General situation of construction projects:
The new flood control project of Chuhe River consists of dike project, dike-crossing building project, flood gate project, flood discharge ditch project connecting the east, west, north and south of the Yangtze River and traffic bridge project. Among them, the main dike is reinforced by 45.286 km, and the tributary dike is reinforced by 59.010 km; Demolition and reconstruction of 35 dike-crossing culverts and 2 dike-crossing culverts in the original site of the main stream and tributaries; 12 pumping station; Construction of 1 flood gates in Weier, Sanwei, Wangbo Dongdang and Haoziwei respectively; The total length of the wiring project in the north of Jiangdong William is 5.4 1km, the design water level of the spillway ditch is 10.93- 13.03m, supporting Damaoying Pumping Station and Ji Cheng Pumping Station, and rebuilding the X0 19 County Road Bridge; There are 8 traffic bridges, 4 in Chuzhou (Chengnan Bridge, Chizhen Bridge, He Jie Bridge, X0 19 County Road Reconstruction Bridge), 0 in Hefu/kloc (yangfu Bridge) and 3 in Maanshan (Shuiyinhe Bridge, Dongfeng River Bridge and Tang Ying Bridge). The total investment of the project is 989,920,200 yuan, including environmental protection investment155,743,000 yuan.
Main environmental impacts and countermeasures to prevent or mitigate adverse environmental impacts:
1. Surface water environment: The impact of this project on the water environment is mainly the impact of construction wastewater and water bodies disturbed by wading construction. * * * There are 1 1 drinking water source protection area and1/water intake within the evaluation scope. After treatment, the construction wastewater will be discharged into the ditches in the embankment or not discharged after comprehensive utilization, which has little impact on the water environment. After strengthening the management of construction activities, optimizing the wading construction process and technology, taking water at different peaks, monitoring the water quality of the water intake, setting up pollution barriers, establishing emergency linkage mechanism, making emergency plans, and doing a good job of communication and coordination with water plants along the project, the project construction has little impact on the water quality of the water intake and drinking water source protection areas. In this project, large-scale temporary facilities such as spoil, construction site and dump are not set in the first-class protection zone of drinking water source protection zone, so as to minimize the adverse impact of project construction on drinking water source protection zone. The Chizhen Bridge project, which involves the second-class protected area of "Chuhechi Town Section, Erlangkou Town, Quanjiao County", plans to add a bridge deck runoff collection system and a bridge deck runoff treatment facility, and the bridge deck runoff will be discharged into the ditch after collection and treatment.
2. Ecological environment: The land occupied by the project will destroy the surface vegetation, resulting in the decrease of vegetation area and biomass in some periods. The vegetation types affected by the project are mainly common types, and there is no possibility that the plant population will disappear due to local vegetation loss; The impact on terrestrial animals is mainly that the occupation of construction land makes the animal habitat relatively smaller and the ecological environment quality of the habitat decreases; The impact on aquatic organisms is mainly the underwater riprap revetment construction, which will disturb the water area and sediment, lead to the increase of suspended solids in local waters, reduce the biomass of plankton, benthos and aquatic vascular plants, and interfere with fish. The project involves the ecological protection red line of the main stream of Chuhe River in Feidong County and the ecological protection red line of Sanwei Scenic Area of Nanping Mountain Provincial Forest Park.
Ecological protection measures: the cultivated land shall be occupied as little as possible in the construction process, and the topsoil shall be stripped for soil improvement of reclaimed cultivated land, inferior land or other cultivated land. At the same time, the prevention and control measures of soil and water conservation shall be implemented in the main project area, construction roads, temporary construction sites, soil yards and spoil yards. Select local species for vegetation restoration to prevent the spread of alien invasive species. Strengthen the protection measures of wild soybeans in the evaluation area, and set up fences and warning signs where wild soybean communities are found. Strengthen the publicity and education of environmental protection and common knowledge of wildlife protection for construction personnel, and it is strictly forbidden to hunt wild animals in and around the construction area. Aquatic ecological protection measures include avoiding the breeding period of fish in wading construction, optimizing construction technology and taking expulsion measures to avoid mechanical damage and biomass loss; Repair aquatic vascular plants in tidal flats, breed benthos, arrange artificial fish nests and release fish artificially; It is forbidden for constructors to fish in any form, which will destroy the fishery resources in the evaluated river section. Strictly implement the Regulations on the Management of Forest Parks, prohibit deforestation, land reclamation and mining in the Sanwei Scenic Area of Nanping Mountain Provincial Forest Park, prohibit hunting wild animals and picking up bird eggs, and prohibit the discharge of toxic and harmful substances, the application of illegal drugs or the dumping of solid wastes into forest parks. Strictly implement the requirements of engineering protection measures and ecological compensation measures in the "Demonstration of the People's Government of Anhui Province on the Necessary Ecological Protection Red Line of Chuhe River Flood Control Project".
3. Acoustic environment: The noise generated by engineering construction activities mainly comes from the construction noise of construction machinery and the traffic noise of vehicles. Optimizing the construction layout, taking sound insulation and noise reduction measures for high noise sources, and setting temporary sound insulation barriers near the village side can effectively reduce the scope and degree of construction noise impact. During the operation period, measures such as installing sound insulation doors, windows and vibration reduction foundation in the culvert pump house can meet the requirements of Class 1 and Class 4 standards in the Emission Standard for Environmental Noise at the Boundary of Industrial Enterprises (GB 12348-2008).
4. Atmospheric environment: Dust, dust and waste gas from fuel machinery generated by earthwork and material transportation during the construction period will pollute the local air, and the impact period is the construction period. After taking corresponding preventive measures for construction machinery, vehicles and construction site, the impact of construction on ambient air can be effectively controlled. Atmospheric environmental protection measures mainly include: setting up a continuous closed hard enclosure around the construction site area, setting up a special site for vehicle cleaning at the entrance and exit of the construction site, and taking measures such as "enclosing, covering, sprinkling and washing" at the construction site. Building materials on the construction site should be classified and piled up in a centralized way. The demolition of culvert gates and other buildings is carried out by wet method, which shortens the dust operation time. Strengthen the maintenance of vehicles and ships, and try to choose high-quality oil products.
5. Solid waste: The solid waste of this project mainly includes waste soil generated in the process of clearing embankment basement, construction waste generated by demolition and resettlement, and domestic waste generated by construction workers. The main environmental protection measures are as follows: (1) Abandon the construction spoil to the spoil ground; In line with the principle of "reduction, harmlessness, recycling and reuse", construction waste should be reused as much as possible, and those that cannot be reused should be transported to nearby construction waste treatment plants for disposal; Waste oil should be temporarily stored and disposed of as hazardous waste, collected in closed containers and handed over to qualified units for disposal; Domestic garbage is entrusted to the local sanitation department for regular removal.
6. Environmental risk: The environmental risk of this project is mainly the pollution risk of water quality in the drinking water source protection area caused by ship collision and oil spill during underwater riprap construction. The riprap construction of this project is mostly carried out in offshore waters, and the number of construction ships is small, so the possibility of major oil spill accidents is extremely small. The construction unit shall strengthen environmental management and supervision, strengthen environmental education and publicity, and clarify the scope of drinking water source protection areas. In the construction of drinking water source protection areas, environmental supervision personnel must be present to conduct environmental supervision and inspection; In the construction of the first-class protection zone of drinking water source, the supervision engineer will supervise and guide the construction personnel on site, strengthen environmental supervision and prevent the occurrence of environmental risks of water source. Strengthen ship oil spill prevention measures and emergency response, and formulate emergency plans for water pollution risk accidents.
