I looked it up, and the sentence came from Biography of Zhong You in Historical Records: "Help the virtuous, show loyalty as kindness, attack the ignorant when they are weak, take chaos and humiliate the dead, push the dead to survive, and the country will prosper." It probably means: (Bless) helping sages and virtues, praising loyal ministers and recommending sages, annexing weak countries, punishing confused monarchs, seizing politically chaotic countries, invading and insulting dying countries, overthrowing countries that pursue the path of death, and consolidating countries that pursue the path of survival.
