In order to further strengthen the introduction of all kinds of professionals and management talents in our city and optimize the development environment, according to the relevant laws, regulations and policies of the state, province and city, combined with the actual situation of our city, the municipal government decided to adjust and simplify the settlement conditions and procedures for migrants to enter the urban areas (Shinan District, Shibei District, sifang district District, Licang District and high-tech industrial zones, the same below) and the three districts (Laoshan District, Huangdao District and Chengyang District, the same below). The relevant matters are hereby notified as follows:
I. Settlement Conditions
(1) Conditions for professionals to settle down
1. Persons who meet one of the following conditions and have a receiving unit can settle down.
(1) Overseas students under the age of 40 who have obtained a full-time bachelor's degree in domestic universities and have been certified by the Ministry of Education with a bachelor's degree or above. The third district is relaxed to a general college degree.
(2) Technicians and senior technicians under the age of 40 who have signed labor contracts with the receiving unit for more than 3 years. The third district is relaxed to the shortage of intermediate technicians in this city.
(3) Persons under the age of 20 (the age limit may be appropriately relaxed for special majors), who have won the top 6 national official competitions, the top 3 provincial official competitions or reached the national first-class athlete standard.
2. Those who meet one of the following conditions can settle down; If the spouse has a receiving unit, he can move in and settle down; Minor children, disabled adult children or only unmarried children can move in and settle down.
(1) Returned overseas students under the age of 45 with master's degree, double bachelor's degree or above. The third area is relaxed to ordinary undergraduate education (bachelor's degree) and undergraduate education in studying abroad.
(2) personnel enjoying special allowances from the State Council and top-notch professional and technical personnel at or above the provincial level.
(3) Persons under the age of 45 who have obtained deputy senior professional and technical titles; Persons under the age of 50 who have obtained full and senior professional titles. The third district is relaxed to personnel with intermediate titles and deputy senior titles.
(4) Senior technicians under the age of 45 who have signed labor contracts with the receiving unit for more than 3 years. The third area is relaxed for technicians.
(2) Conditions for investment entrepreneurs to settle down
1. An entrepreneur registered in Qingdao whose spouse has a receiving unit and meets one of the following conditions can bring his spouse and minor children, disabled adult children or single unmarried children to settle down.
(1) The actual tax paid in the current year 1 10,000 yuan, and the accumulated actual tax paid in three consecutive tax years is 200,000 yuan, or the accumulated actual tax paid in five consecutive tax years is 300,000 yuan.
(2) Recruit 30 unemployed people in Qingdao, sign a three-year labor contract, and pay social insurance premiums in full for employees.
2. All kinds of enterprises registered in Qingdao from other places, which meet one of the following conditions, are allowed to settle down with business backbones who have signed labor contracts for five years and worked in technical or management positions for more than three years before the statutory retirement age 15.
(1) You can move into a five-person account if you actually pay 2 million yuan in that year, 3 million yuan in three consecutive tax years or 5 million yuan in five consecutive tax years. The conditions for the settlement of the three districts are halved in the same proportion.
(2) Those who employ 100 urban unemployed people in Qingdao, sign a three-year labor contract and pay social insurance premiums in full for the employees can move into a five-person account. The conditions for the settlement of the three districts are halved in the same proportion.
(3) Returned overseas students who actually pay 50,000 yuan when starting a business can move into a two-person account.
(3) Organizing the transfer and arranging the settlement conditions.
(1) Transfer of leading cadres approved by Qingdao and above organizations.
(2) the national civil servants who are openly recruited and the staff of the government who refer to the management of civil servants.
(3) Central and provincial units stationed in Qingdao organize personnel transfer.
(four) the conditions for demobilized soldiers and their dependents to settle down
(1) Demobilized veterans (including demobilized noncommissioned officers) settling in cities shall be implemented in accordance with the relevant provisions of the Military Service Law of People's Republic of China (PRC), the Interim Measures for the Resettlement of Demobilized Military Cadres, the Interim Measures for the Resettlement of Non-commissioned Officers of the People's Liberation Army of China, and the Regulations on the Resettlement of Ex-servicemen.
(2) The dependents of the army shall settle down according to the State Council [1991] No.41and the relevant regulations of the municipal government.
(5) Conditions for taking refuge in adoption and settlement
(1) If one of the husband and wife has an urban hukou and has been married for three years, their spouse, minor children or only children can settle down. The age limit for marriage was abolished in the third district.
(2) Minors, single unmarried children or disabled adult children who meet one of the following conditions can settle in urban areas:
Both parents are urban hukou;
Parents are divorced, and one of them is an urban hukou;
Parents divorced, one party died, and the other party came to Qingdao to take refuge in a city account;
Parents are both dead and need to take refuge in other close relatives with urban hukou;
Parents work in the Qinghai-Tibet Plateau or engage in geological exploration in remote provinces and regions, so they can't bring up, and grandparents are urban hukou;
Comply with the provisions of the adoption law and register for adoption.
(3) I am a city hukou. If my father is over 60 years old and my mother is over 55 years old, I can apply for asylum and settle down.
(four) overseas Chinese and compatriots from Hong Kong, Macao and Taiwan who have been approved to settle in the urban area may settle in the urban area.
