On September 25th, the General Office of the State Council forwarded the Notice of the National Development and Reform Commission on Promoting the Standardized and Healthy Development of Characteristic Towns (hereinafter referred to as the Notice), explicitly rectifying or eliminating illegal characteristic towns, and resolutely eliminating and eliminating large-scale real estate development in the name of "characteristic towns".

The "Notice" pointed out that it is required to strictly control the real estate tendency of characteristic towns, and reasonably control the proportion of residential land in construction land on the basis of fully demonstrating the population size.

At the same time, it is necessary to rectify and correct mistakes in time, and local people's governments at all levels should rectify or eliminate illegal and characteristic towns in time. For weak leading industries, we should strengthen guidance and guidance, and urge rectification if it is ineffective for a long time. Those who illegally occupy land and destroy the ecological environment should be stopped in time and rectified within a time limit. Investors who are missing and unable to carry out effective construction and operation, as well as investors who simply carry out large-scale real estate development in the name of "characteristic towns", must be resolutely eliminated.

The circular requires that we should follow the economic laws, urbanization laws and the development trend of urban-rural integration according to the economic development stages and objective reality of different regions, set no goals and balance, control quantity and improve quality, and prevent rushing headlong into it.

At the same time, relying on the location conditions, resource endowments, industrial bases and comparative advantages of different regions, we should rationally plan and expand the leading industries of characteristic towns to prevent redundant construction and a thousand towns.

Characteristic towns should be led by the market and guided by the government. Clarify the relationship between the government and the market, guide market players to expand effective investment, innovate investment operation management methods, give better play to the guiding role of government facilities and policies, and prevent the government from doing everything.

The "Notice" clarifies that the concept of characteristic towns should be accurately understood, and micro-industrial clusters should be cultivated and developed as spatial units. Administrative towns and traditional industrial parks should not be named as characteristic towns. Accurately grasp the location layout of characteristic towns, mainly in urban agglomeration, metropolitan area, urban periphery and other advantageous locations or other conditional areas for cultivation and development. Accurately grasp the connotation of the development of characteristic towns, give full play to the advantages of low factor cost, good ecological environment and flexible system and mechanism, and create a new platform for high-quality economic development, a new space for new urbanization construction, a new fulcrum for the integration of urban and rural development, and a new carrier for the inheritance and protection of traditional culture.

The "Notice" pointed out that towns with advanced manufacturing characteristics should be developed, towns with modern service industries such as information, science and technology, finance, education, commerce, cultural tourism, forests, sports and recreation, and towns with farming and animal husbandry characteristics should be developed to create "individual champions" in the industry. Focus on high-end industries and high-end links of industries, attract the development of advanced factors, and promote the upgrading of industrial base and the modernization of industrial chain.

As a kind of micro-industrial cluster, characteristic towns have distinct industrial characteristics of subdividing high-end, multi-functional characteristics of integration of production and culture, and intensive and efficient space utilization, which play an important role in promoting economic transformation and upgrading and new urbanization construction. In recent years, some achievements have been made in the construction of characteristic towns around the country, and a number of boutique characteristic towns with strong industries, integrated functions, small and beautiful shapes and novel and vivid mechanisms have emerged. However, there are also some problems such as confusion of concepts, unclear connotation and weak leading industries. In order to strengthen the top-level design, incentive and restraint and standardized management of the development of characteristic towns, the following opinions are put forward:

I. General requirements

(1) guiding ideology. Fully implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd and 4th Plenary Sessions of the 19th National Congress, adhere to the general tone of striving for progress through stability, adhere to the new development concept, focus on cultivating and developing leading industries, promote the cultural integration of production cities, highlight the dominant position of enterprises, improve the incentive and restraint mechanism and standardized management mechanism, effectively and orderly promote the high-quality development of characteristic towns, do a solid job in the "six stabilities" and fully implement the "six stabilities".

(2) Basic principles.

-follow the law, quality first. According to the economic development stages and objective reality of different regions, we should follow the economic laws, urbanization laws and the development trend of urban-rural integration, not engage in indicators and balance, control quantity and improve quality, and prevent rushing headlong into a hubbub and dispersed in a hubbub.

Staggered development of advanced manufacturing characteristic towns, information, science and technology, finance, education, commerce, cultural tourism, forests, sports, leisure, agriculture and animal husbandry characteristic towns and other modern service industry characteristic towns, to create a "single champion" in the industry. Focus on high-end industries and high-end links of industries, attract the development of advanced factors, and promote the upgrading of industrial base and the modernization of industrial chain.

(5) Promote the cultural integration of the production city. Promote the multi-functional gathering of characteristic towns and create a new space that is suitable for industry, living and traveling. Superposition modern community functions, combine the overall layout of education, medical care and old-age care, provide high-quality public services, improve community services, commercial services and transportation stations, and build a 15 minute convenient living circle. Superimpose cultural functions, tap industrial culture and other industrial derivative cultures, promote the integration of excellent traditional culture and modern life, and create a public space to show the overall picture and cultural charm of urban construction. Superimpose tourism functions, strengthen the protection of heritage sites, carry out greening, lighting and beautification according to local conditions, create characteristic buildings with outstanding regional characteristics, and protect and restore the ecological environment.

