, combined with the actual situation in our region, first started work in Baiyun Obo mining area, lead-zinc comprehensive exploration area in Dongwuqi area of Inner Mongolia, and gold comprehensive exploration area in Hadamengou area of Inner Mongolia. After gaining experience and achievements, it will be promoted to the whole region. By the end of 20 15, the geological data of the whole region will be clustered and 3 ~ 10 clustering service products will be developed.

Taking the information clustering of Bayan Obo mining area (Fe-Nb-RE) in Inner Mongolia, lead-zinc mining area in Dongwuqi area in Inner Mongolia and gold mining area in Hadamengou area in Inner Mongolia as the content, and taking the modern information technology platform as the means, we fully tap the information of geological achievements such as geology, physics, chemistry, remote mining, mining and drilling, integrate the service content, and develop a data clustering industrialization platform with high starting point, strong functions and feasibility. Realize the integrated dynamic mass data management of historical data, current data and future data, comprehensively cover paper media, physical geological data and electronic media data, build a multi-level and distributed information service cluster framework, improve the service level of geological data, give full play to the social and economic benefits of geological data, and provide information support for the geological cause and economic and social development in Inner Mongolia.

4. Suggestions on promoting the clustering industrialization of geological data information services

The clustering and industrialization of geological data information service in Inner Mongolia Autonomous Region is still in its infancy, the mechanism of geological data collection and social sharing has been initially established, and the working framework and guarantee mechanism need to be further improved. It is also necessary to further explore the service mode and safeguard measures of geological data information through application demonstration. In order to do the above work well, we should also: ① strengthen organization and leadership, strengthen overall coordination, seize key links such as data collection, database construction, network connectivity and product development, and actively carry out the work. ② Improve various management systems. Further improve the geological data management system, and implement the geological data management system of various achievements that have been issued. ③ Implement working funds. Ensure that all work can be completed as required. (4) Strengthen the construction of the work team, establish a cluster industrial work system of geological data information service with geological data collection institutions and central and local institutions as the mainstay, and form a stable work team. Vigorously carry out the cultivation and training of information technology talents, improve the quality and ability of management, maintenance and service personnel, and build a high-quality technical team to meet the requirements of the development of geological data information service industry.
