In order to strengthen the management of fireworks and firecrackers, reduce environmental pollution, and ensure public safety and personal and property safety, according to the People's Republic of China (PRC) Air Pollution Prevention and Control Law, the Regulations on the Safety Management of Fireworks and Firecrackers and the Regulations on the Prevention and Control of Air Pollution in Shandong Province and other laws and regulations, it was decided through research that fireworks and firecrackers should be restricted within the urban area of our city. The relevant matters are hereby notified as follows:
First, this notice applies to fireworks and firecrackers and their management activities within the administrative area of this Municipality.
Two, from now on, the city's fireworks and firecrackers to implement the combination of prohibition and restriction, in addition to the places where fireworks and firecrackers are prohibited, fireworks and firecrackers to implement a restricted area limited time discharge system.
The discharge restricted areas in Decheng District, Dezhou Economic and Technological Development Zone and Dezhou Canal Economic Development Zone are: east of the east bank of Jianhe River, west of the administrative boundary of Shandong and Hebei, south of the south outer ring and south of the north outer ring.
The area and time for limiting emissions in Lingcheng District shall be determined and announced by the District People's Government within five days from the date of promulgation of this circular.
In the restricted discharge area, fireworks and firecrackers are allowed to be set off on the 23rd of the twelfth lunar month, New Year's Eve to the second day of the first month, the fifth day of the first month and the fifteenth day of the first month. In addition to the above time, it is forbidden to set off.
Yucheng City, Leling City, Ningjin County, Qihe County, Linyi County, Pingyuan County, Wucheng County, Xiajin County, Qingyun County, the areas and time for limiting emissions shall be determined and announced by the people's governments of counties and cities within five days from the date of promulgation of this circular.
Three, in the time allowed to set off fireworks and firecrackers to start the emergency mechanism of heavy pollution weather, fireworks and firecrackers are prohibited.
Four, the public security organ is the competent department of fireworks and firecrackers management, responsible for the safety management of fireworks and firecrackers, issuing discharge permits, and investigating illegal fireworks and firecrackers.
The fire department of the public security organ shall be responsible for preparing for fire fighting and rescue during the permitted discharge period, and implementing fire safety management for large-scale fireworks and firecrackers that have obtained the discharge permit.
The safety production supervision and management department is responsible for the rational distribution of temporary retail outlets for fireworks and firecrackers.
The environmental protection department is responsible for monitoring the impact of fireworks and firecrackers on the atmosphere, noise and other environments, and publishing the monitoring results in time.
The urban management department shall cooperate with the public security organs to manage the illegal discharge of fireworks and firecrackers in public areas such as urban roads and parks, and do a good job in the environmental sanitation management of fireworks and firecrackers.
The civil affairs department is responsible for guiding neighborhood (village) committees, marriage registration agencies and funeral service operators to publicize the regulations on setting off fireworks and firecrackers, and guiding weddings and funerals to comply with the notice on setting off fireworks and firecrackers.
The education department is responsible for the publicity of fireworks and firecrackers set off by teachers and students in primary and secondary schools.
The press and publication department of culture, radio, film and television is responsible for the daily publicity of fireworks and firecrackers and the exposure of typical cases.
Five, the following places in this Municipality are prohibited from setting off fireworks and firecrackers:
Office of state organs;

(3) cultural relics protection units;
(four) the production, storage and business units of inflammable and explosive goods;
(five) radio stations, television stations, postal communication hubs, stations and other transportation hubs and railway line safety protection zones;
(VI) Sports venues, auditoriums, public cultural sites, parking lots, parks, shopping malls, bazaars, medical institutions, pension institutions, educational institutions, enterprise production workshops, staff dormitories, tourist attractions, places for religious activities and other crowded places;
(seven) in the safety protection zone of power transmission and transformation facilities;
(eight) in forest land, nursery, urban green space and other key fire prevention areas;
(9) Construction sites around high-rise buildings, underground buildings and high-rise buildings under construction;
(ten) other key units of fire safety and other places where fireworks and firecrackers are prohibited as prescribed by the people's governments at or above the county level.
The owners or managers of the places and units specified in the preceding paragraph shall set up obvious warning signs prohibiting the discharge of fireworks and firecrackers, and do a good job in safety tips and prevention.
Six, fireworks should be set off correctly and safely according to the product description, and comply with the following provisions:
(a) not to people, vehicles, buildings, underground pipe network, public green space throwing, setting off lit fireworks;
(two) not in the building (structure), roof, balcony, window setting off or throwing fireworks;
(three) shall not hinder the safe passage of pedestrians and vehicles;
(four) fireworks and firecrackers shall not be set off in other ways that endanger public safety and personal and property safety.
After discharge, the site residue should be cleaned up in time.
Seven, in the place where fireworks are prohibited, or in a way that endangers public safety and personal and property safety, the public security organ shall order it to stop the discharge and impose a fine of more than 100 yuan and less than 500 yuan; Those who violate the administration of public security shall be punished according to law.

Restricted fireworks and firecrackers area in Dezhou city
1.
