I. Candidates and Conditions
(1) Recruitment target: Open recruitment for full-time college graduates in 2009 and people with nationally recognized academic qualifications.
Applicants who are not permanent residents in Guangdong are limited to full-time colleges and universities with bachelor's degree or above. Candidates in the province who are not permanent residents of Zhanjiang are limited to full-time college students and above. On-the-job personnel employed by state-owned units must hold written proof that their units agree to apply for the exam.
Returned overseas students who apply for civil servants must obtain overseas academic qualifications and degree certification from the China Study Abroad Service Center of the Ministry of Education, and have relevant certification materials issued by Chinese embassies and consulates abroad, which meet the post requirements.
Recruitment targets are divided into two categories: fresh graduates and social workers. Fresh graduates refer to full-time graduates of ordinary colleges and universities who graduated in 2009 (corresponding graduation certificates and degree certificates must be obtained before September 30, 2009) (including those who went through the formalities of suspension from school in 2007 and 2008 and were not employed); Social personnel refer to those who have obtained nationally recognized academic qualifications except fresh graduates. Fresh graduates and social workers apply according to the categories of candidates. Ordinary college graduates who graduated at the end of 2008 or the beginning of 2009 for two and a half years or completed credits in advance are regarded as fresh graduates. Those who have participated in the work must obtain the consent of the work unit before they can apply for the exam. Returned overseas students from Hong Kong and Macao apply for civil servants. Those who graduated less than 1 year at the time of registration are regarded as fresh graduates, and those who graduated more than 1 year are regarded as social workers.
(2) Application conditions:

5. Have a college degree or above (individual special positions are relaxed to high school and technical secondary school education).
6. Have the qualifications required for the proposed position.
If the recruitment position clearly requires grassroots work experience, the applicants must have corresponding grassroots work experience. Among them, "grassroots work experience for more than 2 years" refers to the accumulated work experience of party and government organs below the county level, various enterprises, institutions, other economic organizations, social organizations and other grass-roots units, production lines and rural areas for more than 2 years (as of July 3, 20091day). I have worked in military regiments and units below the regiment level, which is considered as grassroots work experience.
Persons who have received criminal punishment for crimes and those who have been dismissed from public office, those who have been found to have cheated in examinations by the provincial civil service authorities since 2005, and those who are prohibited from being employed as civil servants by law are not allowed to register. Servicemen, civil servants whose service period has not expired (including probation period) or who have been dismissed for less than five years, and non-fresh college graduates are not allowed to register.
Applicants are not allowed to apply for the positions listed in Article 68 of the Civil Service Law that are related to the civil servants of the recruitment agency.
7. Other conditions stipulated by laws and regulations.

(1) Registration place: applicants for positions in public security, courts and procuratorates register at Nanqiao Guest House of Zhanjiang Public Security Bureau (Nanqiao South Road, Chikan District 18); Those who apply for positions other than public security, courts and procuratorates shall register in the office building of Zhanjiang Personnel Bureau (in the compound of the municipal government at No.67 Yuejin Road, Chikan District).

(3) Registration requirements: Applicants must register according to the published job recruitment conditions and requirements. Fresh graduates hold their ID cards, student ID cards and employment recommendation forms for college graduates; Social workers should register at the registration point with their ID cards, household registration books, academic certificates, degree certificates and related supporting materials (all certificates require originals and photocopies in duplicate) and three recent bareheaded one-inch photos (the same negative). Each candidate can only apply for one position that meets the recruitment requirements. You can't register with the old and new ID numbers at the same time. The ID cards used for registration and examination must be the same. Registration procedures can be handled by others. Registration requires a written examination fee of 100 yuan. Applicants must register within the specified time, otherwise they will not be admitted according to the regulations.
When registering, you must fill in the Registration Form for Civil Servants in Guangdong Province in 2009 truthfully. The application materials submitted for registration must be true and accurate. Those who provide false application materials, once verified, will be disqualified. Whoever forges or alters relevant documents, materials and information to defraud the examination qualification shall be disqualified from the examination and shall not apply for civil servants for five years.
Poor rural college students and urban residents who intend to enjoy the relevant examination fee reduction and exemption, please bring relevant certification materials to go through the reduction and exemption procedures when registering on site. Proof materials include: urban family applicants who enjoy the national minimum living guarantee, with the certificate (original) and low guarantee (copy) issued by the civil affairs department of the county (city, district) where the family is located; Applicants from absolutely poor families in rural areas, with the poverty certificate (original) issued by the poverty relief office (office) of the county (city, district) where the family is located and the file card (copy) of the basic situation of poor families, will be examined and confirmed by the competent department of civil servant recruitment at or above the prefecture level. The registration examination fee will be solved by the competent department of civil servant recruitment where the family is registered, and the medical examination fee will be borne by the recruiting unit.
Third, the exam.
The exam includes a written test and an interview.
(1) written test: the subjects are "administrative professional ability test" and "application". Those who apply for positions in courts and procuratorates and fail to pass the national unified judicial examination shall take the Basic Knowledge of Law.
(1) Administrative professional ability test: It mainly tests candidates' relevant abilities in administrative work.
(2) Application: mainly through the analysis, generalization, refining and processing of given materials, the ability to ask questions, analyze problems and solve problems and the ability to express words are tested.

