Do engineering consulting companies need qualifications?

Qualification: Paragraph (3) of Article 3 of the Guiding Opinions on Whole-process Engineering Consulting stipulates: "A whole-process consulting unit shall provide survey, design, supervision or cost consulting services with qualification conditions suitable for the project scale and entrusted content. The whole process consulting service unit shall complete the business within the scope of its qualification certificate by itself. On the premise of ensuring the integrity of the project, according to the contract or with the consent of the construction unit, the consulting business beyond the scope of its own qualification certificate can be entrusted to units with corresponding qualifications or capabilities according to laws and regulations, and the whole process consulting service unit is fully responsible for the entrusted business of the entrusted unit.

If the construction unit chooses a unit with corresponding engineering survey, design, supervision or cost consulting qualification to carry out the whole process consulting service, it shall not entrust other survey, design, supervision or cost consulting units unless otherwise stipulated by laws and regulations. This means that at present, there are no clear restrictions on the qualifications of enterprises undertaking whole-process engineering consulting at the national level. Only when the whole-process engineering consulting enterprises undertake survey, planning and design, supervision and cost consulting should they have the corresponding qualifications stipulated by law.

Service capacity: Paragraph (3) of Article 4 of the Guiding Opinions on Whole-process Engineering Consulting stipulates: "The whole-process engineering consulting unit should have rich technical, economic, management and legal experience, have the service capacity suitable for the whole-process engineering consulting business, and have a good reputation. The whole process engineering consulting unit shall establish professional departments and organizations suitable for its consulting business, equip with professional consultants with reasonable structure, enhance core competitiveness, and cultivate comprehensive diversified services and one-stop comprehensive service capabilities for systemic problems. " It can be seen that the whole process engineering consulting enterprises should have the organizational, management, economic and technical capabilities to provide consulting services, and have a good reputation, corresponding organizations, a sound engineering consulting service management system and risk control capabilities.

Credit requirements: Article 23 of the Administrative Measures for Engineering Consulting Industry and the Credit Evaluation Standard for Engineering Consulting Units clearly stipulate the credit evaluation standard and corresponding credit management system of engineering consulting enterprises. Therefore, in practice, the whole process engineering consulting enterprises may meet the relevant credit rating standards of the National Development and Reform Commission in addition to the corresponding qualifications.

Personnel requirements: According to Item (3) of Article 4 of the Guiding Opinions on Whole-process Engineering Consulting, the person in charge of the whole-process engineering consulting project shall obtain the registered professional qualification of engineering construction, have senior titles in engineering and engineering economy, and have similar engineering experience. The person in charge of engineering survey, design, supervision or cost consulting business that undertakes the whole process of engineering construction consulting service shall have the corresponding professional qualifications as stipulated by laws and regulations. The whole process consulting service unit should be equipped with professional and technical personnel and management personnel with corresponding practical ability according to the needs of project management. Design units should give full play to the leading role of architects in the whole process of consultation in civil buildings.
