The term "traffic construction projects" as mentioned in these Regulations refers to the newly built, rebuilt and expanded highway projects and water transport projects supervised and managed by the municipal, district and county (city) traffic departments.
These Regulations shall not apply to the construction of special navigation channels and emergency rescue and disaster relief projects. Article 3 The municipal, district and county (city) transportation departments shall be responsible for the supervision and management of traffic construction projects within their respective administrative areas.
City, district and county (city) traffic construction engineering quality and safety supervision institutions are responsible for the supervision and management of traffic construction engineering quality and safety production.
City traffic construction project cost management agencies specifically responsible for traffic construction project cost management.
Development and reform, construction, finance, land and resources, urban and rural planning, water conservancy, auditing, environmental protection, quality supervision, safety supervision and other departments shall, according to their respective functions and duties, do a good job in the supervision and management of traffic construction projects according to law. Article 4 The competent department of transportation shall establish a credit management system and a credit file system, record the credit status of the business units and main employees of traffic construction projects, and publicize them to the public regularly.
Traffic construction engineering units shall follow the principle of good faith, fully perform their obligations in accordance with the contract, abide by relevant laws, regulations and rules, and strictly implement the mandatory standards for traffic construction and various technical specifications and procedures. Fifth traffic engineering construction should actively adopt advanced technologies and management methods such as information technology, and actively promote standardized management.
Encourage the strengthening of scientific and technological research in traffic engineering construction activities, adopt high-tech and advanced management methods, reduce the consumption of energy, land and other resources, protect the environment, and improve resource utilization efficiency and management level. Chapter II Management of Quality and Safety in Production Article 6 The construction unit shall, in accordance with the provisions of laws and regulations on tendering and bidding, contract out traffic construction projects to units with corresponding qualification levels, such as survey, design, construction, project supervision, design consultation and cost consultation.
The construction unit shall strictly implement the survey and design period and construction period agreed in the contract. If it is really necessary to adjust the survey and design cycle and construction period, it shall not affect the quality of the project, and shall obtain the consent of the design and construction units. Seventh municipal transportation departments shall, according to the construction scale and professional technical requirements of traffic construction projects, formulate the standards for the management personnel and engineering and technical personnel of the on-site management institutions of the construction units.
When handling the examination and approval of construction drawing design documents, the construction unit shall report the management personnel, engineering and technical personnel and qualifications of the on-site management organization to the competent transportation department for the record. The competent department of transportation shall, within twenty working days from the date of receiving the filing materials, issue filing opinions. Do not meet the equipment standards, the competent department of transportation shall put forward rectification opinions, the construction unit shall carry out rectification according to the rectification opinions, and go through the filing formalities again after rectification. Article 8 A construction unit shall, before handling the construction permit or filing of traffic construction projects according to law, go through the supervision procedures of project quality and production safety, and submit the following materials:
(1) Description of the project, including the name, location, construction unit and contact information of the project;
(two) the preliminary design and construction drawing approval documents;
(three) survey, design, construction, supervision and other contracts;
(four) the qualification certification materials of the survey, design, construction and supervision units;
(5) Other materials as prescribed by laws and regulations. Article 9 The construction unit shall urge the relevant business units to strengthen quality management, inspect the project quality, and report the operation of the project quality assurance system, the project quality evaluation, and the investigation and management of major quality hidden dangers to the traffic construction project quality and safety supervision institution every quarter according to the inspection and detection. The construction unit shall promptly organize rectification for the quality problems found in the project. Tenth traffic construction projects with complex technology, the construction unit shall entrust a design consulting unit with the corresponding qualification grade to carry out design consultation at the design stage.
Design consulting units shall adhere to the principles of energy conservation and emission reduction and reasonable cost control, put forward reasonable optimization opinions on the design documents of design units in accordance with the requirements of specifications, and conduct design audit on traffic construction projects with complex structures. Eleventh construction units on-site management agencies, construction units should set up quality and safety management agencies, or equipped with full-time quality and safety management personnel, establish and implement the responsibility system for quality and safety production. Full-time quality and safety production management personnel shall not concurrently hold other positions. Twelfth construction units should carry out safety education and training for construction workers; Personnel who have not received education and training or failed the examination shall not work at their posts.
