Article 3 Natural persons, legal persons and other organizations are the rights holders of government information disclosure, and have the right to apply to government agencies for government information disclosure and obtain government information according to law.
Government agencies are obligors of government information disclosure and fulfill their obligations of government information disclosure according to law. Article 4 The disclosure of government information shall follow the principles of legality, timeliness, accuracy and convenience. Article 5 The following government information shall be voluntarily disclosed:

Article 7 The following government information shall not be disclosed according to law:

(a) the government gazette or other newspapers and periodicals;
(2) Government websites on the Internet;

(four) the establishment of public consultation rooms, information consultation points, government information bulletin boards, electronic screens and other places or facilities in the main office of government agencies;
(five) other forms to facilitate the public to obtain information in a timely and accurate manner. Ninth municipal government regulations and normative documents shall be published in accordance with the provisions on the effective carrier, and published on the Internet government website within 30 days from the date of publication, and published in the Municipal Government Gazette, or in other forms.

Conditional government agencies can gradually compile a catalogue of government information that is open according to the application. Eleventh government agencies should be responsible for the disclosure of government information to the public name, office address, office hours, telephone number, fax number, e-mail, convenient for citizens, legal persons and other organizations to consult and inquire. Twelfth citizens, legal persons and other organizations that require access to government information may apply to the government agencies that have obtained the government information through letters, telegrams, faxes and emails.
