According to the regulations, the urban forbidden zone refers to seven districts: Kuiwen District, Weicheng District, Fangzi District, Hanting District, High-tech Development Zone, Comprehensive Bonded Zone and Economic Development Zone. The area where fireworks and firecrackers are prohibited in urban areas refers to the area surrounded by the following four boundaries:
The northern border. It starts at the junction of Dawei River and Yin Qing Expressway, goes east to Beihai Road along the guardrail on the south side of Yin Qing Expressway, goes north to Shengtai Street along the kerb on the west side of Beihai Road, and goes east to Luohe along Shengtai Street and its extension line.
The eastern border. Starting from the intersection of Shengtai Street Extension Line and Zhuohe River, it goes south along the central line of Zhuohe River to Yin Qing Expressway, east along the guardrail on the south side of Yin Qing Expressway to the guardrail and extension line on the east side of bonded supervision area, turns to Gaosan Road along the guardrail on the east side of bonded supervision area, goes south along the kerb on the east side of Gaosan Road to Liyuan Street, west along the kerb on the north side of Liyuan Street to Gaoer Road, and south along the kerb on the east side of Gaoer Road to Bao Tong Street.
South border. From the junction of wei county South Road and Bama Road, go west along the south side of Bama Road to Weizhou Road.
The western border. It starts at the junction of Weizhou Road and Bama Road, goes north to Weijiao Road along the west side of Weizhou Road, goes west to Airport Road along the south side of Weijiao Road, goes north to Bao Tong Street along the west side of Airport Road, goes west to Yuehe Road along Bao Tong Street, goes north to Cangnan Street along the west side of Yuehe Road, goes west to Chang Song Road along the south side of Cangnan Street, and goes north to Ji Jiao Railway along the west side of Chang Song Road.
The regulations stipulate that fireworks and firecrackers are prohibited in the following places outside the areas where fireworks and firecrackers are prohibited:
Office area of state organs;
Cultural relics protection units;
Units that produce and store inflammable and explosive articles;
Safety protection zones for power transmission and transformation, gas, fuel and other energy facilities;
Radio stations, television stations, medical institutions, schools, kindergartens, old-age care institutions and places for religious activities;
Forest, public green space, martyrs cemetery and other key fire prevention areas;
Shopping malls, bazaars, theaters, dance halls, Internet cafes and other crowded places;
Traffic hubs such as stations, docks and airports and railway line safety protection zones;
Parking lot, urban bridge, underground space;
Other places stipulated by laws and regulations.
Other places where fireworks and firecrackers are prohibited shall be reasonably determined by the municipal and county people's governments according to the actual situation.
Where fireworks and firecrackers are prohibited, obvious warning signs shall be set up.
The regulations stipulate that during the early warning period of heavy pollution weather, fireworks and firecrackers are completely prohibited within the administrative area of this Municipality.
Relevant departments and news media should remind the public not to set off fireworks and firecrackers when releasing air quality and meteorological information during the early warning period of heavy pollution weather.
The regulations stipulate that these regulations shall be organized and implemented by the municipal and county people's governments.
The public security organ is responsible for the safety management of fireworks and firecrackers.
