The adopter shall meet the following conditions:
1, no children or only one child.
2. Have the ability to raise, educate and protect the adoptee.
3. Not suffering from diseases that are medically considered unsuitable for adopting children.
4. All illegal and criminal records that are not conducive to the healthy growth of the adoptee.
5. At least 30 years old.
6. The adopter can only adopt one child. The adoption of orphans, disabled children who can't find their biological parents, abandoned babies or children raised by social welfare institutions can be exempted from the restriction that the adopter has no children to adopt one.
7. The adopter shall not dissolve the adoptive relationship before the adoptee reaches adulthood, unless the adopter and the adopter agree to dissolve it. If the adopted child reaches the age of 10, the consent of the adopter shall be obtained.
The adoptee shall meet the following conditions:
1 and1minors under the age of 4.
2. Orphans who lost their parents.
3. Abandoned babies and children who can't find their biological parents.
4. Children whose parents have special difficulties and are unable to support them.
Once the adoption is completed, the relationship between parents and children of blood relatives is formed, and the effect is the same as that of natural blood relatives. The rights and obligations between adoptive parents and children shall be governed by the law on the relationship between parents and children.

The following minors can be adopted:
(1) Orphans who have lost their parents;
(2) Minors whose biological parents cannot be found;
(3) Children whose biological parents have special difficulties and are unable to support them.