(5) Those who were originally registered in our city and went to school in other places, dropped out of school, overseas personnel, and those who were released from reeducation through labor (less in charge) can return to their original residence and settle down.
Second, the processing program
(A) a clear responsibility to settle down
The public security organ is the competent department of household registration management in our city, and is fully responsible for the household registration management in our city. Cancel the Qingdao Office for Controlling the Mechanical Growth of Population. Organizations, personnel, labor security and civil affairs departments at all levels are responsible for the pre-audit of household registration transfer, and the public security organs handle the settlement.
1. Those who meet the "conditions for professionals to settle down" in this notice shall go through the formalities at the police station with the relevant certificates issued by the personnel and labor departments and the immigration certificate issued by the local public security bureau.
2. Those who meet the "conditions for investment and entrepreneurship to settle down" in this notice shall, with the approval of the Municipal Public Security Bureau, go through the formalities at the police station where they intend to settle down with the relevant certificates issued by the departments of taxation, domestic capital and labor.
3. In line with the provisions of the Notice on Organizing and Mobilizing Arrangements to Settle down, the settled personnel shall hold the relevant certificates issued by the organization and personnel department, and the public security bureau of the place where they intend to settle down shall issue a permit to move to the police station to go through the formalities.
4. In line with the "Notice" "conditions for demobilized veterans and their dependents to settle down", with the relevant certificates issued by the personnel, civil affairs and labor departments, with the approval of the Municipal Public Security Bureau, they shall go through the formalities at the police station where they intend to settle down.
Those who meet the requirements for adoption and settlement in the Notice shall be certified by the relevant departments, and the public security organ shall be responsible for accepting, approving and handling the settlement procedures.
6. The household registration of personnel with special needs, such as scientific research institutions, institutions of higher learning, large enterprises, etc., who have moved from other places to our city, shall be determined by the mayor's entrustment to the executive deputy mayor to convene relevant departments to study.
(2) Public affairs system
1. Household registration and management are included in the open scope of the city's government affairs. All relevant departments and units shall, within 1 month after the issuance of this notice, disclose to the public the required materials, processing time, charging standards, responsible leaders, supervision telephone numbers and other contents of each link of household registration.
2. Qingdao government affairs network establishes a special window for household registration, issues household registration policies in a timely manner, and provides relevant consultation and services to facilitate the masses.
3. Establish an open foreign personnel settlement system. Every month, the public security organ will disclose the names of the approved personnel, the original domicile, the introduction unit, the basis for settlement, and the audit unit to the public through the household registration window and the government affairs hall of Qingdao government affairs network, and accept public supervision.
(3) simplify the examination and approval procedures
1. Reduce and merge the application materials for settlement. In principle, no more than 6 documents shall be submitted for review and handling.
2. Qingdao government affairs network has established a complete set of relevant settlement forms. After downloading and printing, the applicant can directly fill in the form for review and settlement.
3. Each department shall implement the responsibility system for angles A and B and the fault investigation system for approval and settlement. Where the settlement approval involves different departments, parallel approval shall be implemented.
4. For those who do not need to report for approval step by step, they should report with the trial and report with the drop; Need for approval or further verification, the departments within 3 working days, the public security organs within 20 working days.
Three. Supervision and inspection
(1) Strengthen supervision
All responsible departments should take household registration management as an important measure to optimize the development environment in accordance with the requirements of deepening the "five projects" and creating the "four-type organs", provide high-quality services to the units and personnel stationed in them efficiently and quickly, and consciously accept the supervision of all sectors of society. The Municipal Supervision Bureau, the Legislative Affairs Office of the municipal government, the Municipal Public Security Bureau, the Municipal Price Bureau, the mayor's public telephone office and the civil servant's efficiency complaint telephone office are responsible for accepting all kinds of related complaints in the process of household registration. The problems reflected in the complaints should be taken seriously, severely investigated and dealt with, and the complainants should be fed back in time.
(2) accountability system
1. Once verified, the municipal supervision, legal system, price departments and other departments will seriously investigate the responsibility of the parties and department leaders for the behaviors of the settlement approval unit, such as buck passing, making things difficult for delay, neglecting their duties, engaging in malpractices for selfish ends, collecting money, goods and securities, and charging for rides.
2. Establish an accountability system for resettlement and conduct regular inspections. If the relevant departments issue false certificates to the settled people in violation of regulations and approve the settlement without authorization, once verified, the responsibility of the parties and the leaders in charge will be seriously investigated.
3. All relevant departments are responsible for reviewing the authenticity of the materials submitted by the units and individuals applying for settlement. Any employing unit and settled personnel must truthfully submit relevant materials as required, and shall not resort to deceit in household registration or relocation and settlement. Those who make false reports will not be allowed to move to registered permanent residence; Those who have settled down shall be ordered to move their accounts back to their original domicile, and the relevant parties shall be held accountable.
Four. any other business
(a) the implementation of the "Qingdao residence permit" system. Anyone who introduces talents from our city, works in our city and does not settle down or temporarily does not have the conditions to settle down, will be issued a "Qingdao Residence Permit".
(two) this notice shall come into force as of the date of issuance. If the previous relevant provisions are inconsistent with this notice, this notice shall prevail.
(3) This circular shall be interpreted by the Municipal Public Security Bureau.
