Development and reform, economy, quality supervision, industry and commerce, land and resources, environmental protection, maritime affairs, marine affairs, public security, ports and other departments shall, in accordance with their respective responsibilities, cooperate in the supervision and management of construction sand. Article 4 Construction sand industry associations shall, in accordance with the articles of association, standardize industry behaviors, strengthen industry self-discipline and promote industry credit construction.

Article 7 The administrative department of construction shall, jointly with the departments of development and reform, land and resources, formulate a professional plan for the development of mechanism sand industry in accordance with the principles of rational distribution, comprehensive utilization and environmental protection, and link it with the national economic and social development plan of this Municipality to organize its implementation.
The administrative department of land and resources shall, jointly with the construction department, reasonably determine the quantity and scale of the mining areas for machine-made sand production according to the requirements of the professional planning for the development of machine-made sand industry, and prepare the plan for the transfer of mining rights for machine-made sand. Eighth construction administrative departments shall, jointly with the departments of finance, taxation, land and resources, formulate policies to support the mechanism sand industry. Ninth units engaged in the production and operation of construction sand shall file with the municipal administrative department of construction, and obtain the filing certificate in accordance with the relevant provisions.
The construction administrative department shall publish the information of units and individuals related to the production and operation of construction sand through the Internet.
Units engaged in the production and operation of construction sand may obtain the format text of the quality certificate of construction sand in accordance with relevant regulations.
The specific measures for the record management of sand production and business units for construction shall be formulated and promulgated separately by the municipal construction administrative department. Construction sand production units and business units shall not forge production ledgers, business ledgers, test ledgers and test data, and shall not issue false filing certificates and quality certificates.