(3) Basic knowledge of law: it mainly tests the basic knowledge and ability that candidates should have in legal work. The examination reference book is Basic Knowledge of Law, which was compiled by the Organization Department of the Provincial Party Committee, the Provincial Higher People's Court, the Provincial People's Procuratorate and the Provincial Personnel Department in 2005 and published by Guangdong People's Publishing House.

The written test scores are combined according to the ratio of 50% of the administrative professional ability test and 50% of the application, and 1 decimal place is reserved according to rounding. The minimum score of written test is determined by the Organization Department of the Provincial Party Committee and the Provincial Personnel Department. The scores of basic legal knowledge are not included in the written test scores, and the qualified scores are delineated by the Organization Department of the Provincial Party Committee, the Provincial Higher People's Court and the Provincial People's Procuratorate. Those who are below the qualified score cannot enter the interview.
The "three supports and one support" college students enrolled in our province who pass the examination after the expiration of the service period will apply for civil servants in our province within 3 years from the date of the expiration of the service period, and the written test score will be added with 3 points, which will be preferred under the same conditions. On April 20th, the "three supports and one support" college students applied for extra points with the service certificate, ID card and admission ticket (original and copy) issued by the provincial "three supports and one support" work coordination management office. Audited in line with the conditions for extra points, the summary report to the Organization Department of the Provincial Party Committee, the Provincial Personnel Department for extra points after the audit procedures.
The written test results will be published on the bulletin board of Zhanjiang Personnel Bureau and the website of Zhanjiang Personnel Bureau Examination and Training Center (www.zjrskspx.net).
(2) Interview: The interview was conducted in strict accordance with the Detailed Rules for the Implementation of the Interview of Civil Servants in Guangdong Province (Trial), and the proposition was organized by the Organization Department of the Provincial Party Committee and the Provincial Personnel Department. The interview time and place will be announced separately.
The number of interviewees is calculated by sections according to the number of people to be employed in the recruitment position. The specific calculation function is:

Candidates with short-listed written test scores shall be interviewed by Zhanjiang Personnel Bureau according to the above provisions in the order of high and low written test scores (if the number of qualified candidates in written test is less than the calculated number of interviewers, the interviewers shall be determined according to the number of qualified candidates in written test).
Candidates who apply for positions in public security organs must undergo physical fitness assessment. Those who fail the physical fitness assessment cannot enter the interview. Physical fitness assessment is jointly organized and implemented by Zhanjiang Personnel Bureau and Zhanjiang Public Security Bureau.
After the interview, the total score of the exam will be synthesized according to the proportion of 60% written test results and 40% interview results. The total score of the examination is determined to be qualified by the Organization Department of the Provincial Party Committee and the Provincial Personnel Department depending on the specific situation of the minimum admission score of the written test.
Fourth, physical examination and investigation
After the examination, the list of medical examiners shall be determined according to the order of the total test scores from high to low, and according to the number of people to be employed in the recruitment position. The physical examination work is organized and implemented in strict accordance with the General Standard for Physical Examination of Civil Servants (Trial) issued by the former Ministry of Personnel and the Ministry of Health, the Operating Manual for Physical Examination of Civil Servants (Trial) issued by the General Office of the Ministry of Personnel and the General Office of the Ministry of Health, and the Detailed Rules for the Implementation of Physical Examination of Civil Servants in Guangdong Province (Trial), so as to ensure that new recruits have good quality.
After the physical examination, the candidates to be hired are determined according to the order of the candidates' total test scores from high to low and the results of the physical examination, and they are inspected. Those who fail to pass the medical examination and inspection or give up employment may be replaced by medical examination and inspection candidates in turn with the approval of the competent recruitment authority of civil servants. The replacement of civil servants will be closed from the date of the next recruitment announcement.

The list of qualified personnel for medical examination and inspection shall be publicized for 7 days through the Internet and other media. If there is no objection after publicity, it shall be submitted for approval and employment according to the prescribed procedures and authority.
In order to encourage the rational flow of talents, the vacant positions under recruitment will be adjusted in the province, and the specific recruitment methods will be notified separately by the province.
In order to ensure the fairness of the whole examination work, anyone (including those who have been hired) will be disqualified from the examination or employment according to the regulations if they are found and confirmed not to meet the recruitment conditions at any time.
Matters needing attention about intransitive verbs
(a) candidates to take the exam, must carry the admission ticket and identity card at the same time. Candidates with incomplete documents are not allowed to take the exam.
(2) Do not hold this exam or entrust any institution to hold an exam counseling training class. At present, any remedial classes, counseling websites, publications, internet cards, etc. An examination held in the name of the civil service examination proposition group and specialized training institutions that has nothing to do with this examination.
