Social forces such as public security joint defense, public security volunteers, village protection teams and school protection teams, and personnel engaged in logistics services such as catering, security and cleaning in public security organs do not belong to the auxiliary police. Article 4 The people's governments at or above the county level shall strengthen their leadership over the work of auxiliary police within their respective administrative areas and incorporate the construction of auxiliary police teams into the national economic and social development plan.
The people's governments at or above the county level shall incorporate the personnel expenses, daily management and work needs of the auxiliary police into the financial budget at the corresponding level. Article 5 The public security organs of the people's governments at or above the county level shall be responsible for the management and supervision of the auxiliary police in their respective administrative areas.
The departments of finance, human resources and social security, retired military affairs of the people's governments at or above the county level shall, in accordance with their respective duties, do a good job in the work related to auxiliary police. Article 6 The auxiliary police shall implement quota management. The public security organ shall scientifically allocate and strictly control the scale of auxiliary police according to social security, actual population management, police force allocation, management area and economic and social development, and the principles of total control, inclined grassroots, dynamic adjustment and classified use.
The administrative office of the Union and the public security organs of the people's governments at or above the municipal level with districts shall, jointly with the departments of staffing, finance, human resources and social security at the same level, verify the staffing of auxiliary police and report it to the people's government at the same level for approval.
The administrative office of the Union and the public security organ of the municipal people's government with districts shall report the number of auxiliary police officers to the public security organ of the people's government of the autonomous region for the record. Article 7 The auxiliary police's assistance to the people's police in performing their duties according to law is protected by law, and any organization or individual shall support and cooperate with the auxiliary police in performing their duties according to law. Article 8 The public security organ shall, in accordance with the relevant provisions of the state and the autonomous region, commend and reward the auxiliary police who have made remarkable achievements or made special contributions. Chapter II Duties Article 9 The civilian auxiliary police may assist the people's police in the following auxiliary police work:
(a) window service, certificate handling, certificate assistant, file management, wiring inquiry, information collection and entry and other administrative work;
(2) Computer network maintenance, communication guarantee, data analysis, software research and development, fund analysis, non-confidential financial management, laboratory analysis, on-site investigation, inspection and appraisal, safety monitoring, psychological consultation, medical treatment, translation and other technical support work;
(3) Keeping and maintaining police equipment other than weapons and police equipment;
(four) other auxiliary police work that can be carried out with the assistance of civilian auxiliary police in accordance with state regulations. Tenth service auxiliary police can assist the people's police in the following law enforcement work:
(1) Checking, monitoring, blocking, controlling and detaining criminal suspects;
(2) Safety inspection, which is to conduct safety inspection on places where people gather;
(3) Implementing traffic control and traffic safety inspection, diverting traffic, discouraging and correcting traffic safety violations, and collecting traffic violation information;
(four) to prevent and stop illegal and criminal activities;
(five) the daily management of drug addicts, inspection of precursor chemicals enterprises, and investigation of drug abuse in public places;
(six) the management services of the case handling place and the supervision place;
(seven) special industries, entry and exit, frontier inspection and other related management and services;
(eight) to accept and report administrative cases, register cases, accept evidence, collect case information, mediate and serve documents;
(9) Community governance;
(10) Handling of emergencies;
(eleven) to take temporary protective restraint measures for drunken people who are out of control and mental patients who commit violent acts;
(twelve) other law enforcement work that can be assisted by the auxiliary police according to the provisions of the state. Eleventh service auxiliary police can assist the people's police in the following police auxiliary work:
(a) traffic safety, public security prevention and anti-drug publicity and education;
(two) on duty, security patrol, security patrol;
(three) to maintain the order of the case (incident), protect the case (incident), and rescue the injured and trapped people;
(4) Carrying out 1 10 police-related work;
(five) according to the provisions of the state can be assisted by the auxiliary police to carry out other police auxiliary work. Twelfth auxiliary police shall not engage in the following work:

(2) Handling matters involving state secrets;

Auxiliary police may not enforce the law alone or in their own names.
