I. Overview In order to implement the requirements and spirit of "actively carrying out mineral prospect investigation and comprehensive research, scientifically evaluating regional mineral resources potential, and providing a basis for scientific deployment of mineral resources exploration" put forward in the State Council's Decision on Strengthening Geological Work, the Ministry of Land and Resources deployed the national mineral resources potential evaluation work, and positioned it as an important national mineral resources survey in China. In 2006, the national mineral resources potential evaluation, as the key work of the Ministry of Land and Resources in the last three years of the Eleventh Five-Year Plan, was included in the national land and resources survey plan. At the beginning of 2007, the Ministry of Land and Resources issued the Notice on Carrying out National Mineral Resources Potential Assessment (Guo Tu Zi Fa [2007] No.6), which clarified the significance, work content, work requirements and organization and implementation requirements of the project. On the basis of forecasting the total amount of important mineral resources in various provinces (autonomous regions and municipalities), the total amount of single mineral resources in China is summarized, and the forecast map of single mineral resources is compiled to estimate the amount of single mineral resources. Find out the potential and spatial distribution of China's important mineral resources basically, and provide scientific basis for studying and formulating the national mineral resources strategy and the long-term planning of the national economy. (2) Under the guidance of metallogenic geological theory, the regional metallogenic geological tectonic environment and metallogenic regularity of each metallogenic area (belt) and the whole country are deeply studied, the typical deposits of each metallogenic area (belt) are studied and summarized, and the metallogenic model (formula), regional metallogenic model and regional metallogenic pedigree are established; Make full use of comprehensive metallogenic information such as geology, geophysical exploration, geochemical exploration, remote sensing and mineral exploration, delineate metallogenic prospect areas and prospecting target areas, evaluate the resource potential of metallogenic prospect areas one by one, and rank them; The metallogenic regularity and prediction map of important metallogenic belts are compiled to provide basis for scientific and reasonable planning and deployment of mineral exploration. (3) Establish and constantly improve the national databases related to the potential prediction of important mineral resources, especially the geo-spatial database of metallogenic prospect areas and the database of typical mineral deposits, so as to lay a solid information foundation for the planning and deployment of mineral exploration in the future. (2) Specific work objectives 1. Complete the prediction of important non-oil and gas minerals in China, and delineate the prediction areas of grade IV-V metallogenic areas. The provincial work scale is1:200,000, the original data is mainly1:200,000, and the mapping scale is1:500,000 (1:500,000 in Xinjiang, Inner Mongolia, Qinghai and Tibet). The scale of national summary work is1:2.5 million. 2. Predict the unexplored resources of non-oil and gas important minerals above 1km and their underground spatial distribution. 3. Establish and improve solid mineral related databases, expert systems and regional evaluation systems that can meet the needs of national dynamic resource evaluation. 4. Put forward the short-term and long-term deployment suggestions and plans for national mineral exploration. Forecast the proven trend of important mineral resources, the growth trend of development capacity and the strategic layout of mineral resources development bases in China in the next 20 years. 5. Establish typical metallogenic models of ore deposits and regional metallogenic models of metallogenic areas (belts) and ore concentration areas. 6. Complete a new round of research on metallogenic geological tectonic environment and metallogenic regularity in metallogenic areas (belts) and the whole country. Third, the significance of implementation The national mineral resources potential evaluation is an important national survey of mineral resources in China. Its purpose is to systematically summarize the results of geological survey and mineral exploration, comprehensively grasp the present situation of mineral resources, scientifically evaluate the potential of unproven mineral resources, and establish a true and accurate database of mineral resources to meet the needs of planning, management, protection and rational utilization of mineral resources. Doing a good job in evaluating the potential of mineral resources in China is an objective requirement for fully implementing Scientific Outlook on Development and promoting sustainable economic and social development. It is an important basis for compiling the long-term development plan of the national economy, studying and formulating the national mineral resources strategy, and strengthening macro-control; It is the basic work of scientific planning and rational deployment, striving to achieve a major new breakthrough in prospecting and alleviating the bottleneck of resources; It is an important measure to develop and popularize new metallogenic theory, new exploration techniques and methods, and promote the close combination of scientific research and investigation. (1) In addition to three rounds of systematic and complete regional evaluation of oil, gas and coal resources, China has also carried out two rounds of metallogenic zoning for other important mineral resources, which has played an important role in guiding work deployment and formulating medium-and long-term plans. However, the prediction of mineral species, coverage area and application of methods and technologies is not systematic and complete enough, which has certain limitations. Therefore, through the implementation of this project, the regional evaluation of China's important mineral resources will be carried out comprehensively and systematically, and the potential resources and their spatial distribution will be estimated by scientific methods. The results will provide a basis for formulating the national mineral resources strategy and compiling the medium and long-term plan. (2) In recent ten years, the exploration layout of non-oil and gas minerals in China is mainly based on the results of the second round of national zoning, and a series of major prospecting achievements have been made. However, great changes have taken place in the last decade. First, significant progress has been made in basic geological survey. The national land scale regional survey has been completed, and the regional aeromagnetic scanning surface survey has been completed. The scanning surface of geochemical exploration in blank areas has also made rapid progress, and the basic geological data has changed greatly. Second, a series of important discoveries and achievements have been made in the prospect investigation of mineral resources. The general survey of land and resources has been carried out for 8 years, and many new achievements have been made. In recent years, the deep prospecting work of 18 large and medium-sized mines has gained a new understanding of deep prospecting in central and eastern China. Third, the theory of geological mineralization has developed rapidly, the theory of continental dynamics has been widely used in regional coordination and other fields, and the theory of metallogenic regularity represented by the theory of metallogenic series has made new and important progress. Comprehensive geological information, geological anomalies and other mineral prediction technologies have been developed in practice. Fourthly, databases and new technologies are widely used. The construction of large-scale geoscience basic