Chapter I General Provisions

Article 1 In order to promote the development of construction engineering cost consulting service industry in Zhejiang Province, guide the service work of cost consulting enterprises and employees, standardize the behavior and operation process of construction engineering cost consulting service, improve the level of construction engineering cost consulting service, and ensure the quality and effect of consulting service, these operation guidelines are formulated.

Article 2 Consulting business refers to professional consulting services provided by consulting enterprises to customers, mainly including cost consulting services in the whole process or at a certain stage of construction projects such as new construction, reconstruction and expansion.

Project cost consultation can be divided into pre-project consultation, project implementation consultation and post-project consultation according to the project progress:

1. Pre-project engineering cost consultation includes construction project investment planning, preparation of project proposal and feasibility study report, investment estimation and financial evaluation of construction project, preparation and review of project expansion design budget and construction drawing budget, etc.

2. Consultation in the project implementation stage includes project bidding planning, preparation and review of project bidding documents, pre-tender estimate, tender offer, construction contract, project special management consultation, engineering change, contract price adjustment, claim cost calculation, etc.

3. Post-project consultation includes preparation and review of project completion settlement and financial final accounts, post-evaluation of construction projects, information consultation of project cost, project cost verification and other related consulting services.

Article 3 Consulting enterprises that have obtained the qualification of engineering cost consulting enterprises according to law and are entrusted by the society to engage in engineering cost consulting business shall abide by these operating rules.

Chapter II General Principles and Procedures

Article 4 The operating rules of engineering cost consulting business must conform to the requirements of existing laws, regulations, rules, normative documents and professional provisions, as well as corresponding standards, norms and technical documents, and embody the principles of fairness, impartiality and openness in practice.

1. When undertaking engineering cost consulting business, engineering cost consultants should practice objectively and truthfully, and issue business reports based on science, facts and laws.

Engineering cost consultants must ensure that they provide consulting opinions, solutions and suggestions to customers on the basis of comprehensive and objective research and analysis of all available relevant facts and important experience, and these opinions and solutions are of practical significance and practicability and can be understood by customers. Engineering cost consultants must verify whether the relevant information obtained is consistent with the actual situation, and if necessary, adopt effective methods such as on-site reconnaissance and confirmation to obtain the information needed for engineering project consultation.

2. Project cost consultants shall independently exercise their professional powers and responsibilities, treat stakeholders related to consulting projects fairly and justly, and bear corresponding legal responsibilities for the business reports issued by them.

Engineering cost consultants shall not participate in business activities related to undertaking business projects, and shall not hold positions in related enterprises.

Engineering cost consultants shall not accept discounts, commissions or gifts provided by customers or audited units beyond the needs of working conditions, nor shall they contact the audited units alone without the knowledge of the entrusting units.

3. In the process of consulting the project, the project cost consultants must show respect and integrity to the relevant units and individuals they contact.

Engineering cost consultants shall not conceal relevant work from customers during the consultation process, and shall fulfill relevant commitments to customers.

The project cost consultant must ensure that customers can fully understand the progress information of the project, and at the same time encourage customers to provide feedback information on the work and effect of the project cost consultant, and record their constructive opinions.

4. Project cost consultants have the obligation to strictly keep all kinds of event information of customers, and shall not disclose any proprietary information obtained in the process of consulting projects in front of third parties. However, unless there are mandatory provisions in national laws and regulations and industry management system.

5. Project cost consultants shall not accept expensive gifts, participate in banquets and high-end entertainment activities of relevant units, and it is strictly forbidden for staff to have contact with the contractor alone that hinders independent practice and professional image.

6. In the course of practice, if the project cost consultant has an interest with the entrusting party or the other party or other personnel, he shall declare his withdrawal.

Article 5 The operation of consulting business generally includes three stages: business preparation, business implementation and business termination. The general process of operation is as follows:

1. All the work carried out to obtain consulting projects, including obtaining business information, accepting the invitation of the entrusting party, providing consulting service books, etc.

2. Sign a consulting contract to clarify the consulting object, purpose and related matters;

3. Receive and collect the information needed for consulting services, conduct on-the-spot investigation and understand the situation;

4. Formulate the consulting implementation plan, set up a working group and determine the project leader;

5. Measure, determine and control the project cost according to the consulting implementation plan;

6. Form preliminary consultation results and consult relevant parties;

7. Hold a meeting to examine and approve the consultation results or sign and approve the information of the consultation results;

8. Delivery of consultation results and data transfer;

9. Filing of consulting materials;

10. Return visit and summary of consulting services;

1 1. Information processing of consulting results.

Article 6 A consulting enterprise shall set up an independent technical management department and chief technical officer, who shall be responsible for managing the post responsibilities, business quality control procedures, methods and means of consulting professionals.

The chief technical officer must obtain the registration certificate of cost engineer, hold the senior title of engineering or engineering economy, and have been engaged in the professional work of engineering cost for more than 10 years (Grade A enterprises must have 15 years or more). Its responsibilities are as follows:

(1) Review important consultation documents, and examine and approve consultation conditions, principles and important technical issues;

(2) Coordinate and handle the working relationship between professionals at all levels in consulting business;

(three) responsible for handling the technical differences between auditors, auditors and editors, and responsible for the quality of the consulting results approved.

