Measures for the Administration of Construction Project Cost in Qinghai Province

Chapter I General Provisions Article 1 In order to strengthen the management of construction project cost, standardize the pricing behavior of construction project cost, reasonably determine and effectively control the project cost, and safeguard the legitimate rights and interests of all parties involved in the project construction, these measures are formulated in accordance with the Construction Law of People's Republic of China (PRC), the Regulations on the Administration of Construction Market of Qinghai Province and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the construction project cost valuation activities and their supervision and management within the administrative area of this province.

Where the state has provisions on the cost of transportation, water conservancy, electric power and other professional projects, such provisions shall prevail, and if there are no provisions, the relevant provisions of these Measures shall be followed. Article 3 The term "project cost" as mentioned in these Measures refers to the total cost of a construction project from the preliminary preparation to the completion, acceptance and delivery. Including construction and installation costs, other construction costs, equipment and tools purchase costs, reserve costs, taxes and loan interest, as well as other expenses that should be included in the project cost as stipulated by the state. Article 4 The administrative departments of housing and urban and rural construction of the provincial people's government shall be responsible for the supervision and management of the project cost of the whole province, and the administrative departments of housing and urban and rural construction of the prefecture (city) and county people's governments shall be responsible for the supervision and management of the project cost within their respective administrative areas.

The administrative departments of development and reform, finance and auditing of the people's governments at or above the county level shall be responsible for the relevant construction project cost management according to their respective responsibilities. Fifth provincial engineering cost management institutions are specifically responsible for the supervision and management of engineering cost, and their duties are:

(a) the preparation of the province's construction project quota, formulate a unified construction project cost valuation method, valuation basis;

(two) to establish a social service platform for engineering cost information, collect market information, calculate and publish engineering cost information;

(three) to supervise and guide the implementation of various construction project quotas, and be responsible for the administrative mediation of construction project cost disputes;

(four) responsible for the management and practice assessment of engineering cost consulting units and cost professional and technical personnel. Article 6 Construction engineering cost industry associations shall strengthen industry self-discipline and play the role of industry guidance, service and coordination. Chapter II Basis for Valuation of Construction Projects Article 7 The basis for valuation of construction projects includes:

(1) engineering estimation index and budgetary estimate index;

(two) the bill of quantities valuation specification;

(three) engineering quota (including budget quota, budget quota, consumption quota, consumption quota base price, other expenses quota, calculation rules, etc.). );

(4) labor quota and time limit for a project quota;

(five) the budget price, guidance price and market price information of engineering construction labor, materials (equipment) and construction machinery;

(six) design and construction drawings and other engineering materials;

(seven) other relevant valuation basis stipulated by the state and the province. Article 8 The basis for valuation of construction projects shall be formulated and published in accordance with the following provisions:

(a) the construction project investment estimation index and budgetary estimate index shall be formulated and published by the provincial development and reform department in conjunction with the provincial finance, housing and urban construction administrative departments;

(two) the preparation and adjustment of housing construction and municipal infrastructure construction project quota, labor quota, time limit for a project quota, etc. , by the provincial housing and urban and rural construction administrative departments to seek the views of the provincial development and reform and financial administrative departments after the release;

(three) the valuation method of bill of quantities and the budget price of engineering construction labor, materials (equipment) and construction machinery shall be formulated and published by the provincial administrative department of housing and urban and rural construction;

(four) transportation, water conservancy, electric power and other departments. First, the implementation of the national professional engineering cost basis, combined with the actual situation of the province to develop local supplementary quota, by the provincial development and reform, finance, housing and urban construction and other administrative departments to seek the views of the relevant administrative departments after the release. Article 9 Encourage the development and application of computer application software in project cost valuation management and valuation. The computer application software of construction project cost developed by adopting national norms and the pricing quota of this province shall be appraised by the provincial project cost management institution before its popularization and use. Tenth to encourage engineering construction units, construction enterprises with reference to the national and provincial pricing basis, the preparation of internal quota can reflect the technical level and management level of enterprises.

Business secrets in enterprise internal quota are protected by law. Chapter III Compilation of Project Cost Documents Article 11 The compilation of construction project cost documents shall meet the following requirements:

(a) the investment estimation of government investment projects shall be compiled by engineering consulting institutions and engineering cost consulting institutions with corresponding qualifications in accordance with the national and provincial construction project valuation basis and investment estimation compilation methods, and reported to the competent department for examination and approval of construction projects for approval;

(II) The budgetary estimate for the design of government investment projects shall be compiled by a design unit or engineering cost consulting institution with corresponding qualifications according to the approved feasibility study report, preliminary design, national and provincial construction project valuation basis and design budgetary estimate compilation method, and submitted to the competent department of construction projects for examination and approval;

(three) the construction drawing budget, which is compiled by the engineering cost consulting agency entrusted by the engineering design unit and the construction unit according to the engineering design drawings, the engineering valuation basis, the approved design budget and the construction drawing budget preparation method;

(four) the bill of quantities and the tender control price shall be compiled by the engineering cost consulting agency with corresponding qualifications according to the valuation basis of the construction project and approved by the construction unit. Construction units that meet the requirements of self-bidding can also be determined according to the valuation basis of construction projects and related cost information;

(five) the tender offer is determined independently by the bidding enterprise according to the national and provincial construction project valuation basis and the technical conditions and management level of the enterprise. If the quotation is obviously lower than the average quotation of other bids, there should be a reasonable explanation.