databases in China has been completed one after another, and the application of GIS technology has developed rapidly. Therefore, it is necessary to carry out a new round of regional evaluation of important mineral resources, complete the regional evaluation of non-oil and gas important mineral resources within the national territory by using new geological and metallogenic theories and advanced technical methods, and provide scientific basis for the selection of mineral exploration deployment and prospecting breakthrough. (3) Improve the standardized management level of mineral resources management. The standardized management of mining administration needs to master the most basic information such as resource potential, reserve utilization and mining right setting. On this basis, further enrich and adjust the mineral resources planning and geological exploration planning, rectify and standardize the order of mineral resources development, promote the construction of mining rights market, and promote the rational distribution of mineral resources development. At the same time, it provides various related information services for the society. (4) The organization and implementation of this work will promote the great development of China's geological and metallogenic theory. In the new round of regional mineral prediction and evaluation, the application results of continental dynamics theory will be comprehensively summarized in the basic geological research work, and the geological structure research work in China will be raised to a new level. Through further in-depth study of regional metallogenic regularity, China's metallogenic series theory will be further developed, and the study of regional mineralization and metallogenic regularity will reach a new height. With the comprehensive and whole-process application of GIS technology in this project, the method and technology of mineral prediction will undergo revolutionary changes, resulting in original mineral prediction technology with independent intellectual property rights. (5) Cultivate a group of comprehensive geological talents. The evaluation of mineral resources potential in China involves many geological specialties, which is difficult and high in technology. Including the data analysis and synthesis of regional geological survey, geophysics, geochemistry, remote sensing, natural heavy sand and other geological surveys, the research and summary of metallogenic geological background, typical deposits and metallogenic laws, and the application of GIS in spatial data processing, information extraction, spatial database construction of mineral resources potential evaluation, mineral prediction and so on. By participating in this project, geological technicians can fully contact with all kinds of data, carry out all kinds of analysis and synthesis, and constantly improve their knowledge and ability in their work. In a word, the implementation of this project is of great significance to the formulation of national macro-strategy, the deployment of mineral exploration and the breakthrough of prospecting, the development of geological and metallogenic theory and the innovation of mineral prediction technology. Four. Work arrangement The national mineral resources potential evaluation is uniformly deployed by the Ministry, starting in 2006 and expected to end on 20 10. Preparations began in 2006, and the overall work plan, technical guidelines and technical requirements were completed. In 2007, technical training was carried out, provincial implementation plans were compiled, and basic databases were updated; In 2008, the pilot study on geological background and metallogenic regularity of provinces, comprehensive information prediction and total resources prediction was organized, and the new method of national basic database summary and quantitative prediction was completed. In 2009, we carried out and completed the prediction of total resources by province, and submitted the prediction results of total resources by province. 20 10 forms the final result of national mineral resources potential evaluation. The phased results formed in the process of potential assessment should be provided to relevant departments for use at any time. The national mineral resources potential evaluation funds are shared by the central and local governments. The Ministry of Land and Resources has included this work in the focus of the land and resources survey and supported it through the project. The provincial competent department of land and resources should incorporate the evaluation of mineral resources potential in the local area into the work plan, make overall arrangements according to the actual situation of geological work in the local area, and the provincial finance should support it with certain funds. V organization 1. In order to promote the evaluation of China's mineral resources potential as a whole, the project management organization has set up a work leading group with the leaders of the Ministry as the team leader and responsible comrades of relevant departments of the Ministry as members, which is responsible for organizing and leading the evaluation of mineral resources potential and the investigation of reserves utilization, coordinating and solving major problems, and being responsible for the examination and approval of the overall implementation plan, the acceptance of the final results and the release of the results. According to the general requirements of the Ministry, the provincial competent departments of land and resources have also set up a provincial potential evaluation leading group and its office to take charge of the organization and leadership of this work. 2. The project organizes and implements the establishment of the National Mineral Resources Potential Evaluation Project Office, which undertakes the daily management and implementation of potential evaluation and reserve utilization survey, establishes related projects according to the management requirements of land and resources survey projects, and supervises and inspects the implementation of the projects, including daily affairs management, technical synthesis and supervision, budget and supervision, and decision-making consultation on major technical issues in the implementation process. The project office relies on the relevant institutions affiliated to the Bureau of Geological Exploration as the main technical business support. In order to strengthen the technical guidance and achievement integration of potential assessment, several national summary teams were established in the form of projects, which were mainly responsible for compiling technical requirements, conducting technical training, providing technical guidance, supervising and inspecting the implementation of the projects and summarizing the final results. The regional geological survey center of the Geological Survey Bureau shall set up a comprehensive regional group, which is responsible for tracking the technical business and quality of provincial project teams, providing daily technical guidance for relevant provincial project teams, and organizing relevant provincial project teams in the region to carry out relevant business activities. Predict the proven trend of important mineral resources in China in the future 10-20 years, and infer the growth trend of development capacity and the strategic layout of mineral resources development bases. It provides basic data for better planning, management, protection and rational utilization of mineral resources, and also provides scientific basis for the country to formulate medium-and long-term development plans. At the same time, through the work, we can improve the understanding level of regional metallogenic regularity in China, improve the theory and method of resource evaluation, train a group of scientific and technological backbones and work teams, and thus determine the specific objectives of the project and the technical route for implementation. 2.
