Regulations of Anhui Province on Human Resources Market

Chapter I General Provisions Article 1 In order to standardize human resources market activities, cultivate and develop the human resources market, promote the rational flow and optimal allocation of human resources, and promote employment and entrepreneurship, these Regulations are formulated in accordance with the Employment Promotion Law of People's Republic of China (PRC), the Provisional Regulations on Human Resources Market of the State Council, and relevant laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to the cultivation, service, standardization, supervision and management of the human resources market within the administrative region of this province. Article 3 Human resources market activities shall follow the principles of legality, fairness, honesty and credibility. Article 4 The people's governments at or above the county level shall incorporate the construction of human resources market into the national economic and social development plan, cultivate and improve a unified, open and competitive human resources market, give play to the decisive role of the market in the allocation of human resources, stimulate the vitality of human resources innovation and entrepreneurship, and promote the high-quality development of the human resources market.

Township people's governments and sub-district offices shall assist in the basic work of human resources services. Article 5 The administrative departments of human resources and social security of the people's governments at or above the county level shall be responsible for the management of the human resources market within their respective administrative areas.

The development and reform, education, public security, finance, commerce, veterans affairs, taxation, market supervision and management, data resource management and other relevant departments of the people's governments at or above the county level shall do a good job in the management of the human resource market within their respective functions and duties.

Trade unions, youth leagues, women's federations, disabled persons' federations and relevant social organizations shall, in accordance with laws and regulations, organize public welfare employment services and assist in the relevant work of the human resources market. Article 6 The administrative departments of human resources and social security of the people's governments at or above the county level shall promote the standardization of human resources services, promote the popularization and application of human resources service standards, and improve the quality and efficiency of human resources services. Article 7 Human resources service industry associations shall, in accordance with laws, regulations, rules and their articles of association, formulate industry self-discipline norms, promote the construction of industry integrity, improve service quality, guide and supervise members' human resources service activities, safeguard members' legitimate rights and interests according to law, reflect members' demands, and promote fair competition in the industry. Chapter II Cultivation and Development of Human Resources Market Article 8 The people's governments at or above the county level shall, according to the basic conditions such as resource endowment, industrial characteristics, location advantages and development level, focus on the regional integration development of the Yangtze River Delta and the strategy of the rise of central China, and formulate regional, industrial and land support policies, new industrial gathering places, new highlands for reform and opening up and comprehensive green transition zones for economic and social development in accordance with the requirements of creating a source of scientific and technological innovation. Cultivate and develop a multi-level and diversified human resources market and important human resources service industry clusters, encourage and standardize the development of high-end human resources services and other formats, and promote the specialization, informationization, industrialization and internationalization of human resources services. Article 9 Support the cultivation of human resources service institutions with core products, good growth and strong competitiveness through merger, acquisition, reorganization and alliance. Encourage the development of small and medium-sized professional human resources service institutions with characteristics and potential, and cultivate competitive provincial and municipal human resources service groups.

Encourage human resources service institutions to apply for registration of service trademarks and carry out independent brand building. Support human resources service institutions to participate in the directory of key enterprises in the service industry and the directory of high-tech enterprises. Article 10 The people's governments at or above the county level shall strengthen the training of talents in the human resources service industry, and establish human resources service training bases and training bases relying on universities, scientific research institutes, vocational (technical) colleges, training institutions and enterprises to carry out training and academic exchanges for employees and high-level talents. Eleventh to encourage qualified areas to build a human resources service industrial park that meets the market demand, has perfect functions and distinctive features, and plays the role of gathering industries, expanding services, incubating enterprises and cultivating the market.

Support the construction of national and provincial human resources service industrial parks and give play to their demonstration and leading role. Twelfth support the integration of human resources services with leading industries and high-tech industries in the region, and combine with major strategies and key projects such as regional integration in the Yangtze River Delta and the Yangtze River Economic Belt.

Encourage and support the development of new formats such as senior talent search, human resource evaluation and human resource management consulting. Thirteenth people's governments at or above the county level and relevant departments should establish a flexible talent introduction mechanism, improve diversified talent introduction methods, and introduce all kinds of talents to innovate and start businesses.

Encourage human resources service institutions to establish various talent pools such as universities, research institutes and enterprises, and recommend urgently needed talents for employers. Encourage employers to introduce urgently needed talents through human resources service institutions.

The people's governments at or above the county level may, according to the talent demand of key industries and key industries, guide or entrust human resources service institutions to introduce talents. Human resources service institutions that have made outstanding achievements in introducing talents shall be rewarded according to the level and quantity of talents introduced. Fourteenth encourage human resources service institutions to undertake the talent introduction, talent flow and talent service projects transferred by the government in an orderly manner, and give subsidies in accordance with relevant regulations. Encourage and support the flow of talents to hard and remote areas and grassroots units to serve the implementation of the rural revitalization strategy.
