To start a homestay, seven conditions must be met, including business premises, fire safety, public security safety, health safety, environmental protection and food safety.
1. In terms of business premises, farmers can use their own houses or other business entities to rent farmers' houses and idle village collective houses to start homestays, but only if the houses have clear property rights. Moreover, the single building area is generally below 600 square meters, no more than 5 floors and no more than 15 rooms. Each floor also has at least one bathroom with ventilation and lighting.

Each room should be equipped with an escape mask and flashlight facilities. No open flames are allowed in other rooms except the kitchen.
3. Also ensure the safety of customers. Hotel operators shall implement the passenger accommodation registration system and install the passenger accommodation registration system. The reception, entrance and main passage of the hotel must also be equipped with video surveillance system.
4. Food safety cannot be ignored. All hotel employees must hold valid health certificates and health knowledge training certificates, have good personal hygiene habits, master basic post health knowledge, and be equipped with full-time (part-time) health administrators. In addition, the kitchen should also be equipped with refrigerators, freezers, electronic disinfection cabinets, tableware cleaning cabinets, and cutting and matching consoles.