(6) Highlight the dominant position of the enterprise. Promote the market-oriented operation of characteristic towns, give priority to enterprise investment, supplemented by effective and accurate government investment, and establish an investment operation mode of characteristic towns with multi-subject participation according to laws and regulations. Cultivate a number of characteristic towns to invest and operate high-quality enterprises, encourage qualified and experienced large and medium-sized enterprises to independently or lead the development of characteristic towns, implement life-cycle investment, construction and operation management, explore sustainable investment and financing models and profit models, and promote the coordinated development of small and medium-sized enterprises.

(7) Promoting employment through entrepreneurship. Cultivate the innovative and entrepreneurial ecology of characteristic towns according to local conditions and improve the employment absorption capacity. Strengthen entrepreneurship and employment skills training services in combination with leading industries, and improve the skills and quality of entrepreneurs and workers. Develop creative spaces such as business incubators, and strengthen service functions such as site layout and factor docking. Encourage small and medium-sized banks and branches of local banks to settle in characteristic towns or extend their services, and innovate technology and finance's product and service model. (8) Improve industrial supporting facilities. Focusing on the development needs of leading industries in characteristic towns, we will improve the supporting facilities of public and platform industries and benefit more market players. Improve intelligent standard production facilities, provide standard workshops and general basic manufacturing equipment, reduce production costs and shorten the product listing cycle. Improve technology research and development transformation facilities, develop * * * technology research and development platform and scientific research achievements pilot base. Improve storage and distribution recycling facilities, and improve e-commerce hardware facilities and software systems.

(9) Carry out reform exploration experiments. According to the location characteristics of most characteristic towns located in the urban-rural junction, we should promote them to undertake relevant reform experiments such as urban-rural integration and development, and strive to explore the experience and path of high-quality development of micro-industrial clusters. We will deepen the reform of "simplifying administration and decentralizing power, strengthening supervision and improving services", build government service facilities for convenience enterprises according to local conditions, effectively undertake decentralized administrative examination and approval items related to enterprises, improve government service functions, and optimize the business environment. Allow characteristic towns to explore feasible methods for overall project establishment and flexible layout of sub-projects of complex projects. We will promote the reform of land supply mode, encourage multi-functional composite utilization of construction land, revitalize existing construction land and inefficient land, and steadily explore direct transactions in the rural collective construction land market. Explore the reform of investment and financing mechanism, and plan a sustainable investment and financing model that matches the new urbanization construction projects.

Third, standardize management.

According to this opinion, the people's government at the provincial level shall, in accordance with the principles of strict standards, strict control of quantity, unified management and dynamic adjustment, clarify the list of characteristic towns in this province and give preferential support. For the previously named characteristic towns, those that meet the requirements after examination can be included in the list, and those that do not meet the requirements should be cleaned up or renamed in time. Relevant departments and trade associations in the State Council do not name or evaluate characteristic towns. The National Development and Reform Commission shall, jointly with relevant departments, establish a national characteristic town information database, and strengthen the guidance, supervision and dynamic management of the list of characteristic towns in various provinces.

Local people's governments at all levels should strengthen planning management, strictly save intensive land use, control the planning area of a single characteristic town in principle at 1-5 square kilometers (the upper limit of the planning area of characteristic towns such as cultural tourism, sports and agriculture can be appropriately raised), maintain a reasonable proportion of production and living ecological space, keep the four areas clear and relatively independent, and strictly observe the three control lines of ecological protection red line, permanent basic farmland and urban development boundary. Strictly guard against local government debt risks. In principle, county-level government debt risk warning areas may not build characteristic towns through government debt. Strictly control the tendency of real estate in characteristic towns, and reasonably control the proportion of residential land in construction land on the basis of fully demonstrating the population size. Strictly abide by the bottom line of production safety, strengthen production safety supervision and major disaster management, and safeguard the safety of people's lives and property.

(12) Strengthen incentives and guidance. Relevant departments in the State Council should organize the formulation of development guidelines for characteristic towns, put forward universal operation guidelines in planning and layout, leading industry development, cultural integration of production cities, public facilities construction, etc., guide and cultivate a number of demonstration characteristic towns, summarize and refine typical experiences, and play a leading role. Establish a long-term mechanism for the docking of government, banks and enterprises, support qualified investment and operation enterprises in characteristic towns to issue corporate bonds, and encourage development, policy and commercial financial institutions to increase medium-and long-term financing support on the premise of controllable debt risks. Increase investment in the central budget to support the construction of characteristic towns. Support the issuance of local government special bonds for the construction of industrial supporting facilities, public service facilities and municipal public facilities with certain benefits in characteristic towns. Encourage local governments to support and guide the development of characteristic towns by arranging relevant funds and adding new construction land planning indicators.

(14) Compacting local responsibilities. The provincial people's government should strengthen the main responsibility, make overall plans for the management system, policy measures and inspection and evaluation mechanism of the characteristic towns in this province, and do a good job in organization, scheduling, monitoring and supervision. The people's governments at the city and county levels should deepen their understanding, grasp the rhythm, strengthen implementation, make contributions for a long time, formulate detailed and operable work measures in combination with local conditions, and scientifically formulate the planning of characteristic towns.
