The first is to strengthen accurate land supply.
Scientifically arrange the residential land supply plan, optimize the land supply structure and rhythm according to the saleable inventory and commodity housing cycle, implement accurate land supply, expand the land supply in hot spots, increase the effective supply in the market, and ensure the stable and orderly residential land market.
Two, the implementation of price limit, land price limit, competitive construction of residential land transfer.
Establish a linkage mechanism between housing prices and land prices. Residential land will be sold publicly in the form of "limited house price+limited land price+competitive construction". Land will set a maximum price, and the winning bidder will be determined according to the principle of the highest price within the maximum price. When two or more bidders offer the highest price, they will be transferred to the bidding stage of public rental housing or self-sustaining housing area, and the bidder with the largest housing area will be the bidder.
Third, expand the scope of real estate sales restrictions.
For hot plots with high market attention, it is clear before land transfer that the commercial housing sold in this property shall not be transferred within 5 years from the date of online signing and filing of commercial housing sales contracts.
Fourth, increase the amount of rental provident fund.
Increase the support for housing leasing, and increase the amount of provident fund for renting houses. The maximum amount of withdrawal per household per year does not exceed 24,000 yuan.
Five, strengthen the pre-sale management of commercial housing.
Strictly implement the pre-sale permit policy for commercial housing. Unless there is a special agreement on the pre-sale scale in the land transfer document, if the construction area is 30,000 square meters or less, a one-time application for pre-sale is required; If the construction area is more than 30,000 square meters, apply for pre-sale by stages. If the construction area is not less than 30,000 square meters each time, and the final construction area is less than 30,000 square meters, apply for pre-sale at one time.
Six, continue to rectify the order of the real estate market.
For the public lottery sales of commercial housing, it should be fair and just, and encourage the entrusted notary public to supervise the whole process; Intensify the investigation and punishment of false propaganda, illegal entry of credit funds into the market and other behaviors that disrupt market order.
