The Regulations on the Development of Green Buildings in Shanxi Province will be implemented this month.

The reporter learned from the Provincial Housing and Construction Department that the Regulations on the Development of Green Buildings in Shanxi Province (hereinafter referred to as the Regulations) was implemented on June 65438+February 1 day. The "Regulations" put forward the requirements of "all-round green building", stipulating that new urban civil buildings should be built according to green building standards, public buildings should be built according to one-star standards or above, super-high-rise buildings and over-limit high-rise buildings should be built according to three-star standards, and other civil buildings should be encouraged to be built according to one-star standards or above.

Since the "Thirteenth Five-Year Plan", our province has continuously improved the green building system and strengthened technical support. The development of green buildings has achieved remarkable results, with the cumulative green building area reaching 70 1.8 million square meters. The proportion of new green buildings in the province increased from 65,438+02.7% in 2065,438+06 to 85.95% in 2026,5438+08, with an average annual increase of 65,438+04.65 percentage points. In order to further promote the development of green buildings, our province has made great efforts to build a life-cycle management and long-term promotion mechanism for green buildings, and initiated green building legislation. On September 28th this year, the Standing Committee of the 13th Provincial People's Congress passed the Regulations, which came into effect on February 28th.

The Regulations clearly define the responsibilities of governments at all levels, departments and all parties to the project, and put green development requirements throughout the whole process of project establishment, land supply, planning and design, project construction, completion acceptance and operation and maintenance, and at the same time improve incentive and guarantee measures from policy support, financial support and financial services to ensure the development of green buildings in all directions and from multiple angles.

Based on the promotion of the integration of digital technology and the whole industrial chain of engineering construction, the "Regulations" is the first in the country to propose that "building information model technology should be applied to green building projects such as large public buildings and prefabricated buildings. Encourage other green building projects to apply building information model technology in design, construction and operation management. The service fee of building information model technology should be included in the project cost as an uncompetitive fee, which provides legal guarantee for the popularization and application of BIM technology and further promotes the digital transformation of the construction industry.

In addition, the "Regulations" also put forward the application requirements of assembled building technology, renewable energy, non-traditional water sources and green building materials to promote the high-quality development of green buildings.
