How can China Mobile send a text message to 10086 to check the traffic?

Just send it directly from 103 to 10086, as follows:

1. First, find and open the message indicated by the red arrow on the mobile phone.

2. Next, enter the message page, select Send Message, then enter "10086" at the top of the page, enter "103" in the Send Message column, and finally click "Send".

3. Wait a moment, and you will receive a traffic usage message from 10086.
