Will the United States cancel the tariff on ceramics?

On May 3rd, the Office of the US Trade Representative announced that two actions to impose tariffs on China's goods exported to the United States four years ago based on the so-called "30 1 investigation" will end on July 6th and August 23rd this year respectively. From now on, the office will start the legal review process of relevant actions.

On the same day, the Office of the U.S. Trade Representative issued a statement saying that it would inform those domestic industry representatives who benefited from the tariff increase on China that the relevant tariffs might be cancelled. Industry representatives can apply to the office to maintain the increased tariffs before July 5 and August 22, respectively. The Council will review the relevant fees according to the application and will maintain these fees during the review.

The investigation is divided into two stages: the first stage is submitted by the industry representatives of American stakeholders, and the court session is required to continue the revised corresponding trade actions. The second stage of the review will be announced in one or more follow-up notices, and all stakeholders (all enterprises and individuals) will be provided with opportunities to express their public opinions.

Frankly speaking, ceramic traders have heard the news that "the United States initiated the tariff review procedure against China", but they have not yet determined whether it involves the ceramic industry. "We can still look forward to it anyway." The head of the export department of a ceramic factory in Foshan said that after all, the United States was once an important market for China's ceramic tile export.

According to the data of the U.S. Department of Commerce and the North American Ceramic Tile Association (TCNA), since 20 15, China has replaced Mexico as the largest exporter of ceramic tiles in the United States. From 20 16 to 20 18, the number of tiles exported from China to the United States is also increasing steadily. Among them, in 20 17, the amount of ceramic tiles exported from China to the United States increased from 54 million square meters in 20 16 to 6 10/00000 square meters, with a year-on-year increase of 12.7%, accounting for 310.3% of the total ceramic tiles imported from the United States.

However, since the United States imposed an average anti-dumping duty of 103.77% on tiles originating in China in 20 19, China tiles will officially withdraw from the American market in 2020, and Spain will replace China as the largest importer of tiles in the United States.

In 20021year, China's tiles failed to enter the American market smoothly, and Spain still replaced China as the largest importer of tiles in the United States.

According to the data of the US Department of Commerce and the North American Ceramic Tile Association (TCNA), the total consumption of ceramic tiles in the United States in 20021year was 289.2 million square meters, an increase of 9.9% over 2020. In 20021year, Spain continued to maintain its leading position, exporting 46 million square meters of ceramic tiles to the United States (accounting for 22.2% of the total ceramic tile imports in the United States, up from 20.7% last year), with a year-on-year increase of 2 1.7%.

The related process of "double-reverse investigation" of American ceramic tiles in China;

On July 18, the Office of the United States Trade Representative (USTR) issued a 30 1 investigation statement on China, intending to impose a tariff of 10% on China's $200 billion products. At this point, the Sino-US trade war has obviously spread to the ceramic industry, and the 200 billion list includes ceramic tile products with customs code 6907.

On April 19, 20 10, the United States launched a "double-reverse" (anti-dumping and countervailing) investigation on China tiles. On September 9 of the same year, the United States announced the preliminary results of the countervailing investigation on ceramic tiles in China. The highest countervailing duty rate is 222.24%, and the general countervailing duty rate is 103.77%. 165438+1October 6th, the results of the preliminary ruling of the United States on ceramic tiles in China were released. The dumping margin of non-responding enterprises was 356.02%, and the general dumping margin was 178.2%.

On March 3 1 2020, the U.S. Department of Commerce announced a definitive final ruling on anti-dumping and countervailing measures for ceramic tiles imported from China: the dumping margin of producers/exporters with separate tax rate was 229.04%, while that of other producers/exporters in China was 356.02.
