Two. Scope of service (1) Registration of establishment, change and cancellation of three types of key enterprises: 1. Foreign-related enterprises, mainly foreign-invested enterprises in our city, with the focus on Wuhan city circle enterprises and investment-attracting enterprises; 2, restructuring enterprises, involving the restructuring of state-owned and collective enterprises; 3. Agriculture-related enterprises, mainly those related to agriculture, countryside and farmers, with emphasis on agricultural industrialization enterprises and rural grass-roots economic cooperation enterprises. Implementation Measures (1) On April 28th, 2005, the green channel for enterprise registration was officially opened. (2) Hang the green channel sign of enterprise registration in the window, disclose the service object, content and method, as well as the name, position, responsibility and contact information of the enterprise registration staff in the window, and actively guide the service object to enter the green channel. (3) All eligible enterprises and registered items are included in the service category of Green Channel, and the following special services are provided for customers before, during and after taking photos: 1, and reservation service. The green channel opens an appointment service telephone, and the service object can make an appointment for the service time, and it can be done when it comes. If the parties have special needs, they can make an appointment for the green channel to provide delayed service and holiday overtime service. 2. roll call service. Enterprises can directly select window staff to serve them according to their own needs, and the selected staff should carry out service work in time without special circumstances. 3. Try the agency service. According to the entrustment of the client, the window can designate a special person to provide free full-time agency services for the client. Service content: provide consultation on registration laws and regulations for customers, guide customers to fill in registration documents and draft relevant registration documents, improve registration materials for customers in time, and help customers complete registration at one time. 4. Priority service. Adhere to the principle of handling special matters and urgent matters, and give priority to acceptance, approval and on-the-spot registration of registered items entering the green channel. Under special circumstances, you can provide on-site consulting services and deliver relevant materials, and implement on-site office. 5. Joint services. If the registered items applied for by the service object involve pre-approval and need the prior approval of relevant departments, the window should take the initiative to contact the service window of relevant departments according to the actual situation, and jointly handle the service according to the working procedure of "first asking for responsibility, timely accepting, sending a copy to relevant departments, reviewing at the same time, and completing within a limited time". 6. Send a photo to the door-to-door service. After on-site registration of key enterprises registered in Green Channel, for the convenience of clients, the trial promises to provide on-site service for clients within 5 working days. 7. Follow-up service. For the newly established enterprises in the Green Channel, within half a year after the establishment of the enterprise, the window will designate a special person to provide irregular follow-up visit service, help the enterprise to improve the operating mechanism of the "three meetings" (shareholders' meeting, board of directors and board of supervisors) in accordance with the registration standards and the requirements of modern enterprise system, guide the enterprise to rationally allocate internal resources, and assist in handling the formalities of relevant departments according to the requirements of the enterprise after registration. 8. "Two-way contact" service. Establish a "two-way contact" service for enterprises registered through the green channel, provide timely advice on policies and regulations for enterprises, help solve difficult problems in the production and operation of enterprises, help enterprises protect intangible assets such as trademarks and technologies, and provide effective policy services for enterprise contract signing and chattel mortgage loans. Four. Work Requirements (1) Strictly fulfill the commitments to ensure the smooth passage. In accordance with the principle of "paying equal attention to strict law enforcement and enthusiastic service, paying equal attention to licensing according to law and improving efficiency, and paying equal attention to ensuring safety and lowering the threshold", we will actively provide convenient, fast, high-quality and efficient registration services for key enterprises and key projects to serve the healthy and sustainable development of local economy. (2) Strengthen work responsibilities and accept social supervision. In order to ensure the implementation of this work, the post target responsibility system, annual assessment system and fault investigation system are implemented for the industrial and commercial window and its staff, and management is strengthened. And set up a report phone and solicit opinions from the masses, and accept social supervision. Timely investigation and handling of public complaints, resulting in significant impact, in addition to the corresponding responsibility, the specific parties should be promptly transferred from the window. (3) Strengthen cooperation and form joint efforts. The business window should pay attention to the contact with the administrative service center, strive for its leadership and support, and strengthen cooperation with relevant departments.
