Seismic strengthening design documents shall be used only after they have been examined and qualified by the construction drawing design document review institution with corresponding qualifications. The construction drawing design document review institution shall, according to the relevant technical specifications, seismic appraisal report and test report, put forward the review opinions of seismic reinforcement construction drawings. If the construction drawing passes the examination, it shall issue an examination certificate and return the full set of construction drawings sealed by the examination institution to the construction unit.

Construction administrative departments and engineering quality and safety supervision departments shall strengthen the supervision and management of the quality and construction safety of earthquake-resistant reinforcement projects. The construction administrative department of Chengdu is responsible for the supervision and management of the earthquake-resistant reinforcement projects in five urban areas of Chengdu, and guiding the earthquake-resistant reinforcement work in all districts (cities) and counties; District (city) and county (excluding five urban areas) construction administrative departments shall be responsible for the supervision and management of seismic reinforcement projects within their respective jurisdictions.
