How to understand the opportunities and challenges facing the new-type relationship between China and the United States?

What is "new" in Sino-US relations? This is reflected in the new actors, that is, China is not a traditional rising country in the historical sense, and the United States is not a traditional defending country. China does not seek to challenge the current international order, but becomes a participant and contributor to the construction and improvement of the international system; The United States does not seek to contain the development of China, but to create a more inclusive, open, representative, legitimate, fair and authoritative international system.

Secondly, it is reflected in the current new international situation. With the deepening of economic globalization, China and the United States have formed a highly dependent relationship of "you have me" and "I have you". China and the United States are each other's second largest trading partners. In 20 12, the trade volume between China and the United States reached a record high, reaching nearly $500 billion. The United States has become China's largest export market and one of China's largest sources of foreign investment. Cultural diversity and social informatization have continued to advance, and deep-seated and multi-field exchanges between China and the United States have been significantly strengthened; International security faces complex and diverse challenges, and China and the United States cannot deal with them alone, nor can they be immune to them. Therefore, China and the United States not only have close interests, but also have unshirkable responsibilities.

It is precisely because China and the United States have established the same sense of interests and the same sense of human destiny that the construction of a new-type relationship between China and the United States has the basic conditions. However, "it is easier said than done". China and the United States need to make unremitting efforts to establish a new type of relationship between major powers;

First, transcend the curse of historical fate and establish a model of harmonious coexistence. Historically, the traditional model of the rise of great powers means war. The relationship between a rising power and a hidebound power is always tense and suspicious, and the "tragedy of great power politics" puzzles the development of human society. But if we indulge in historical experience, mankind will fall into a cycle and cannot move forward. As President Obama pointed out in his speech at Cairo University in 2009, "If we choose to be bound by the past, we will never be able to move forward." Fortunately, the leaders of China and the United States refuse to repeat history and are willing to be the creators of history.

The second is to go beyond zero-sum game thinking and explore the road of mutual benefit and win-win. The zero-sum game thinking of "you win and I lose" was once the only rule of traditional power transfer. However, in a highly interdependent international environment, we can only live better if we let others live better. Seeking the full benefits of zero-sum game is not only difficult to achieve the goal, but also hurts itself;

The third is to transcend ideological differences and expand knowledge. The formation of ideology is historic and the product of historical development stages. Ideology is also national, and there is no universal fixed paradigm. The traditional ideological thinking has completely failed to meet the needs of the times. On the contrary, expanding the knowledge between countries will help to eliminate misunderstandings, resolve contradictions and maximize national interests;

The fourth is to go beyond the road of development and plan the future of human progress. The choice of road is mainly based on national conditions and historical factors. The development paths of different countries are special because of different national conditions, different histories, different stages of development and different cultural traditions. "oranges are born in Huainan and oranges are born in Huaibei." The relationship between countries should abandon the dispute of development path and plan and deal with it from the perspective of their national conditions and human progress.
