Measures for the Administration of Pilotage in Shenzhen Port

Chapter I General Provisions Article 1 In order to strengthen the pilotage management of Shenzhen Port, meet the needs of port production and ensure navigation safety, these Measures are formulated in accordance with relevant state regulations. Article 2 These Measures shall apply to all pilotage activities in Shenzhen Port and its related waters, as well as related legal persons, organizations, ships and individuals. Article 3 The Ministry of Communications of People's Republic of China (PRC) and People's Republic of China (PRC) shall administer pilotage nationwide. Shenzhen Port Authority (hereinafter referred to as the Port Authority) manages the pilotage of Shenzhen Port. Shenzhen Port Supervision Bureau (hereinafter referred to as Shenzhen Port Supervision Bureau) under the Port Supervision Bureau of People's Republic of China (PRC) and China supervises the pilotage safety of Shenzhen Port. Article 4 The pilot station of Shenzhen Port established by the Port Authority (hereinafter referred to as the pilot station) is the organization that uniformly organizes and implements the pilot work of Shenzhen Port.

With the approval of the Port Authority, the pilot station may set up a pilot substation according to the port layout and production needs of Shenzhen Port. Article 5 Foreign ships sailing or berthing in Shenzhen Port and its related waters, as well as the following China ships, must be forced to pilot:

(1) Ships transporting liquid chemical dangerous goods in bulk, ships transporting liquefied gas in bulk, nuclear-powered ships and ships transporting nuclear fuel and nuclear waste;

(2) Other ships designated by Shenzhen Harbour Superintendence, or other ships temporarily requested by Shenzhen Harbour Superintendence when special difficulties such as navigation channels, obstacles, water depth and rapids threaten the safety of ports and ships.

Other ships of China nationality other than those specified in the preceding paragraph may apply for pilotage. Chapter II Pilotage Management Article 6 The main duties of the Port Authority are:

(1) To implement the laws, regulations and rules on pilotage and the orders of higher authorities.

(two) responsible for the establishment and management of Shenzhen port pilotage.

(3) Supervise and manage the pilotage fees of Shenzhen Port.

(four) to coordinate the relationship between the pilot station and other units in the pilotage work of Shenzhen Port.

(5) Examining and approving the pilot facilities of Shenzhen Port.

(six) other Shenzhen port pilotage management. Article 7 The main duties of a pilot station are:

(a) the implementation of laws, regulations, rules and administrative orders related to pilotage.

(two) to formulate and implement the pilotage plan of Shenzhen Port, and do a good job in pilotage production scheduling.

(3) Formulate and improve the measures and systems for safe pilotage in Shenzhen Port. Participate in the investigation and study of pilotage accidents and hidden dangers, and put forward treatment suggestions.

(four) responsible for the collection of pilotage fees.

(five) to formulate and implement the pilot's political and professional training plan.

(six) other tasks assigned by the port authority. Article 8 A pilot in Shenzhen Port shall meet the following requirements:

(1) Having China nationality.

(two) in accordance with the relevant provisions, after training and examination, to obtain a valid certificate of pilotage in Shenzhen Port. Article 9 The pilot anchorage of Shenzhen Port is divided into east and west pilot anchorages.

The following four connecting waters are the eastern pilotage anchorage:

22 22 ′ 48 ″ n113 53 ′12 ″ e Article 10 The pilotage of Shenzhen Port shall be implemented in accordance with the unified charging rules and freight rates stipulated by the state. Chapter III Pilotage Application Article 11 When a ship enters Shenzhen Port, it shall submit a pilotage application to the pilotage station 24 hours before the ship arrives (if the voyage is less than 24 hours, before leaving the last port), and confirm it to the pilotage station 4 hours before the ship arrives at the pilotage anchorage. The ship shall apply for pilotage to the pilotage station 3 hours in advance when leaving port or shifting berth. Article 12 A ship applying for pilotage shall provide the following main information to the pilotage station:

(1) Name of the ship (including Chinese and English names), nationality and name of the ship;

(2) Captain, ship width, draft, deadweight tons, gross tons, net tons, main engine and propeller power;

(3) Types of goods loaded;

(4) The expected time and place of arrival, departure or parking. Article 13 After receiving the application for pilotage, the pilotage station shall arrange the pilotage plan in time and notify the applicant. Foreign ships applying for pilotage and China-registered ships sailing on international routes shall conduct pilotage according to the application for entry of ships approved by Shenzhen Port Authority; Other ships and pilot stations can directly implement pilotage according to the pilotage plan.

After receiving the application for pilotage, the pilotage station shall timely arrange the pilotage plan and notify the applicant, and carry out pilotage according to the ship departure permit or ship departure visa issued by Shenzhen harbour superintendency administration. Article 14 Pilots shall obey the pilotage scheduling of pilotage stations, and shall not engage in any pilotage work or pilotage consulting service without being assigned.