Professionals involved in consulting business can be divided into three levels: project leader (cost engineer), professional cost engineer and staffing (for relatively simple consulting business, the configuration of operators can be appropriately simplified). Their respective responsibilities are as follows:

1. The person in charge of the project must obtain the registration certificate of cost engineer for more than 2 years;

(1) Responsible for technical coordination, organization management and quality management among disciplines and specialties in consulting business;

(2) according to the consulting implementation plan, have the right to adjust or modify the professional consulting work, and be responsible for unifying the technical conditions and technical and economic analysis principles of consulting business;

(3) dynamically grasp the implementation status of consulting business, be responsible for reviewing and determining professional interfaces, coordinate the progress and technical relations of various disciplines and professions, and study and solve existing problems;

(4) Comprehensively compile the general description and general catalogue of consultation outcome documents, review the final draft of relevant outcome documents, and release the final outcome documents and relevant outcome documents as required.

2. Professional cost engineers must obtain the registration certificate of cost engineers;

(4) Organize the preparation of professional consulting documents, prepare professional consulting instructions and catalogues, check whether the consulting results meet the requirements, and be responsible for reviewing professional consulting documents and stamping my professional qualification seal of cost engineer.

3, the staff must obtain the cost qualification certificate;

(1) Implement the operation plan according to the requirements of consulting business, abide by the standards and principles of related businesses, and be responsible for the quality and progress of consulting business undertaken;

(2) According to the requirements of the consulting implementation plan, carry out their own consulting work, select the correct consulting data, calculation methods, calculation formulas and calculation procedures, so as to achieve complete content, accurate calculation and true and reliable results;

(3) Self-calibration of all work carried out and independent control of consulting quality. After the consultation results are reviewed, they shall be responsible for revision according to the review opinions;

(4) The completed consultation results meet the specified requirements, and the content is clearly stated and standardized.

Chapter III Business Preparation Stage

Article 7 When providing cost consulting services, project cost consultants must sign a written project cost consulting contract with the client in a unified format, specifying the contract object, service content, scope, time limit, mode, target requirements, information provision, cooperation matters, charging standards, liability for breach of contract, etc.

Article 8 After the signing of the consulting contract, the project leader is responsible for compiling the consulting implementation plan, which generally includes the following contents: general situation of consulting business, consulting business requirements, consulting basis, consulting principles, consulting standards, consulting methods, consulting results, comprehensive consulting plan, professional division of labor, coordination of internal and external relations, consulting quality objectives, deadline for submission of results reports, and operator configuration.

The consulting implementation plan shall be implemented after being approved by the technical director.

Article 9 A consulting enterprise shall be equipped with corresponding consulting business operators, including project leaders, corresponding professional cost engineers and cost engineers.

Article 10 A consulting enterprise shall list the information provided by the entrusting party according to the clear contents of the contract, and both parties shall sign and seal it for confirmation. The information provided shall meet the following requirements:

Chapter IV Business Implementation Stage

Section 1 Construction Project Establishment and Feasibility Study Stage

2. According to the funds of construction projects (fixed funds and circulating funds), plan the sources of funds, calculate the loan interest during the construction period, formulate loan repayment methods and calculate the repayment period of loan funds.

Article 14 The investment estimate is made according to the overall conception and explanation report of the construction project in the project proposal or feasibility study report, using the accumulated project cost data and various economic information in the past, and relying on the wisdom, skills and experience of the project cost professionals. The contents and steps of its compilation are as follows:

1. Estimate the construction cost

According to the conception of architectural scheme and structural scheme, the distribution map of construction area and the description of individual projects in the overall conception and description report, the purpose, structure and construction area of each individual project are listed; Using the technical and economic indicators of project pricing and market economy information, the construction cost of construction projects is estimated.

2. Estimate the purchase cost of equipment, tools and equipment, and the installation engineering cost of equipment to be installed.

The basic statements that should be prepared for financial evaluation mainly include cash flow statement, income statement, fund source and application statement, balance sheet and foreign exchange income and expenditure statement.

The evaluation indicators that should be calculated in financial evaluation are divided into static indicators and dynamic indicators. Static indicators mainly include investment return rate, static investment payback period and loan repayment period. Section II Design Stage

Project cost consultants should attend corresponding meetings and related activities. Understand and master the relevant contents of the meeting as the basis for compiling or adjusting the engineering economic documents.

Seventeenth engineering cost consulting institutions shall collect and sort out the following information:

Various technical and economic indexes and parameters of projects with similar length;

2. The market price of labor, machinery and materials at the project site in the same period;

3. The market price of related equipment, spare parts, finished products or semi-finished products, transportation, warehousing and other expenses in the same period;

4. Import duties, insurance rates, exchange rates and bank loan interest rates for the same period;

5. Design, supply and construction contract prices and settlement prices of similar projects in the same period;

6. Technical and economic documents related to the project provided by the entrusting party as agreed;

7. Changes or adjustments in national or local government construction and economic policies during the same period.

Eighteenth engineering cost consulting institutions shall, according to the total investment or preliminary design budget, cooperate with the client and the designer to prepare the project fund plan, and put forward the fund limit for the preliminary design and construction drawing design of the construction project. The preparation steps and contents of the project fund plan shall include:

1. Understand and be familiar with the design scheme, and put forward opinions and suggestions on the capital limit according to the functional requirements and construction standards of the project;

2. According to the design scheme and the opinions and suggestions approved by customers, list the capital control limit of partial projects;

3. Cooperate with designers to control the design according to the amount of allocated funds and set limited design cost control targets.

Six, the project cost consultant approved by the client, the preparation of engineering quantity calculation rules should follow the following principles:

1. conforms to the principles of clear definition, reasonable division, accurate calculation and convenient operation;
