Measures for the Administration of Construction Project Cost in Inner Mongolia Autonomous Region

Chapter I General Provisions Article 1 In order to standardize the construction project cost management, reasonably determine and effectively control the construction project cost, and safeguard the legitimate rights and interests of all parties involved in the project construction, these Measures are formulated in accordance with the Construction Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 These Measures shall apply to the construction project cost valuation activities and their supervision and management within the administrative area of the autonomous region.

The cost management of transportation, water conservancy, electric power and other professional construction projects shall be implemented in accordance with laws, regulations and relevant state regulations. Article 3 The term "construction projects" as mentioned in these Measures refers to all kinds of houses and municipal infrastructure buildings, as well as supporting lines, pipelines and equipment installation and decoration projects.

The term "construction project cost" as mentioned in these Measures refers to the expenses required for construction activities during the period from project initiation to completion acceptance and delivery, including construction and installation project fees, equipment and tools purchase fees, reserve fees, other construction fees and taxes, and loan interest during the construction period. Article 4 The administrative departments of housing and urban and rural construction of the people's governments at or above the county level (hereinafter referred to as the administrative departments of construction) shall be responsible for the supervision and management of the construction project cost valuation activities within their respective administrative areas.

The construction project cost management institution affiliated to the construction administrative department of the people's government at or above the county level is responsible for the construction project cost management within its administrative area.

Development and reform, finance, auditing, supervision and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the supervision and management of construction project cost. Article 5 Construction engineering cost industry associations shall strengthen industry self-discipline and play the role of industry guidance, service and coordination. Sixth construction project cost valuation should follow the principles of legality, justice, honesty and credit, and shall not harm the public interests and the legitimate rights and interests of others. Chapter II Management of Project Cost Valuation Article 7 Valuation of construction projects refers to the activities of determining and controlling the cost of construction projects, mainly including:

(a) the preparation and review of investment estimate, preliminary design estimate, construction drawing budget, bill of quantities, tender control price, tender offer, etc. ;

(2) Negotiate and adjust the contract price;

(three) the implementation of project measurement and payment of project price;

(four) for visa change, project claims, project settlement and final accounts;

(five) to deal with the construction project cost disputes and evaluate the construction project cost;

(six) other activities related to the construction project cost valuation. Article 8 The basis of construction project valuation refers to various specifications, standards, quotas, cost information and project cost management systems used in construction project cost valuation activities, which mainly include:

(a) investment estimation index, budget estimate index, construction and installation project cost quota;

(two) the time limit for a project, labor quota, budget quota, budget quota and related supplementary quota;

(three) the regional base price and unit valuation table;

(four) the price of labor, materials, equipment and construction machinery;

(five) the bill of quantities valuation specification;

(six) other engineering cost valuation basis stipulated by the state and the autonomous region. Ninth construction project cost valuation basis, shall be formulated and published in accordance with the following provisions:

(a) the investment estimation index, budgetary estimate index, construction and installation project cost quota and other valuation basis shall be formulated and published by the construction administrative department of the people's Government of the autonomous region in conjunction with the administrative departments of development, reform and finance;

(2) The time limit for a project, labor quota, budget quota, budget quota and related supplementary quota, basic regional price, unit pricing table, labor price, material price, construction machinery shift price, etc. Formulated and promulgated by the administrative department of construction of the people's government of the autonomous region;

(three) the market price information of labor costs, materials, equipment, construction machinery leasing, etc. of the construction project shall be released by the administrative office of the Union and the administrative department of construction of the municipal people's government with districts. Article 10 The compilation of construction project cost shall meet the following requirements:

(a) the investment estimate is compiled by the construction unit or its entrusted engineering cost consulting enterprise;

(two) the design budget is compiled by the design unit or the engineering cost consulting enterprise entrusted by it;

(three) the construction drawing budget shall be compiled by the construction unit, the construction unit or the project cost consulting enterprise entrusted by it, and the construction drawing budget shall be controlled within the approved design budget;

(4) The bill of quantities and the tender control price shall be compiled by the construction unit or its entrusted engineering cost consulting enterprise and tendering agency according to the construction drawing, tender documents, engineering quota, pricing norms and other relevant pricing basis;

(five) the tender offer is determined by the bidder or its entrusted engineering cost consulting enterprise according to the construction drawing, bidding documents, construction organization design, enterprise quota and other related valuation basis;

(six) the completion settlement is based on the valid documents recognized by the construction unit, such as the construction project contract, supplementary agreement, visa change, etc. , compiled by the construction unit or its entrusted engineering cost consulting enterprise, and determined after being audited by the construction unit or its entrusted engineering cost consulting enterprise. Eleventh all the use of state-owned capital investment or state-owned capital investment based engineering construction projects, should be priced by bill of quantities.

Where a construction project invested entirely or mainly with state-owned funds is contracted by tender, the tender control price shall be worked out.

The construction drawing budget, project settlement and final accounts of government-invested and government-invested construction projects shall be reviewed by the financial department at the same level and subject to audit supervision according to law.
