The sub-lender may consult the entrusted bank or provident fund center about the policies and relevant regulations on the transfer of public loans.
The entrusted bank will issue the Lender's Housing Provident Fund Lender's Loan Folder (hereinafter referred to as the "Folder") to eligible lenders, which will be made public to the public after the preliminary examination of the business, so as to guide the lenders to fill in the folder correctly and completely.

(2) Acceptance and preliminary examination of loans
When accepting an application for a loan from a public company, the entrusted bank shall carefully examine the authenticity, completeness and validity of the loan information of the sub-lender and the standardization of document filling to ensure the authenticity and validity of the signatures on various documents.
1. has the right to inquire about personal credit reports. The sub-lender and spouse shall authorize the entrusted bank and the provident fund center to inquire about their personal credit records, sign the inquiry authorization (subject to the information published by the provident fund center in official website), and keep copies of the valid identity documents and contact information of the sub-lender and spouse. When necessary, the certification materials signed face to face with the sub-lender and spouse shall also be retained.
Personal information such as the lender's marriage and real estate should also be inquired by the entrusted bank and provident fund center.
2. Check the loan information. The entrusted bank shall carefully examine the original documents of relevant information, conduct a preliminary examination of the sub-lenders who meet the conditions of commercial-to-public loans in the provident fund system, and negotiate with the sub-lenders to determine the loan amount, loan term and repayment method according to the preliminary examination results and repayment ability.
3. Loan preliminary examination. The entrusted bank shall, in accordance with the policies and regulations of the provident fund center, timely, accurately and completely input the lender information into the provident fund system and conduct preliminary examination. If the preliminary examination fails, it shall promptly notify the lender and inform the reasons.
(3) handle the guarantee.
For the loan that has passed the preliminary examination, the entrusted bank shall notify the sub-lender and its spouse to go through the guarantee formalities with the guarantee institution with the following materials:
1. Original and photocopy of ID card, household registration book and marriage certificate of the sub-lender and spouse (if the sub-lender is single, separate declaration is required);
2. The original ownership certificate and state-owned land use certificate or property certificate of the house purchased by the original commercial loan;
3. "Wuhan Housing Provident Fund Loan Information Audit Confirmation Form" stamped by the entrusted bank.
(4) Signing contracts
The sub-lender signs a loan contract and a mortgage contract with the entrusted bank with the guarantee commitment letter issued by the guarantee institution.
(5) Pre-deposited funds
The sub-lender will deposit the balance of the original commercial loan with its own funds into the repayment account or deposit account agreed in the original commercial loan, and settle the original commercial loan in advance.
(6) loan review
The entrusted bank shall, according to the provisions of the loan policy of the provident fund center, review the authenticity, completeness and standardization of the loan information of the sub-lender, and put forward the review opinions:
1. If the sub-lender does not meet the conditions for commercial banks to transfer loans to public banks, the loan information is insufficient or the application information entered by the loan examiner is wrong, the bank examiner shall return the loan information to the examiner and terminate the loan examination;
2. The verified data and information of commercial-to-public loans shall be examined and approved in the provident fund system.
(7) Final review of loans
The Provident Fund Center conducts the final review of the information on the commercial-to-public loan sent by the entrusted bank. If the final judgment fails, it shall promptly notify the entrusted bank.
(8) Payment of funds
If the final judgment is passed, after the sub-lender prestores the difference funds, the entrusted bank will release the loan funds from the commercial bank to the designated account according to the loan notice of the provident fund center to settle the original commercial loan.

After the commercial loan funds are released, the guarantee institution and the original commercial loan bank shall handle the real estate registration certificate (mortgage registration) in time.
