The protection scope of historical and cultural cities includes Chaozhou ancient city, historical and cultural towns, historical and cultural villages, historical and cultural blocks, traditional towns and streets, traditional villages, traditional places, historical buildings, cultural relics, traditional place names and intangible cultural heritage.
The protection of cultural relics, traditional place names and intangible cultural heritage within the protection scope of historical and cultural cities shall be implemented in accordance with the provisions of relevant laws and regulations. Article 3 The protection of historical and cultural cities shall follow the principles of scientific planning, strict protection, classified management and rational utilization, maintain the authenticity and integrity of historical and cultural heritage, protect its interdependent natural and cultural landscapes, and correctly handle the relationship between economic and social development and historical and cultural heritage protection. Fourth city and county (District) people's government is responsible for the protection, supervision and management of historical and cultural cities within their respective administrative areas.
The Town People's Government and sub-district offices are responsible for the protection, supervision and management of historical and cultural cities within their respective jurisdictions.
Grassroots mass autonomous organizations shall cooperate with the people's government to do a good job in the protection of historical and cultural cities. Article 5 The competent department of urban and rural planning shall be responsible for organizing the preparation of protection plans, the general survey and maintenance of historical and cultural blocks and historical buildings, and jointly organizing the implementation of these Regulations with the competent department of cultural relics.
The competent department of cultural relics is responsible for the protection, supervision and management of relevant historical and cultural cities as stipulated by laws and regulations and these regulations.
Urban management and comprehensive law enforcement departments are responsible for the supervision and inspection of illegal planning and construction in the protection of historical and cultural cities, and exercise the right of administrative punishment in accordance with laws and regulations and the provisions of these regulations.
The relevant departments in charge of development and reform, housing and urban and rural construction, education, ethnic religion, public security, fire protection, civil affairs, finance, land and resources, tourism, public utilities, gardens, real estate, archives, etc. shall do a good job in the specific supervision and management of the protection of historical and cultural cities within their respective functions and duties. Article 6 The people's governments of cities and counties (districts) shall incorporate the protection, supervision and management of historical and cultural cities into the national economic and social development plan, and include the funds for the protection of historical and cultural cities in the fiscal budget at the corresponding level.
City and county (District) people's governments set up special funds for the protection of historical and cultural cities, which are used for the general survey of protected objects, the formulation of protection lists, the preparation of protection plans, maintenance and repair subsidies, commendation and awards, academic research, publicity and education, etc. Article 7 The Municipal Committee for the Protection and Construction of Historical and Cultural Cities shall be responsible for deliberating, coordinating and guiding the following major issues in the protection of historical and cultural cities:
(a) to consider the protection planning of historical and cultural cities and major policies and measures for the protection of historical and cultural cities;
(two) to consider the contents of the protection list of historical and cultural cities and the adjustment plan;
(three) to coordinate and guide the handling of major emergencies in the protection of historical and cultural cities, and to consider the solutions to major problems in the protection of historical and cultural cities;
(four) to coordinate and deal with other major issues related to the protection of historical and cultural cities. Article 8 The Municipal People's Government shall establish an expert database for the protection of historical and cultural cities, which is composed of experts in planning, architecture, culture, cultural relics, history, land, society, economy and law, and is responsible for demonstrating or evaluating major issues and major policies and measures for the protection of historical and cultural cities, and providing advice. Article 9 The people's governments of cities and counties (districts) shall strengthen the research, publicity and education on the protection of famous historical and cultural cities, and carry forward the excellent local history and culture by organizing traditional cultural research, compiling and publishing publications, training, exhibitions and media publicity, so as to raise the awareness of the whole society on the protection of famous historical and cultural cities.
Education authorities should incorporate local historical and cultural knowledge into the extracurricular education content of primary and secondary school students, and promote the inheritance of local excellent historical and cultural. Tenth city and county (District) people's government shall inspect and evaluate the protection of historical and cultural cities every year, and report the protection of historical and cultural cities to the Standing Committee of the people's congress at the corresponding level.
The Standing Committee of the Municipal and County (District) People's Congress shall strengthen supervision over the protection of historical and cultural cities of the people's government at the same level by organizing law enforcement inspections, listening to and deliberating special work reports, etc. Article 11 Any unit or individual has the right to put forward opinions and suggestions on the protection of historical and cultural cities and report acts of destroying historical and cultural cities.
Encourage enterprises, institutions, social organizations and individuals to participate in the protection of historical and cultural cities through the establishment of social funds, donations and volunteer activities.
Encourage units and individuals to carry out the collection and collation of traditional place names, historical documents, historical images and other materials, and provide historical documents, historical images or materials to the archives department.
Units and individuals that have made outstanding contributions in the protection of historical and cultural cities shall be commended and rewarded by the people's governments of cities and counties (districts).
