The main responsibilities of the Bureau of Long-term Navigation are: organizing or participating in the draft laws and regulations on the Yangtze River trunk shipping, formulating the development strategy of the Yangtze River trunk shipping, organizing the formulation of the medium-and long-term planning and five-year plan for the Yangtze River trunk shipping, and supervising the implementation after approval; To be responsible for the administrative management of trunk shipping of the Yangtze River, the macro-control and supervision of the shipping market, the standardization of the construction market of trunk shipping of the Yangtze River, and the industrial management of the construction of ports and shipping facilities and the use of coastline; Organize the transportation of national key materials and emergency materials along the Yangtze River trunk line and assist the transportation of military materials; Supervise and manage the quality of passenger and cargo transportation, shipping infrastructure projects and water transport projects on the Yangtze River trunk line; Responsible for the Yangtze River trunk waterway management, hub navigation, communication, pilotage, health supervision, water transportation fee collection, and the relevant statistics and information guidance of the Yangtze River trunk waterway industry; To manage the water safety supervision and shipping security of the Yangtze River according to regulations; Guide the system reform, legal system construction and structural adjustment of the water transport industry in the Yangtze River trunk line; Organize major scientific and technological development of ships and promote technological progress and informatization of the industry; Coordinate the port and shipping management of thirteen provinces and cities in the Yangtze River system and the related shipping work in the comprehensive development of water resources in the Yangtze River system.
At present, Changhang Bureau has six directly affiliated units, among which Changjiang Maritime Safety Administration, Changjiang Waterway Bureau and Changjiang Three Gorges Waterway Administration are bureau-level units, Changjiang Shipping Public Security Bureau is deputy bureau-level unit, and Changjiang Shipping General Hospital and China Waterway Newspaper Agency are bureau-level units.
(2) People's Republic of China (PRC) Changjiang Maritime Safety Administration is one of the 14 Maritime Safety Administrations directly under the Ministry of Communications approved by the State Council. Its predecessor was: Jianghang Administration Bureau of Ministry of Communications, 1965 was established with the approval of the State Council; In July, it was renamed Jianggang Aviation Supervision Bureau and Minister of Communications1989; The Changjiang Maritime Bureau was established in June 1999. On behalf of the state, it shall perform the duties of water safety supervision and management in accordance with the law, administer the 2100km trunk line,100km tributary (branch canal) waters and 19 reservoirs (lakes) of the Chongqing-Anhui section of the Yangtze River, and be responsible for the safe navigation guarantee and pilotage service of the Yibin-Shanghai section of the Yangtze River trunk line.
What should be explained here is that the responsibility of water safety supervision and management in Jiangsu section of the Yangtze River does not belong to the Yangtze River Maritime Safety Administration, but to the Jiangsu Maritime Safety Administration. Pilotage service is still undertaken by the pilotage center of the Yangtze River Maritime Bureau.
