Is it legal for the company not to arrange family leave?

At the same time, the "Regulations of the State Council on the Treatment of Employees Visiting Families" stipulates the annual leave treatment enjoyed by unmarried employees and married employees respectively. Unmarried employees are given family leave once a year in principle, with a holiday of 20 days. If due to work needs, the unit can't give holidays in that year, or if employees voluntarily visit relatives once every two years, they can give holidays once every two years, and the holidays are 45 days. Married employees are given family leave once every four years, with a holiday of 20 days.
