First, the required information
1. Fill in the application form for motor vehicle registration, transfer, cancellation of registration/transfer;
2. The original and photocopy of the identity certificate of the motor vehicle owner;
3. Original motor vehicle registration certificate;
4. Original motor vehicle driver's license;
5. Certificates and vouchers for the transfer of ownership of motor vehicles;
6. Motor vehicles under customs supervision must provide the "Certificate of Deregulation of Vehicles under Customs Supervision in People's Republic of China (PRC)" or the transfer certificate approved by the customs;
7. Motor vehicles that exceed the validity period of inspection shall also submit the certificate of motor vehicle safety and technical inspection and the compulsory insurance certificate for traffic accident liability;
8. Notice of vehicle inspection by criminal investigation;
9. Two sets of rubbings of frame number and engine number;
10. Other relevant materials that need to be submitted according to the new regulations.
Second, the process
Step Business Process/Processing Location
Steps 1 criminal investigation vehicle inspection/motor vehicle inspection field (note: first go to the motor vehicle business department of Building 65438 1 window to get the criminal investigation form).
Step 2: Vehicle inspection, vehicle photography/vehicle inspection site (note: first get the vehicle inspection form at the fixed seal of the vehicle number plate, and paste the frame for rubbing).
Step 3 Business Data Acceptance/Second Floor, Motor Vehicle Business Hall
The fourth step is to pay the license fee/pay in the payment window at the fixed seal of the motor vehicle number plate.
Step 5: Go to the motor vehicle business hall to get the Physical Archives of Motor Vehicles and the temporary driving license/2nd floor.
Third, warm tips
1. A motor vehicle under customs supervision shall not be registered for transfer without customs deregulation or approval for transfer;
2, motor vehicles in the mortgage registration, pledge for the record, do not apply for transfer registration;
3, motor vehicles involved in unfinished road traffic safety violations or traffic accidents, not for transfer registration;
4. Motor vehicle owners should carefully check whether the original owners have purchased road maintenance fees, vehicle tolls (unified payment), vehicle and vessel use taxes, insurance and other expenses before buying used cars and handling vehicle transfer.
5. When applying for motor vehicle transfer registration, the agent shall submit the identity certificate of the agent and the written power of attorney of the new and old owners (the power of attorney shall be uniformly made by the vehicle management office);
6. Copies must be copied on A4 paper. If there is no supporting information on A4 paper, the supporting information must be pasted on A4 white paper;
7. The second-hand car trading center ("one-stop handling of second-hand cars") can handle motor vehicle transfer registration (local transfer) business synchronously with the vehicle management office, and provide "random number selection" and "optional number selection" services. (Tel: 22600766)
8. Article 18 of the Regulations on the Administration of Motor Vehicle Registration (OrderNo. 102 of the Ministry of Public Security) stipulates that if the ownership of a registered motor vehicle is transferred, the owner of the existing motor vehicle shall apply to the vehicle management office for transfer registration within 30 days from the date of delivery of the motor vehicle.
9. After the transfer of ownership of a motor vehicle, if the existing motor vehicle owner fails to handle the transfer registration within the time limit stipulated in Article 18 of the Regulations on Motor Vehicle Registration (OrderNo. 102 of the Ministry of Public Security), he shall be given a warning or imposed a fine of not more than 200 yuan.
