The energy-saving design standard of public buildings in Jiangsu Province is applicable to the energy-saving design of public buildings newly built, rebuilt and expanded in Jiangsu Province.
In the zoning of building thermal design, Xuzhou and Lianyungang are divided into cold areas in this standard, and the rest cities belong to hot summer and cold winter areas.
The energy-saving design of buildings according to this standard should reduce the total energy consumption of heating, ventilation, air conditioning and lighting of Class A public buildings by 65% and that of Class B public buildings by 50% compared with that before taking energy-saving measures, while ensuring the same indoor environmental parameters.
The energy-saving design of public buildings shall conform to the provisions of this standard and the current relevant national standards.
The main changes of the old and new standards are as follows:
The new standard requires that all residential buildings in Jiangsu Province should be designed according to the energy saving rate of 65%;
In the new standard, residential energy efficiency is divided into active energy-saving buildings and passive energy-saving buildings, in which the thermal requirements of active energy-saving buildings are stricter than those of passive energy-saving buildings;
The minimum heat transfer performance of exterior wall doors and windows is required to be at least 2.4 W/(m2 k), which means that the performance of many insulating aluminum alloy doors and windows can not meet the standard, and the golden age of plastic steel windows is coming again. At the same time, even if plastic-steel windows are used, if the performance of insulating glass is poor, it may not reach the standard.
The air tightness grade of doors and windows should be determined according to at least 6 indexes.
The external wall performance requirements of passive building series 1 in this standard are close to the 65% energy saving rate of the 2008 edition standard, while the external window requirements are improved. The external wall of Series II is basically 50% energy-saving rate of the 2008 edition standard, but the performance requirements of external windows are greatly improved to the level of 75% energy-saving rate. In the end, the passive building envelope maintains the energy saving rate of 65%.
