Measures for the implementation of credit information management of property service enterprises in Hebei Province

It is reported that in recent years, with the vigorous development of Hebei's real estate industry, the property service market has also expanded rapidly. In order to further build the industry credit supervision system, build a new credit-based property supervision mechanism, strengthen the credit supervision of property service enterprises, and standardize the business behavior of enterprises, the Housing and Construction Department of Hebei Province has formulated the Measures for the Management of Credit Information of Property Service Enterprises in Hebei Province (hereinafter referred to as the Measures) according to the existing laws and regulations.

The Measures take credit information as an important reference for the implementation of industry credit supervision, and regulate the daily service behavior of property service enterprises by issuing credit rating reports, publicizing information, enjoying information and restricting credit. At the same time, the "Measures" increase incentives for property service enterprises to be trustworthy, guide property service enterprises to strengthen industry self-discipline and honest management, create a fair competition, honest and law-abiding property service market environment, and ensure the healthy and orderly development of the property service industry in our province.

The Measures are divided into 7 chapters, with 32 articles in total. In the general part, the formulation basis, application scope, credit information and the definition of foreign-related property service enterprises of the Measures are clarified.

The Measures divide the credit information of property service enterprises into basic information, good behavior information and bad behavior information. Among them, the basic information includes registration information, employee information, service project information and other information that reflects the basic situation of property service enterprises. At the same time, both good behavior information and bad behavior information have clear explanations.

The Measures clarify the collection and recording of credit information. The collection of credit information follows the principles of "whoever supervises and collects" and "legality, objectivity, fairness, prudence, accuracy and timeliness". Make detailed provisions on the collection, review and recording requirements of basic credit information, good behavior information and bad behavior information.

The credit rating of the realty service enterprise is evaluated according to the credit score of the realty service enterprise. The credit rating is implemented according to the Credit Information Scoring Standard for Property Service Enterprises in Hebei Province, and it is divided into A (excellent credit), B (qualified credit), C (general dishonesty) and D (serious dishonesty). The credit score and credit grade of an enterprise change dynamically with the change of credit information.

The Measures define the disclosure and use of credit information of property service enterprises. Good behavior information, bad behavior information, trustworthy incentive information and other credit information are permanently preserved and included in the credit files of property service enterprises. For property service enterprises identified as trustworthy incentives, seven types of incentive and reward measures are given, such as giving priority to administrative management and public services, giving priority to government funding arrangements and project support, taking credit points in bidding management and demonstration project assessment, and appropriately reducing sampling frequency in daily supervision.

Property service enterprises, real estate administrative departments at all levels and sub-district offices (township and town people's governments) have corresponding responsibilities and obligations in the credit information management of property service enterprises.

In the next step, the Housing and Construction Department of Hebei Province will, in accordance with the relevant provisions of the Measures, guide the real estate administrative departments at all levels to strengthen the credit supervision of property service enterprises, severely investigate and deal with all kinds of dishonesty and breach of contract, and ensure the healthy and orderly development of the property service industry.
