The real estate agent qualification examination has passed two subjects. Does it matter if the last two subjects are abandoned?

Many people abandoned the exam this year. On the first day of the exam, only two people came to my examination room (normal 30 people), and 28 people abandoned the exam. There are as many as six people in the next examination room. The invigilator was surprised at the number of people who gave up the exam. The test scores of real estate agents have been rolling for four years. If you pass two subjects in this exam and the other two subjects in the next three years, you can get a certificate, but personally, if this certificate is useful, you can decide to do better.
